Turkmenistan to join International Convention on facilitation and harmonization of customs procedures

At the session of the Government, Vice-premier, Foreign Ministers Rashid Meredov has informed the Head of the State on promotion of transport diplomacy of Turkmenistan.

It was mentioned that Resolutions on sustainable transport system have been adopted by the United Nations General Assembly at the initiative of the President of Turkmenistan in 2014, 2015 and 2017 and the first Global Conference on this subjects has been held in Ashgabat in November 2016.

It is planned to hold the events on further development of cooperation in transport diplomacy in the nearest future. Thus, the necessity of establishment of international legal instrument providing stable operation of international transport infrastructure appears due to current situation in the world caused by new infectious disease.

In this regard, draft of special Resolution of the United Nations General Assembly, which is planned to be reviewed at the next session, has been developed based on the initiative of President Gurbanguly Berdimuhamedov.

Current subjects of partnership in transport section will be brought to the agenda of International Ministerial Conference of developing countries with no access to sea, which is planned to be held in Turkmenistan together with the UN in 2021.

Strengthening of cooperation with regional UN commissions including European Economic Commission (EEC) and Economic and Social Commission for Asian and Pacific Region is very important. It is planned to hold Regional high level dialog dedicated to transport problems together with the above-mentioned structures on September 29, 2020.

Actual measures are also taken for strengthening of legal base for further efficient cooperation with foreign partners in this direction. Thus, the Resolutions on ratification of 6 international documents on transport matters have been adopted at regular session of National Parliament on August 22 this year.

In this regard, the Vice-premier, Head of the Foreign Ministry, has made a proposal on joining of Turkmenistan to international Convention of facilitation and harmonization of customs procedures (The Kyoto Convention), which would support the expansion of beneficial cooperation.

Fruitful cooperation with the UN specialized agencies is carried out under digitization of transport segment of national economy. Project of the UN Development Programme on introduction of integrated informational customs system ASYCUDA WORLD is implemented in this sphere.

In this aspect, the Draft Memorandum on staged implementation of Single Window project in export and import operations has been developed by relative establishments of Turkmenistan together with the UNDP and United Nations Conference for Trade and Development.

Following the proposals made by President Gurbanguly Berdimuhamedov during trilateral meeting with the Presidents of the Islamic Republic of Afghanistan and the Republic of Azerbaijan on July 2, measures are taken for implementation of joint project of Afghanistan Turkmenistan Azerbaijan Georgia Turkey international transport and transit corridor.

In particular, trilateral Interdepartmental Commission for development of cooperation in transport and communication sphere has been established. Working groups in number of profile directions have been formed and meetings have been held under its framework. The Roadmap of planned works is under development in the result.

Summing up the report, the President noted that optimization of international cooperation in transport and communication sector is one of integral factors of achievement of Sustainable Development Goals. Having significant potential in this strategic sphere, Turkmenistan invariably stands for development of efficient and coordinated approaches to multilateral partnership.

In this aspect, transport diplomacy, where our country has initiative position making specific proposals including proposals for consolidation of common efforts under the aegis of the United Nations, received greater currency and requirement.

The Head of the State highlighted that today, transport section is among the main and determining vectors of the world development. Formation of multimodal, integrated, high technological transport and logistic infrastructure is objective requirement of the present.

Having noted that active transport strategy of neutral Turkmenistan, which is targeted on long-term perceptiveness, finds wide support of the UN and gives results, Turkmen leader approved given proposals.
