A meeting of the Council on the joint project of the Academy of Civil Service and UNDP Programme took place in the Academy of Civil Service under the President of Turkmenistan. The meeting agenda focused on the outcomes of the project implementation in 2017 and the priorities of cooperation with UNDP for 2018.
As is known, the 2017-2019 project is aimed at providing assistance in such spheres as the concept of development of the Academy of Civil Service under the President of Turkmenistan, the update of academic programmes given the priorities of the social and economic development of the country, the development of the connections and cooperation of the Academy with oversees educational institutions in Asia, Europe, CIS.
During the year of 2017, the course of lectures, seminars and round tables on the following topics: "Public service: international experience and national practices", "Training of civil servants: innovative approaches", "Legal Status of Civil Servants: International Experience and National Practices", "Research in Public Administration: Current Trends and Innovations", "Strategic Management", "Electronic services to the population: international experience and the best world practices" among others were organized at the Academy with the support of the United Nations Development Programme.
The courses allowed increasing the awareness of the teaching staff and students of the Academy about the international experience of the organizational management and planning based on statistical and scientific developments.
Discussing the results of the work in 2017, the meeting participants noted that under the growing global competition, the modernization of the management system of the state and municipal employees is a strategic direction.
Another important aspect of the educational process of the Academy of Civil Service is the improvement of personnel technologies in the public administration system, since the adoption of managerial decisions directly depends on the competence of the specialists participating in their development.
It was noted that the study of international experience and the introduction of innovations in the personnel process are important for the national system of civil service.
Within the framework of cooperation with UNDP, the Academy of Civil Service will continue to modernize the thematic and content part of the programmes for advanced training courses for civil servants that are oriented to the priorities of the social and economic development of Turkmenistan.
The key tasks of the next stage:
• Introduction of differentiated and individual approaches, encouragement of the interest of civil servants in learning outcomes;
• Expansion of cooperation with government authorities in accordance with the needs of training civil servants, as well as in the thematic focus of the training cycle;
• Invitation of leading international experts to give lectures and seminars on retraining and advanced training of civil servants.
The modernization of curricula and educational programmes is focused on the formation of managerial and analytical abilities of civil servants, the adoption of effective solutions, the introduction of innovative strategies and adaptation to the competitive environment of the market economy.
The implementation of the joint project will allow the Academy of Civil Service to develop the educational programmes aimed at encouraging the innovative thinking among civil servants, increasing their leadership potential, as well as systemic training of managerial personnel in the socio-political and economic sphere, the formation of a new generation of teachers oriented to interactive work methods that have research and creative skills.
