On July 28,2023, President Serdar Berdimuhamedov held the next online meeting of the Cabinet of Ministers, at which some issues of state life and drafts of documents were considered.
The first floor was given to Chairwoman of the Mejlis D.Gulmanova, who informed on undertaken practical steps for modernisation of the legislation of the country as well as preparation for celebration of the 32nd anniversary of sacred independence of our fatherland.
As was informed, corresponding work is carried out within fulfilment of goals put before the national parliament on development of legal basis of realised transformations.For the purpose of perfection of civil-law relations, proceeding from requirements of the time and advanced world experience, preparation of drafts of the new Civil Code of Turkmenistan, a new edition of the Law of Turkmenistan "On hydrometeorological activity" is carried out, amendments and additions are made to a number of legal acts.
At the same time, bilateral cooperation with parliaments of various countries accredited to our country by their foreign diplomatic representative offices as well as international organisations is developed.
The information on preparation carried out together with the Khalk Maslakhaty, ministries, sectoral departments, khyakimliks of velayats and Ashgabat city, large public associations to hold the meeting of the Khalk Maslakhaty of Turkmenistan on the occasion of the next anniversary of independence of our fatherland also sounded.
President Serdar Berdimuhamedov noted importance of being guided by the goals put before the Mejlis in perfection of national legislation.
Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the work carried out by subordinated structures as well as fulfilment of instructions given earlier by the head of Turkmenistan.
Practical steps undertaken within the limits of the corresponding program on further perfection of work of banks, including increase in volumes of crediting and population contributions, expansion of a spectrum of clearing settlements with use of advanced methods and modern technologies, improvement of skills of workers became a separate topic of the report.
Having heard the report, President Serdar Berdimuhamedov pointed out that stable functioning of establishments of the given sphere, which are a major segment of national economy, has a defining significance in further development of the entire economic system, its successful integration into the global economic relations.
Having focused the attention on necessities of continuation of modernisation of the bank sector, the head of the state gave the Deputy-Chairman of the Cabinet concrete instructions.
Further, Deputy-Chairman of the Cabinet B.Amanov reported on the state of affairs in the sector under his supervision.
The Deputy-Chairman of the Cabinet reported on the work carried out by "Türkmengeologiýa" State Corporation for further rise of volumes of oil and gas production in the country.
With these purposes corresponding geological researches are carried out, measures on modernisation of industrial infrastructure, equipment of divisions of the branch by modern profile technologies are undertaken at present.
Having heard the report, President Serdar Berdimuhamedov marked necessity of increase of efficiency of prospecting work carried out by "Türkmengeologiýa" SC, before which important goals are put to discover and develop industrially new perspective areas rich with hydrocarbon resources and strengthen the raw-material basis of the fuel and energy complex.
In this connection, a great significance is attached to active introduction of innovative technologies and advanced scientific achievements into practice and improvement of the technical and material basis of the branch according to requirements of the time as well as development of mutually beneficial cooperation with foreign partners, the head of Turkmenistan said, and gave the Deputy-Chairman of the Cabinet concrete instructions.
Deputy-Chairman of the Cabinet T.Atahallyev reported on the seasonal fieldwork carried out in regions of the country.
It was informed that today care of crops, in particular, inter-row processing, top dressing by mineral fertilizers, vegetative watering as well as pest control are carried out in cotton fields.
Along with it, preparation of agricultural machinery, ginneries and reception points of the white gold is carried out.
With a view to sow wheat of the next year, ploughing and soil levelling, preparation of agricultural machinery and equipment, which will be involved in the sowing campaign is also held.
It was noted that in Dashoguz and Lebap velayats care of rice crops and in Mary region interrow cultivation, application of mineral fertilizers, thinning, weeding and vegetative watering of sugar beet are carried out.
Having heard the report, the President of Turkmenistan drew the attention to necessity of carrying out agricultural campaigns according to requirements of agro-technical standards and gave the Deputy-Chairman of the Cabinet a number of concrete instructions concerning care of cotton, timely and high-quality fulfilment of ploughing, levelling of the fields, which were freed for the crop of the next year as well as full preparation of agricultural machinery and seeds for the future sowing campaign.
