OSCE Regional Conference on Countering Terrorist Financing and Transnational Organized Crime

On May 11, 2021 was held OSCE Regional Conference on Countering Terrorist Financing and Transnational Organized Crime, which was organized by Ministry of Foreign Affairs and the Financial Monitoring Department of the Ministry of Finance and Economics of Turkmenistan in co-operation with the OSCE Transnational Threats Department (TNTD).

OSCE participating States from Central Asia and from other parts of the OSCE area, senior experts from the academia, private sector and civil society, as well as from the United Nations and other relevant international and regional organizations were invited to share their expertise, perspectives and ideas.

The conference aimed to facilitate a cross-dimensional discussion, in line with the OSCE comprehensive concept of security, regarding challenges posed by terrorist financing and organized crime through fostering regional co-operation and information-sharing, including the building confidence and mutual understanding in the Year of Peace and Trust.

The discussions, during the conference, were based on the recommendations stemming from OSCE High-Level Conference on Countering Terrorist Financing and Addressing Potential Links with Organized Crime, organized in Ashgabat on 17-18 April 2019.

Resented international experience in the field of countering the financing of terrorism and financing of foreign terrorist fighters, noting the important role of strengthening cooperation and information exchange between all stakeholders from the public and non-governmental sectors.

It also highlighted the latest trends in financial schemes related to terrorist networks and discussed a comprehensive effort to curb them through financial investigations, public-private partnerships and preventing the use of non-profit organizations to finance terrorism.

The need to build relationships and trust among practitioners in different jurisdictions was also highlighted.During the hands-on exercises, the participants discussed in groups case studies related to the investigation of terrorist financing cases by the efforts of financial and criminal intelligence.

During the presentations, the participants noted the need for further expansion of co-operation between the OSCE participating States for a timely response to the challenges and threats of our time.
