Yesterday, President Gurbanguly Berdimuhamedov held an online working meeting with the participation of some Deputy Chairmen of the Cabinet of Ministers, khyakims of velayats and Ashgabat city, to consider topical issues of socio-economic development of the capital and the regions, the course of seasonal agricultural work, as well as important tasks related to the implementation of national programs and reforms.
At the beginning of the meeting, the head of state summoned Cabinet Deputy Chairman, Minister of Foreign Affairs R.Meredov via a direct digital system.Addressing the Deputy Prime Minister, the head of the Ministry of Foreign Affairs, President Gurbanguly Berdimuhamedov noted that, as is known, one of the priorities of Turkmenistan’s foreign policy is the comprehensive development of strategic partnership with the Russian Federation.
Russia is one of the first states to recognize the independence of our country and establish diplomatic relations with it.As the leader of the nation said in continuation of the topic, the 30th anniversary of the establishment of diplomatic relations between Turkmenistan and the Russian Federation will be celebrated on April 8 this year.
During this period, bilateral cooperation has been brought to a qualitatively new level and is currently developing intensively in many areas.The basis of the interstate dialogue is political and diplomatic, trade and economic, cultural, humanitarian and other areas of joint activity.
The main factor in the expansion of the traditionally friendly Turkmen-Russian partnership is the open, constructive, friendly relations established at the highest state level, President Gurbanguly Berdimuhamedov emphasized.
At the same time, various forms of bilateral contacts and intergovernmental interaction are currently functioning effectively, such as the Turkmen-Russian Intergovernmental Commission on Economic Cooperation, inter-ministerial political consultations, scientific, educational and cultural dialogue.
Confirming Turkmenistan’s intention to further strengthen friendly and partnership relations with Russia, the head of state commissioned the Cabinet Deputy Chairman, the Minister of Foreign Affairs to visit Moscow on a business trip and hold talks at the Ministry of Foreign Affairs of the Russian Federation, as well as in other government agencies.
The purpose of these meetings is to exchange views on a range of issues of further development of Turkmen-Russian relations, to determine their long-term prospects.In addition, the leader of the nation noted, special attention should be paid to bilateral political contacts, the organization of mutual visits at the state, parliamentary and government levels, joint political forums.
In this context, President Gurbanguly Berdimuhamedov instructed to discuss issues related to the preparation and holding of the 6th Summit of the Heads of the Caspian States in Turkmenistan this year, as well as jointly with Russian colleagues to consider the program and agenda of the Parliamentary Forum “Central Asia Russia” at the level of heads of parliaments, which will be held for the first time in Ashgabat in May this year.
At the same time, the head of state continued, in order to intensively develop bilateral trade, ensure the implementation of joint projects in key segments of the economy and the consistent activation of scientific, educational and cultural ties between Turkmenistan and Russia, it is necessary to jointly organize a meeting of the co-chairs of the Intergovernmental Turkmen-Russian Commission with the Russian side in the near future.
In this context, during the upcoming business trip, the issues of holding the next meeting of the Commission in the second half of this year will be discussed.Having identified cooperation in science, education and culture as one of the key components of bilateral relations, and noting with satisfaction that many Turkmen boys and girls study at Russian universities, the leader of the nation confirmed that direct contacts between educational institutions of both countries will continue to be supported.
Touching upon cooperation in the field of culture, the head of state spoke about the expediency of holding Days of Culture of the Russian Federation in Turkmenistan and a number of other events aimed to expand humanitarian ties.
In conclusion, the leader of the nation gave the Cabinet Deputy Chairman, Minister of Foreign Affairs R.Meredov an assignment to develop a program of events dedicated to the celebration of the 30th anniversary of the establishment of diplomatic relations between Turkmenistan and the Russian Federation.
Special attention should be paid to the issues of the cultural sphere.The discussion of all these, as well as other relevant issues, should be the main task of the upcoming business trip to the Russian Federation, President Gurbanguly Berdimuhamedov highlighted.
Proceeding from the aforesaid, the head of state signed an order on sending a delegation of Turkmenistan to Moscow on February 21-22 this year.Having sent the document to the Deputy Prime Minister, the head of the Foreign Ministry the leader of the nation instructed online to take the necessary steps to successfully solve the tasks.

The head of the capital’s administration reported on the state of work carried out in the main city of the country, the fulfillment of the instructions given by the leader of the nation to maintain cleanliness and order in the capital, preparations for festive events on the occasion of International Women’s Day, as well as for the mass planting of tree seedlings an important environmental action.
The leader of the nation instructed to ensure unflagging control over all ongoing works in the capital, their quality and pace.Along with this, the head of state ordered to organize high-level events dedicated to the International Women’s Day, as well as a spring mass gardening campaign.
Deputy Chairman of the Cabinet of Ministers Ch.Purchekov reported on the state of affairs in new buildings of the country and Ashgabat.Special attention was paid to the preparation for the construction of objects for various purposes in the year held under the motto “The Epoch of the People with Arkadag”.
The Deputy Prime Minister reported on the work carried out in accordance with the tasks assigned to the Ministry of Industry and Construction Production to purchase 10 thousand tons of aluminum from the Ministry of Industry and New Technologies of Tajikistan, in particular, rolled aluminum and cast aluminum billets, within the framework of a high-level agreement with the Republic of Tajikistan.
These raw materials are planned to be used at the Nebitmaş state enterprise of the relevant Ministry for the production of high-quality products necessary to meet the production needs of construction and other sectors of the economy, enterprises and institutions, as well as the needs of the population.