Deputy-Chairman of the Cabinet B.Annamammedov reported on the work carried out to accomplish the Turkmen capital and further increase the level of household services rendered to the population.
According to instructions given earlier by the head of the state, measures on uninterrupted maintenance of Ashgabat with pure potable water, in particular, construction of new ones and reconstruction of former systems and separate projects of water supply with attraction of individual businessmen - members of the Union of Industrialists and Entrepreneurs of Turkmenistan are undertaken.
Having heard the report, President Serdar Berdimuhamedov drew the attention to necessity of creation of all conditions for further steady improvement of quality of life of residents of Ashgabat.
Having underlined importance of maintenance of apartment houses and numerous social projects of the Turkmen capital with the high quality potable water, the head of the state instructed the Deputy-Chairman of the Cabinet to keep control over the course of fulfilment of work on complex reconstruction and re-equipment of operating projects of water supply.
Deputy-Chairman of the Cabinet B.Atdayev reported on organisation of school fairs.
Sales divisions of the Ministry of Trade and Foreign Economic Relations in cooperation with local producers and suppliers of the goods for schoolchildren work on maintenance of markets of the country with stationery, school uniforms, sportswear, footwear and other items.
The Deputy-Chairman of the Cabinet informed that it is planned to organise mobile sales of school supplies in velayat, etrap centres as well as in the capital and the city of Arkadag from August 1 to September 5 of the current year.
Summing up the report, President Serdar Berdimuhamedov underlined that organisation of school fairs, where it is possible to get educational supplies for pupils of schools and students, became a noble tradition and noted necessity of maintenance of convenient arrangement of shops for buyers, abundance of school production and gave the Deputy-Chairman of the Cabinet a number of concrete instructions in this respect.
Deputy-Chairwoman of the Cabinet M.Mammedova reported on the program of basic events planned to be held in August of the current year.
The information on the fact that in the upcoming period in velayats and Ashgabat and Arkadag cities on the occasion of the motto of 2023 "The Happy youth with Arkadag Serdar" and in honour of the 300th birthday anniversary of great Turkmen poet Makhtumkuli Fragi it is planned to organise various forums, meetings at "round table", creative, advocating-explanatory and song -musical actions, exhibitions also sounded.
t the same time, summarising creative competitions and carrying out sports events are also planned. A number of actions are planned to organise in children's health centres.
Besides it, it is planned to hold the following events in the next month: in Dashoguz, Lebap and Mary velayats - rounds of competition "Çalsana, bagşy!"; in Avaza national tourist zone the forum "The Caspian sea sea of peace and friendship"; at the Institute of International Relations of the Ministry of Foreign Affairs - conference "Turkmenistan-UNESCO: cooperation for well-being"; in the Mukam Palace of the State Cultural Centre - final round of the competition "Ýaňlan, Diýarym!"; in the city of Dashoguz - festival and forum "Garaşsyzlyk - dillerimiziň dessany".
Summing up the report, President Serdar Berdimuhamedov underlined that the actions planned in all corners of the country, will increase love of our compatriots to national values and rich cultural heritage.
Having noted the significance of concerts, exhibitions, thematic conferences in popularisation of achievements of Turkmen culture, art and literature, increase of professional skill of creative specialists, the head of Turkmenistan instructed her to ensure a high organizational level of forthcoming actions.
Deputy-Chairman of the Cabinet of Turkmenistan N.Amannepesov reported on complex measures carried out to strengthen the scientific basis of our country, increase efficiency of researches, develop innovative technologies and introduce them actively in manufacture.
In this connection, for consideration of the head of the state the draft of the Resolution "On approval of Provisions of scientific -technological centres" was submitted.
Having underlined importance of work on perfection of scientific-education sphere, President Serdar Berdimuhamedov signed the Resolution, sent it online, and gave the Deputy-Chairman of the Cabinet a number of instructions concerning strict fulfilment of the tasks defined in the document.
Then, the Deputy-Chairman of the Cabinet reported on preparation carried out for organised conduction of the final round of the competition of gifted children "Garaşsyzlygyň merjen däneleri" this September.
