The provisions of the neutrality of our state were enshrined in the Constitution (2nd article).Permanent neutrality is the basis of our country's domestic and foreign policy.According to the most general definitions, neutrality is a special international legal status of a state.
Initially, neutrality was understood as the neutrality of this or that state during a war, and over time, such varieties as positive and permanent neutrality took shape.Countries such as Austria, Switzerland and Malta are classified as status neutral.
A distinctive feature of Turkmenistan's neutral status is that it is recognized by the UN Resolution, as noted above. The modern era of development of Turkmenistan as a permanent neutral state is characterized by a huge peacekeeping potential.
From the very beginning, Turkmenistan took concrete steps to resolve the situation in the region. The UN Regional Center for Preventive Diplomacy in Central Asia opened in Ashgabat has a significant impact on ensuring peace and security in Central Asia and the world in general.
In accordance with the Concept of foreign policy of neutral Turkmenistan for 2017-2023 adopted by the esteemed President Gurbanguly Berdimuhamedov, purposeful work is being carried out to develop and strengthen the interaction of Turkmenistan with the UN, the European Union, the Commonwealth of Independent States, the Shanghai Cooperation Organization, the Organization for Security and Cooperation in Europe, Non-Aligned Movement and others.
The motto esteemed President Gurbanguly Berdimuhamedov Peace through development, which underlies the domestic and foreign policy of our state, is reflected in the universal humanitarian policy of ensuring peace and achieving sustainable development.
This is an excellent example of national development based on the policy of a humanitarian state inherited from our ancestors.Following the ancient tradition of good neighborliness, Turkmenistan maintains close relations with neighboring countries and provides assistance if necessary.
Rendering regular humanitarian aid to neighboring Afghanistan, implementing large infrastructure projects, Turkmenistan makes a significant contribution to the socio-economic development of this country. The merits of our esteemed President, who adheres to the policy of neutrality, for the common good, for the sake of a peaceful life, are of historical importance.
