Further, the vice premier reported on the fulfillment of the instructions of the head of Turkmenistan on the timely payment of wages to employees of all institutions, regardless of ownership, for December this year.

Then the Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the state of affairs in the areas under his supervision and the work being done to strengthen the material and technical base of oil and gas enterprises, and the stable growth of technical and economic indicators.
The Deputy Prime Minister reported on the planned work on the repair of the head electrical substations of the Turkmenbashi complex of oil refineries, designed to reduce the voltage of electricity and its distribution to consumers.
This project, aimed at ensuring reliable power supply to production facilities of the Turkmenbashi Oil Processing Complex , is provided for by the Program of the country's socio-economic development for 2019-2025.
Having listened to the report, the Head of State Gurbanguly Berdimuhamedov addressed the Deputy Prime Minister with instructions for further technical re-equipment of the enterprises of the complex, the introduction of effective technologies that ensure deep, waste-free processing of hydrocarbons, innovative methods of production of oil and gas chemical products, as well as expanding its range.
Having signed the draft Decree on the repair of the 1st and 2nd step-down electrical substations of the Turkmenbashi complex of oil refineries, President Gurbanguly Berdimuhamedov sent it to the Deputy Prime Minister for the electronic document management system and addressed relevant instructions.
Then Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on seasonal field work, laying the foundation for the next year's harvest, as well as on the measures being taken to ensure food abundance.
These days, in the velayats, in accordance with agrotechnical standards, winter wheat is taken care of, including fertilizing crops with mineral fertilizers. Along with this, the land is being prepared for sowing cotton and other agricultural crops.

Work is underway to bring the regulatory legal acts used in the chemical industry in line with the requirements of the time.
To implement the Resolution of President Gurbanguly Berdimuhamedov adopted on May 29 of this year “On improving the organization of licensing activities in Turkmenistan”, specialists of the State Concern “Turkmenhimiya” prepared a draft Regulation “On licensing activities for the import, production and sale of chemical products”.
This document will contribute to the creation of more favorable conditions for the organization of work on the import, production and sale of chemical products, carried out by sectors of the economy and local entrepreneurs.
The Vice Prime Minister also reported on the construction progress of facilities planned for commissioning on the occasion of the glorious 30th anniversary of Turkmenistan's independence.

The main goal of this Program is to affirm the principles of a healthy lifestyle in our society through comprehensive support and development of physical culture and sports, creating conditions for the effective use of their capabilities for the purpose of useful pastime of citizens, strengthening health and preventing diseases of the population, as well as bringing Turkmen sports to the fore positions in the world.

