Those affected by a hurricane in Lebap allowed to purchase roof slates at state prices

Inhabitants of Lebap velayat are still repairing their houses which were partially destroyed after the hurricane which hit the province in late April.

Correspondents of “Chronicles of Turkmenistan” report that as a support measure to the families whose houses were most affected by the natural disaster, the local authorities have permitted each household to purchase 100 roof slates at state prices. The residents are obliged to pay for them by the end of 2020.

After making calculation, the local administration estimated that would not be enough roof slates manufactured at the facility in Bezmein for everyone. Therefore, only five of the most affected households in each village will be allowed to buy them.

The price of one green roof slate was estimated at 37 manats. Those who are unable to pay for roof slates immediately were advised that payments will need to be settled by 31 December. Otherwise, penalties will be charged and debts will be collected through a court proceeding.

Let us recall that after the hurricane prices for construction materials at local markets skyrocketed.

In the meantime, the most affected villages in agricultural associations of Yaklym, Seyidi, Gulistan, Lebap in Sayat etrap; the villages in agricultural associations of Vatan, Jeikhun, named after Khadjieva (formely Khalturino) in Chardjev etrap and a few villages in Danev and Farab etraps are still experiencing irregular power supply.

Power transmission lines were hastily restored, often with poor quality materials.Not all transformers could be restored owing to lack of spare parts.The voltage in power lines is below normal and is not enough to make air conditioners function.

At the same time, “Lebapenergo” requires a fee of 80 manats from farmers’ associations to restore electric power lines.Otherwise, residents may have electricity cut off.

Neither funding, nor pipes or welding materials have been allocated for restoring the gas pipelines in rural areas. These have been restored by them residents themselves and therefore one cannot guarantee their safety.

Mobile communications and Internet сonnection are very unstable. In case of late payments for mobile communications, telephone and Internet access is immediately cut off.

Executives of house administrations urged residents of apartment blocks to contribute 110 manats for green paint for the roofs. 60 manats were retained from the June salaries of staff to repair roofs of schools and kindergartens.

Only painting and whitewashing of apartment buildings located along the avenue of Bitarap Turkmenistan and the avenue named after Niyazov (formerly Lenin avenue) were carried out at the expense of the municipal construction department.

In all other cases repair works are performed using funds given by the affected residents.