After hearing the report, President Gurbanguly Berdimuhamedov noted with satisfaction that at present the traditionally friendly cooperation between Turkmenistan and the Republic of Tajikistan has reached a qualitatively new level.
Noting the importance of consistent implementation of the Socio-Economic Development Program of the country, the leader of the nation pointed out the need for timely construction work and ensuring their high quality, instructing to approach the tasks with full responsibility.
The head of state underlined that the transformations deployed in the capital should meet the spirit and requirements of the time, and all measures taken to improve the city, maintain cleanliness in it, and the construction of facilities should be carried out at an exemplary level.
Cooperation with foreign partners, which has been actively developing in recent years, is also of great importance for the successful implementation of reforms in the domestic industrial sector.Speaking about this, President Gurbanguly Berdimuhamedov noted that it is necessary to carefully study the issues of purchasing aluminum products as demanded raw materials for high-quality industrial production, addressing specific instructions to the Deputy Prime Minister in this regard.
Then the online working meeting continued with the participation of Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev supervising the country’s agro-industrial complex, and the velayats’ khyakims, who reported on the relevant issues raised by the head of state.
Firstly, the nation’s leader listened to the report of the Ahal velayat khyakim Ya.Gurbanov, who reported on the current agro technical measures on agricultural lands of the region, preparations for sowing cotton and other spring crops, as well as for the mass planting of tree seedlings initiated by the President of Turkmenistan to be held on March 19.
Further, the Balkan velayat’s khyakim, T.Atakhalliyev reported on the progress of seasonal work currently being carried out on agricultural lands in the region, including the care of winter wheat, the level of preparation for the cotton sowing start.
In addition, it was reported that the velayat’s daikhans successfully completed the spring planting of onions.In continuation of the meeting, the Dashoguz velayat’s khyakim N.Nazarmyradov reported on the progress of current agricultural work, large-scale measures being implemented to carry out cotton sowing in the region within the established agro-technical deadlines.
Organized high-quality sowing of potatoes and other crops is also an important task.Then the Lebap velayat’s khyakim Sh.Amangeldiev reported on the field work carried out in the region, preparation for sowing cotton and other crops.
In his turn, the Mary velayat’s khyakim D.Annaberdiyev reported on seasonal agricultural work in the region, the preparation of fields, machinery and aggregates intended for sowing cotton, as well as agricultural land for sowing potatoes and vegetable crops.
It was reported that spring onion sowing was completed in the velayat.These days, preparatory work for mass tree planting is underway at full speed in all corners of the region, on a scientific basis.
In accordance with the instructions of the leader of the nation, the selection of seedlings is carried out according to the soil and climatic conditions of each etrap.At present, the necessary measures are being taken in the livestock farms of the velayat for the organized conduct of the lambing campaign.
Within the framework of the implementation of the National Rural Program, special importance is attached to the construction of residential buildings, objects of socio-cultural, transport and communication, engineering and technical purposes.
The khyakims of the velayats also cordially congratulated President Gurbanguly Berdimuhamedov on the publication of his new book Abadançylygyñ röwşen gadamlary and the assignment of the distinctive sign “Turkmenistanyñ ussat diplomacy” and wished the leader of the nation sound health, longevity and further success in his responsible state activities.
Further, Deputy Chairman of the Cabinet of Ministers E.Orazgeldiev, who oversees the agro-industrial complex, reported on the measures being implemented to properly conduct seasonal agricultural work on the agricultural lands of the country according to the established agro-technical deadlines, on the care of winter wheat, as well as on the level of readiness for spring sowing.
Plowing has been carried out on 535, 229 hectares of land intended for sowing cotton, which is 92.2 percent of the planned work.The preparation of specialized agricultural machinery and aggregates, as well as seeds of valuable technical crops, is in full swing.
Currently, onion sowing is underway in the country at the final stage.This year, it is also planned to sow 30 thousand hectares of spring potatoes.Up to date 11,361 hectares of land have been sown with this vegetable crop, the plan has been fulfilled by 37.9 percent.
According to the instruction of the head of state on ensuring environmental well-being and expanding forest zones in Turkmenistan, a total of 3 million seedlings of deciduous, coniferous, fruit trees and grapes are planned to be planted this year.
Now in the velayats and Ashgabat city, appropriate preparations are being carried out for the spring gardening campaign, including the territories intended for planting seedlings.At the same time, in the livestock farms of the country, work on the organized conduct of the cattle campaign has been widely deployed.
After hearing the reports, first President Gurbanguly Berdimuhamedov thanked for the congratulations and best wishes.Focusing on the successful solution of the tasks assigned to the agro-industrial complex, the leader of the nation highlighted the need to carry out all current and planned agricultural activities in accordance with the rules of agricultural technology and at a qualitative level, instructing the Deputy Prime Minister and the velayats’ khyakims to keep under constant control the work carried out in this direction.
The head of state also ordered to pay special attention to the care of cultivated fields in the regions according to agro-technical standards.In addition, an important requirement is the preparation of agricultural machinery and equipment for sowing cotton.
Noting the need to focus on issues related to the cleaning of irrigation canals of agricultural areas of velayats, rational water use, as well as the effective use of advanced experience and scientific achievements in agricultural work, President Gurbanguly Berdimuhamedov gave a number of specific instructions.
At the same time, the consistent implementation of the country’s Socio-Economic Development Program for 2019-2025 should be kept in the spotlight.All this is of great importance in the context of improving the social and living conditions of the people, increasing the pace of construction of facilities for various purposes.
Emphasizing the importance of the successful implementation of the National Rural Program, President Gurbanguly Berdimuhamedov noted that the relevant work on the ground should be carried out based on the directions outlined in it.
