The UN formally circulates the Ashgabat Final Document among the state members

The permanent representative office of Turkmenistan at the UN has informed about good news.The Final document of International conference “Policy of neutrality and its role in provision of global peace, security and sustainable development”, which was held under chairmanship of President of Turkmenistan Gurbanguly Berdimuhamedov on December 12, 2020, has been published in six official languages of the UN and formally circulated among the state members.

It will be called the Ashgabat Final Document in the language of international diplomacy.Consisting of 16 points, the document contain the recognition of important role of the policy of neutrality in development of peaceful friendly and beneficial relations between the world’s countries.

It calls and recommends all the state members of the United Nations to support the implementation of active neutral policy, to use the potential of neutral states in peaceful regulation of disputes and prevention of conflicts.

It is highlighted in the document that national policy of neutrality is intended to encourage the use of preventive diplomacy, which is one of the main functions of the United Nations, in prevention of conflicts, mediation, conducting talks, provision of good services, work of the missions for fact finding, use of special messengers, unofficial consultations, peace-building and targeted activity in development sphere.

In this regard, the importance of work of the UN Regional Center of Preventive Diplomacy for Central Asia, which was opened in Ashgabat in December 2007, has been noted in the document.

The document also supports the initiatives of efforts of Turkmenistan in development of the UN Code of Practice for efficient application of the principles of neutrality during regulation of international issues, highlight the importance of economic and geo-economic aspects of national neutrality for support of stable and long-term trade and economic relations between the states in the conditions of political stability as well as for establishment of training, scientific and research center for study of the theory and practice of the policy of neutrality in international law and relations.

The document confirms special humanitarian importance of the policy of neutrality and positive role in case of complex situation and natural disasters.The document call all state members of the United Nations, international and regional organizations, non-government associations and private persons, including the youth, to hold the events aimed at improvement of the awareness of the public of the role and importance of the policy of neutrality in support and strengthening of universal peace, security and sustainable development on annual basis to mark International Neutrality Day.

The Ashgabat Final Document highlights the necessity that the high-level forums dedicated to the strengthening of the role of the policy of neutrality in international relations would be held at least once in five years recognizing that the dialog on this subject supports the strengthening of global peace and security.

Deep gratitude and appreciation is expressed to the people and Government of Turkmenistan for organization of International conference “Policy of neutrality and its role in provision of universal peace, security and sustainable development”, which was held under the chairmanship of President of Turkmenistan Gurbanguly Berdimuhamedov in Ashgabat on occasion of the 25th anniversary of permanent neutrality of Turkmenistan, in the final part of the document.
