Meeting of the Cabinet of Ministers of Turkmenistan

On July 7 2023, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers to discuss important issues of state life and to consider drafts of some documents.

Chairwoman of the Mejlis D.Gulmanova informed on practical steps undertaken for modernisation of legislation of the country.

At present, within fulfilment of the tasks put before the national parliament, preparation of new bills are prepared. The work on improvement of some legal acts in force is carried out.

Besides it, the Mejlis held meetings with Vice Speaker of the National Assembly of Hungary, head of the secretariat of the Parliamentary League of Japanese-Turkmen Friendship and discussed issues of development of bilateral cooperation. Credentials from the Ambassador Extraordinary and Plenipotentiary of the Republic of Tunisia to Turkmenistan were also received.

Deputies actively participate in actions of various levels held in the country. The delegation of national members of the parliament took part in the annual session of the Parliamentary Assembly of OSCE, which took place in Vancouver (Canada).

People's representatives appear in the mass media with a view of explanation of key aspects of the internal and foreign policy of our fatherland, achievements made in the country in various spheres and essence as well as significance of adopted acts.

Having summed up the information, President Serdar Berdimuhamedov noted importance of consecutive strengthening of national legal basis and legal support of progressive transformations realised in Turkmenistan.

Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the state of affairs in the sphere under his supervision, realised concrete measures aimed at development of market relations, expansion of export potential of the country.

He also informed on undertaken practical steps for solution of priority tasks outlined in national and government programs, directed to further growth of economy and well-being of population.

Having heard the report, President Serdar Berdimuhamedov drew the attention to the priority of enhancement of business and investment activities and wide introduction of advanced management methods.Speaking on importance of constant monitoring over fulfilment of a set of planned obligations by all branches of the economic complex, the head of Turkmenistan gave the Deputy-Chairman of the Cabinet corresponding instructions.

Then, Deputy-Chairman of the Cabinet B.Amanov reported on the state of affairs in the fuel and energy complex and undertaken measures on further perfection of the technical and material basis of supervised structures, in particular, "Türkmengeologiýa" State Corporation.

Having summed up the report, President Serdar Berdimuhamedov pointed out that maintenance of stably productive activity in the oil and gas sector is directly connected with modernisation of its infrastructure on an innovative basis and introduction of modern energy saving technologies in the branch.

The head of the state instructed him to continue a complex work on accelerated industrial development of new perspective areas as well as rise of productivity of prospecting work of "Türkmengeologiýa" State Corporation and gave him a number of concrete instructions to this end.

Further, Deputy-Chairman of the Cabinet A.Yazmyradov reported on the course of seasonal agricultural campaigns in the country's regions.

As was marked, necessary measures are taken to carry out wheat harvesting and transport the collected crop of wheat from reception points to warehouses and elevators.

Preparation of fields for the sowing campaign of the next year goes on according to agro-technical standards.In the fields released from harvest, ploughing is carried out and due work is carried out for effective involvement of the machinery.

In the fields sown with cotton, inter-row cultivation and top dressing by mineral fertilizers and vegetative watering are carried out.

Along with it, vegetable and cucurbitaceous crops, which are delivered to the country's markets, are also gathered. Dashoguz and Lebap velayats apply mineral fertilizers and vegetative watering in rice fields and Mary velayat carries on the sowing of sugar beet.

The Deputy-Chairman of the Cabinet also reported on realised measures to strengthen the technical and material basis of agriculture.

Having heard the report, the President of Turkmenistan drew the attention to importance of seasonal agricultural work carried out these days.

Deputy-Chairman of the Cabinet A.Yazmyradov requested the President of Turkmenistan to release him from his position due to the state of his health.

The head of the state satisfied the request of Deputy-Chairman of the Cabinet A.Yazmyradov and released him from the position of Deputy-Chairman of the Cabinet due to the state of his health.

Then, President Serdar Berdimuhamedov called on digital video communication of khyakim of the Balkan velayat T.Atahallyev.

The head of the state informed on his decision to appoint Deputy-Chairman of the Cabinet, who supervises agriculture and released him from the position of khyakim of the Balkan velayat.

Having expressed his deep gratitude for the trust, T.Atahallyev assured that he would use his best efforts for further dynamical development of the agro-industrial complex.

The President of Turkmenistan wished the Deputy-Chairman of the Cabinet successes in his work at the new responsible post.

Further, in the meeting Deputy-Chairman of the Cabinet T.Atahallyev informed the head of the state a good news on successful fulfilment of the state wheat production plan by courageous grain-growers of the Balkan velayat.

The Deputy-Chairman of the Cabinet expressed to President Serdar Berdimuhamedov and National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov his wish of sound health, longevity and great successes in their large-scale activities for happiness and well-being of Turkmen nationals.

Having congratulated grain-growers of the western region of the country with their labour victory, the head of Turkmenistan underlined that by the state all conditions for fruitful work of peasants will be further provided.

Having informed that timely fulfilment of duties of the khyakim of the Balkan velayat is laid upon deputy khyakim of the velayat J. Annayev, President Serdar Berdimuhamedov signed corresponding documents.

Deputy-Chairman of the Cabinet B.Annamammedov reported on the work for further development of power energy industry and strengthening of the technical and material basis of the branch.

As was informed, with a view of implementation of priority tasks corresponding activities are carried out, in particular, efficient utilisation of energy potential of the country, reliable and uninterrupted power supply of consumers as well as increase in volumes and expansion of routes of export of electric power are ensured.

Having heard the report, President Serdar Berdimuhamedov underlined importance of realised measures for steady rise of potential of power energy industry, which plays defining role in strengthening of national economy and gave the Deputy-Chairman of the Cabinet a number of concrete instructions to control the work in the given area.

