On 27 November the President of Turkmenistan Gurbanguly Berdymukhammedov, who is paying an official visit to Lebap velayat, held a field Cabinet session.
In the course of the meeting the head of state expressed grave discontent with the performance of the region’s leadership, according to the state information agency TDH.
The President said that, alongside numerous accomplishments in the development of the velayat, there are many shortcomings which are especially visible in agricultural production.
Despite comprehensive help and government assistance, this year the region failed to fulfill contractual obligations in the wheat yield, and three etraps failed to fulfill the raw cotton yield plan.
The rice harvesting campaign is also being delayed.
The President added that shortcomings were also found when fulfilling the national rural program. No relevant measures are being undertaken to eliminate them. The towns and villages of the velayat are not adequately provided with drinking water, and newly allotted plots of land have no natural gas.
No adequate work is being carried out in etraps to redesign and repair bridges. Roads in the etrap centres and villages, the majority of which need to be covered with asphalt, are in poor condition.
Pursuant to the adopted resolution with a view to the regular supply of fresh vegetables in the velayats, a few greenhouses equipped with state-of-the-art technologies were scheduled to be built.
However, their construction and commissioning schedule has been delayed.
The state programs committed to ensuring a high quality lifestyle of residents are not being carried out in the region. The construction of industrial and social facilities, including houses, schools, kindergartens, hospitals and roads, is behind schedule.
The President emphasized that executives of the relevant ministries and agencies, as well as khyakims of velayats, cities and etraps, are directly responsible for the shortcomings in Lebap velayat.
Moreover, in the course of the session, Turkmenistan’s State Economic Crime Enforcement Agency Mammetkhan Chakyev reported on inspections underway in the region and briefed on cases of corruption and the abuse of power by the khyakims of three etraps (Serdarabad, Dovtetli and Galkynysh) and the CEO of the Galkynysh cotton gin plant.
All of them have been relieved from their positions. The Khyakim of Lebap velayat Charygeldy Charlyev and his deputy overseeing construction were also dismissed.
Deputy khyakim Esendurdy Gaiypov overseeing construction was dismissed for health reasons.
Let us recall that Esendurdy Gaiypov was one of the candidates in the 2012 Presidential elections.
Tangrykuli Atakhallyev, who had previously occupied the post of the Akhal velayat khyakim, was appointed a new khyakim of Lebap region.