Further, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on strengthening the juridical base of Turkmenistan's foreign policy activities, one of the main directions of which is the further development of interaction with authoritative international structures.
In this context, it was reported that today our country is a party to 161 conventions, treaties and other multilateral documents. With the aim of their practical implementation, during 2020, together with the representative offices of international organizations accredited in Turkmenistan, 217 projects were implemented.
The Vice Prime Minister, Head of the Foreign Ministry presented a number of proposals for strengthening the legal basis of cultural and humanitarian relations for the consideration of the President of Turkmenistan.
First of all, cooperation with the United Nations Educational, Scientific and Cultural Organization (UNESCO) is developing on a long-term basis.Turkmenistan is a party to 10 conventions and multilateral treaties of the aforementioned organization.
As a result of the joint work carried out by the relevant state bodies of the country, it is currently proposed to ratify two UNESCO conventions.
One is the 1960 Convention against Discrimination in Education, which is the only international instrument promoting the principles of equal access for all compulsory primary and secondary education, higher education and equal educational opportunities. Today 104 states are its participants.
The 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions, which provides for such important tasks as the protection and promotion of various forms of cultural identity, the mutual enrichment of cultures, as well as the expansion of cultural dialogue in the world, is also proposed for ratification. 148 states are participants in this document.
Secondly, in recent years, relations between Turkmenistan and the World Intellectual Property Organization (WIPO) have been actively developing. Our country is a member of 14 international conventions and multilateral documents regulated by this structure.
In this regard, a proposal was made to join the Patent Law Treaty adopted by WIPO in 2000.As a multilateral document, the Treaty is intended for prompt and simplified monitoring of applications for obtaining patent documents that provide legal protection for industrial designs and inventions.
At the same time, it serves as an effective tool for ensuring the protection of patent law at the international level.
Thirdly, continued the Deputy Prime Minister, Head of the Foreign Ministry, the productive nature of cooperation with the International Labor Organization (ILO) should be especially noted. As of today, Turkmenistan has joined 10 ILO documents.
In this context, it seems expedient for our country to ratify the 122 Convention “On Employment Policy”, which was adopted in 1964 and to which 148 states became parties.
This document is aimed at increasing the level of employment of the population, meeting the needs of the labor market in the labor force and maintaining a balance of proposals, as well as effective management of labor reserves and increasing foreign policy activities in this area.
Summing up the report, President Gurbanguly Berdimuhamedov noted that our sovereign state, committed to strengthening mutually beneficial cooperation with all interested partners, is building international relations in accordance with the "Concept of the foreign policy of neutral Turkmenistan for 2017-2023." One of the key tasks in this document is the improvement of the legal framework for multilateral contacts.
A large role in this process is assigned to the country's legislative body, the leader of the nation continued, instructing the Deputy Prime Minister and Foreign Minister to discuss the voiced proposals with the Mejlis and take the necessary practical steps to fulfill the plans.
Then Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch.Amanov reported on the work carried out by the country's military and law enforcement agencies.
A separate topic of the report was the progress in the implementation of the military reform initiated by the President of Turkmenistan, strengthening the material and technical base of power departments, as well as solving social issues of servicemen.
After listening to the report, the head of state Gurbanguly Berdimuhamedov noted that our country steadily follows the principles and goals of the defensive Military Doctrine, having addressed specific instructions to the Deputy Prime Minister, Secretary of the State Security Council.
Chairwoman of the Mejlis G. Mammedova informed about the current legislative activity of the national parliament.
It was noted that at present, taking into account the proposals received from the ministries and sectoral departments, as well as based on the study of international experience in lawmaking, the development of a number of new bills is continuing to regulate public relations in the field of public-private partnership, land use, education, health protection and improvement social and household standard of living of the population.
The previously adopted documents are being improved, taking into account the new realities and the socio-economic policy pursued by President Gurbanguly Berdimuhamedov.
Along with this, legislative acts related to the holding of the first elections of members of the Halk Maslahaty Milli Gengeshi of Turkmenistan and the organization of the work of the Halk Maslahaty are analyzed, a regulatory and legal framework is being developed on the basis of the Law “On Milli Gengeshi of Turkmenistan”.
Deputies of the Mejlis took part in online meetings and conferences organized by the Office of the United Nations High Commissioner for Human Rights, the Office on Drugs and Crime, the office of the International Organization for Migration in Turkmenistan, and the Population Fund.
The Mejlis was also represented at the first meeting of women leaders of the Central Asian countries, which took place in the mode of video communication. The purpose of the meeting was to strengthen at the regional level the role of women in multilateral relations for the achievement of peace and sustainable development.

For thousands of years, people have not only used them for food, but also used herbs, berries and fruits as medicines. As you know, the President of the country continued, 12 volumes of the book "Medicinal Plants of Turkmenistan" have been published, but the inexhaustible possibilities of our "green pharmacy" inspire to continue this work.
Continuing the topic, the leader of the nation Gurbanguly Berdimuhamedov spoke about the production of medicinal and prophylactic agents from licorice, which has 4 varieties in our country, and 15 of its types are found in the world.
In one of the volumes of the book "Medicinal Plants of Turkmenistan", the leader of the nation stated, the properties, biological characteristics and chemical composition of licorice root are described, which our ancestors effectively used for various ailments, especially for coughs and diseases of the upper respiratory tract.
And today, scientists note that the glycyrrhizinic acid contained in this plant prevents the development of a new coronavirus, which the whole world is fighting against. Moreover, even a small concentration of an aqueous extract of licorice root has a neutralizing effect. This fact indicates the need for a detailed study of the antiviral effect of glycyrrhizinic acid.
Since at present, scientists from all countries are looking for effective remedies for this dangerous infection, conducting numerous studies, the head of state said, one of these could be licorice root.
The study of its properties on the basis of the existing experience of use opens up opportunities for joint work of Turkmen and foreign specialists, the leader of the nation said, stressing that for the production of medicines, Turkmenistan has sufficient reserves of this culture.
At the same time, it was noted that the Turkmen licorice significantly differs in its valuable qualities from other species growing in many places of the planet, since our climate creates ideal conditions for the accumulation of many useful substances in this plant.
Summing up the above, the head of state instructed the President of the Academy of Sciences to take the necessary measures for further in-depth scientific study of this issue, and the Minister of Health and Medical Industry - to organize work on the modernization of existing pharmaceutical enterprises and the construction of new ones.
