Results of the regular meeting of the Cabinet of Ministers of Turkmenistan on November 10

On November 10, President of Turkmenistan Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers, at which a wide range of issues were discussed - from personnel decisions to plans for economic and social development, the results of the Government’s work for 10 months were summed up and tasks for the future were outlined.

Particular attention was paid to strengthening ties within the Economic Cooperation Organization, including in such areas as transport and tourism. This will contribute to the expansion of economic contacts of Turkmenistan with neighboring countries.

Indicators of the country’s socio-economic development for January-October 2023 indicate the stability of the national economy. The measures to improve the standard of living of the population, included in the draft of the new State Budget for 2024, are intended to consolidate them.

Personnel decisions

Batyr Niyazliyev was relieved of his post as Ambassador of Turkmenistan to Russia and at the same time to Slovenia, Serbia, and Bulgaria due to a transfer to another job.

Esen Aydogdyev was relieved of his post as rector of the International University of Humanities and Development and appointed Ambassador of Turkmenistan to Russia.

Maral Kuliyeva was relieved of her post as rector of the Dovletmammet Azadi Turkmen National Institute of World Languages and appointed rector of the International University of Humanities and Development.

Maksat Charyev was appointed rector of the Dovletmammet Azadi Turkmen National Institute of World Languages. Previously, he served as vice-rector for scientific work at this university.

Documents signed by the President of Turkmenistan

Decree on awarding workers of the agricultural complex with state awards on the occasion of the Harvest Festival.

Resolution “On the construction of modern buildings, facilities and highways in the city of Ashgabat”, according to which 30 4-storey, 40-apartment residential buildings and 16 4-storey, 68-apartment residential buildings, a secondary school for 720 places will be built in the Gurtly residential complex, a kindergarten for 320 children, a park, feeder and internal roads, as well as a water supply and sewerage system.

Announcements of upcoming events

On November 12, the Harvest Festival, will be the opening of a modern stable in the foothills of Kopetdag for 600 Ahal-Teke horses, as well as celebrations at the International Ahal-Teke Equestrian Complex and in the velayat Türkmeniň ak öýi.

In the first quarter of 2024, the first Ministerial Forum of the Economic Cooperation Organization on Sustainable Development will be held in the city of Arkadag.

Key figures for 10 months of 2023

Turkmenistan's GDP growth is ensured at 6,3%.

Product production increased by 6,3% compared to 10 months of 2022.

Electricity production increased by 3,7%.

Agricultural production increased by 2,8%.

In UIET, agricultural production increased by 8,6%, industrial production by 10,6%.

Retail trade turnover across the country increased by 9,6%.

The total volume of cargo transportation by all types of transport increased by 6,3%, passenger transportation - by 5,2%.

The revenue side of the State budget was fulfilled at the level of 110,7%, and the expenditure side was 97,8%.

SCRMET held 249 trades, at which 25 thousand 118 transactions were registered.

Since the beginning of the year, Turkmenistan has held 20 exhibitions and 65 forums.

The volume of capital investments increased by 7,4% compared to January-October 2022.

42 Laws of Turkmenistan and 42 resolutions of the Mejlis were adopted.

The Mejlis accepted credentials from 24 ambassadors of different states.

40 international documents were signed in the fields of education, science, healthcare and sports.

Turkmen athletes took part in 243 international competitions and won a total of 674 medals - 190 gold, 194 silver and 290 bronze.

Economy

Turkmenistan will strengthen cooperation with the Economic Cooperation Organization (ECO). In particular, it is planned to ratify the ECO Framework Agreement on Transport and Transit Transportation and its Protocol. ECO specialists will also be involved in the creation of border trade zones in Turkmenistan with neighboring countries.

The Ministry of Foreign Affairs of Turkmenistan will begin work aimed at declaring the city of Mary the tourist capital of the Economic Cooperation Organization in 2027.

President Serdar Berdimuhamedov sent the draft State Budget of Turkmenistan for consideration by the Mejlis. According to the project, in 2024 the country will increase wages, pensions, state benefits and scholarships by 10%. Part of the capital investment will go to the construction of new villages in the velayats of Turkmenistan.

Administrative and territorial division

The Mejlis of Turkmenistan adopted a Resolution according to which 102 hectares from the lands of the Geoktepe etrap of the Ahal velayat and 17 hectares from the lands of the city of Ashgabat were transferred to the administrative territory of the city of Arkadag.

The document was adopted to create optimal conditions in the field of organization and management, as well as taking into account the representation of the hyakimlik of the city of Arkadag.
