President Berdymukhammedov elected Chairperson of the new chamber of Turkmenistan’s Parliament

On 14 April, 2021 President of Turkmenistan Gurbanguly Berdymukhammedov was elected Chairperson of the Khalk Maslakhaty (People’s Council), one of the two chambers – Milli Gengesh (the National Council), the state-run news agency TDH reports.

He was elected Chairperson during the session of the Khalk Maslakhaty based on the results of the secret ballot voting by members of the Council.

Later the same day Berdymukhammedov announced the names of eight Council members, who, pursuant to the revised 2020 Constitutions, are appointed by the President. Below are their names:

Kasymguly Babayev;

Guvanchmyrat Agayev;

Batyr Orazmammedov;

Dunyagozel Gulmanova;

Merettagan Taganov;

Serdar Gaiypov;

Merdan Khalnazarov;

Charygeldi Babaniyazov.

The first elections to the new Chamber of Parliament were held on 28 March, 2021.It transpired the next day that the incumbent President Gurbanguly Berdymukhammedov was elected to the Khalk Maslakhaty despite the fact that he was not on the list of registered candidates.

In other words, Berdymukhammedov was nominated after the registration of other candidates had been completed.

Pursuant to article 73 of the revised Constitution, adopted in September 2020, the President cannot be a member of Turkmenistan’s Milli Gengesh.

Also, article 87 prevents a member of the Majlis from concurrently holding the post of a Cabinet member, whereas the head of state is its Chairperson.

It should be pointed out that the Khalk Maslakhaty is made up of 56 members, 48 of whom represent five velayats and the city of Ashgabat and 8 more are appointed by the President.The post President Berdymukhammedov elected Chairperson of the new chamber of Turkmenistan’s Parliament first appeared on Chronicles of Turkmenistan.