Deputy-Chairman of the Cabinet B.Atdayev reported on the activity of the Union of Industrialists and Entrepreneurs for industrialisation of economy, creation of enterprises equipped with modern technologies focused on processing of raw materials and release of finished goods as well as their employment at full capacity.

Having summed up the report, President Serdar Berdimuhamedov underlined that development of the industrial sector in the country is aimed at increase in volumes of output of high-quality goods, expansion of their assortment, rise of competitiveness in internal and external markets and gave the Deputy-Chairman of the Cabinet corresponding instructions.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on realised measures on fulfilment of earlier instructions given by the head of the state, concerning intensification of activity for study, protection and restoration of historical and cultural monuments of Turkmenistan.

As was marked, with these views a complex work, including the strengthening of the corresponding technical and material base is carried out. Consecutive steps are also taken to widely popularise the richest heritage of Turkmen people in the world.

Having heard the report, President Serdar Berdimuhamedov underlined importance of continuation of research and restoration work in the country.Study of objects of national heritage, their careful preservation and conservation for future generations act as one of the key vectors of the state policy of Turkmenistan famous for its unique historical and cultural monuments, included in the UNESCO World Heritage List, the head of the state noted and instructed the Deputy-Chairwoman of the Cabinet to hold constantly in the centre of attention solution of corresponding issues.

Deputy-Chairman of the Cabinet N.Amannepesov reported on the work aimed at the Turkmen youth sent to get education in prestigious higher educational institutions of foreign states.

It was noted that thanks to efforts of President Serdar Berdimuhamedov complex measures are taken for perfection of the national educational system and preparation of highly qualified professionals for key branches of national economy.

The increase in number of students sent to foreign higher educational establishments in the year, motto of which "The Happy youth with Arkadag Serdar", speaks of the fact that in the Era of Revival of the New Epoch of the Powerful State all possibilities for education in our not only country, but also abroad are created for the younger generation.

With every year interaction in the given sphere with states of the European region, including with Romania, which is the important partner of Turkmenistan extends.

So, in frameworks of the "Program for cooperation in the sphere of education between the Ministry of Education of Turkmenistan and the Ministry of Education of Romania" this friendly country has offered places for 2023-2024 for interested persons to receive higher vocational education in such spheres, as information technology, public health services and medical sciences, agriculture, mathematics, technical and natural sciences.

Having summing up the report, President Serdar Berdimuhamedov underlined that maintenance of necessary conditions to receive modern education for the Turkmen youth and development of their broad outlook acts as one of the priority areas of state policy of our fatherland.

As the head of Turkmenistan noted, work on perfection of national educational system, modernisation of its technical and material basis, introduction of innovative technologies and advanced world practice in the education process will further continue.

The state will also create on a systematic basis all possibilities for education of young Turkmen nationals in prestigious higher educational institutions of the world, President Serdar Berdimuhamedov said and instructed the Deputy-Chairman of the Cabinet to continue work in this important direction.

Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on undertaken steps on expansion of fruitful cooperation of Turkmenistan with UNESCO - specialised establishment of the United Nations Organization engaged in education, science and culture.

In the given context, one of the priority areas is joining of our country international programs, networks and profile institutes of UNESCO. With a view of further development of interaction with divisions of this largest structure of the United Nations a number of proposals were prepared.

Being guided by the motto of the year "The Happy youth with Arkadag Serdar" and Strategy of international cooperation of the youth of Turkmenistan for 2023-2030, it is proposed to spend corresponding work on joining of the Youth organisation of Turkmenistan named after Makhtumkuli the UNESCO Global Youth Community.

Along with it, the proposal on joining of our country the UNESCO International Institute for Central Asian Studies sounded. It was noted that activity of this establishment covers such areas as a material and non-material cultural heritage, environment, archaeology, history, ethnography, written and oral literature, social sciences.

With a view of activization of contacts with UNESCO Institute for Information Technologies in Education (IITE), it is proposed to develop a road map of cooperation between the Ministry of Education of Turkmenistan and the given Institute.

For consideration of the head of the state, the proposal on the international conference in honour of the 30th anniversary of cooperation of our country with UNESCO to be held in 2024 in Ashgabat was also submitted.

Having summed up the report, President Serdar Berdimuhamedov underlined that expansion of interaction with the United Nations Organization and its structural divisions acts as one of the priorities of foreign policy strategy of Turkmenistan.

In the given aspect, a great significance is given to long-term partnership with UNESCO.In recent years, this fruitful dialogue, which bears a number of successfully carried out joint projects, has been supplemented with the new content.

The established close connections visually testify to dynamical character of cooperation with UNESCO in scientific and education spheres, in the field of culture and preservation of historical and architectural monuments. Ample opportunities open today for deepening of traditional contacts, including in the area of youth, introduction of advanced digital and information-communication technologies.

Having approved the submitted proposals, the head of the state gave the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs concrete instructions, concerning the further strengthening of cooperation with UNESCO, continuation of regular work in the given direction.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev Cabinet reported on undertaken measures on modernisation of the technical and material basis of the marine sea and river transport branch, adjustment of interaction with foreign companies on vessel construction.

In the given context, it was noted that shipbuilding and repair factory "Balkan" of open-end joint-stock company of "Türkmendeňizderýaýollary" agency, equipped with high-efficiency equipment shipbuilding in the Turkmenbashi international seaport, is attractive to foreign partners taking into account available possibilities for development of mutually beneficial cooperation.

Having heard the report, President Serdar Berdimuhamedov gave the head of the Agency concrete instructions for further perfection of management of the marine and river transport branch according to the international standards, introduction of advanced world experience in this sphere and strengthening of partnership with foreign companies, which carry out international cargo transportation.

Having summed up the meeting, the head of the state pointed out that a number of important issues today were considered and documents aimed at development of branches were signed.