As was marked, at present, etrap, city and velayat stages of the creative competition have been held and following their results, finalists - young talents who are worth the right to participate in the final stage of the prestigious competition have been defined.
Having heard the report, President Serdar Berdimuhamedov emphasised necessity of constant active search of talented children, creations of all conditions for all-round development of their rich creative potential.
Marking importance of the given work, the head of the state instructed the Deputy-Chairman of the Cabinet to ensure the organisation of the forthcoming final round of the competition "Garaşsyzlygyň merjen däneleri" at high level.
Then, the floor was given to Deputy-Chairman of the Cabinet, minister of foreign affairs R.Meredov, who reported on priority positions of Turkmenistan at the next 78th session of the Un General Assembly, which will begin its work on September 12, 2023 in New York.
With a view of preparation for it, at present, the Ministry of Foreign Affairs carries out corresponding work.
The given document was developed on the basis of constructive initiatives of our country and includes a number of actual areas.Thus, among major vectors are consolidation of universal peace and security under the modern conditions are defined.
As known, Turkmenistan is the author of important initiatives in the field and they were approved with resolutions of the General Assembly of the United Nations.This year, the Turkmen side plans to put forward the initiative on development of the Strategy of Global Security.
Along with it, it will be proposed to create structure operating on a constant basis on security issues in Central Asia and to hold its first meeting in 2024 in Ashgabat.
One more proposal of our country concerns the development of the Program for fighting terrorism for Central Asia together with UN Office of Counter Terrorism.
At the 78th session of UN GA, the initiative of Turkmenistan to hold a large international forum on food security in cooperation with the Food and Agricultural Organisation of the United Nations, the World Food Programme, World Health Organization, Children's Fund of the United Nations will be also sounded.
Besides it, it will be proposed to organise in Turkmenistan in December, 2024 the international conference of Group of friends of neutrality, formed at the initiative of our country on the basis of the United Nations, as well as to start study possibilities of creation in Ashgabat of the Institute of Neutrality and Security.
As one of the key vectors of interaction with the Community of Nations achievement of the Goals of sustainable development acts. In this direction, Turkmenistan together with the UN Department of Economic and Social Affairs will hold corresponding work.
In the context of achievement of SDGs, our country will propose to adopt the resolution aimed at maintenance of general energy security as well as to work over preparation of the draught resolution on strengthening of connectivity between all types of transport.
On the occasion of declaration of November 26 as UN World Sustainable Transport Day Turkmenistan will put forward the initiative on carrying out a high level conference within the Ashgabat process during the regular session of the General Assembly of the United Nations.
As an integral component of partnership of our country with the United Nations Organization and its specialised establishments the ecology sphere acts. In the given direction, Turkmenistan will continue work on realisation of the initiative on creation of the Regional Technologies Centre of the United Nations connected with climate change in Central Asia.
As a contribution to efforts within the limits of the Global Methane Pledge, the Turkmen side suggests to develop under the aegis of the United Nations a general strategy for reduction of emissions of hotbed gases until 2030.
At the same time, Turkmenistan will make proposals on creation of "The Caspian ecology initiative" and Council of the United Nations concerning use of water resources in the countries of Central Asia with its headquarters in Ashgabat.
In connection with the 75th anniversary of adoption of the General Declaration of Human Rights and the 30th anniversary of the Vienne Declaration and the Program of actions, Turkmenistan plans to carry out corresponding actions together with the Office of the UN High Commissioner for Human Rights.
Our country also will propose to organise in 2024 the regional conference to end statelessness.
Among other initiatives, which will be sounded at the 78th session of the General Assembly of the United Nations - a founding meeting of the Dialogue of the Youth of Central Asia, as well as organisation of an international week of Turkic languages dated for the 300th birthday anniversary of Makhtumkuli Fragi in 2024 together with UNESCO and Turksoy in Turkmenistan.
Along with it, it will be proposed to adopt the resolution on "World Day of Turkic languages".
With a view of further development of fruitful cooperation with the United Nations Organization, within the limits of the forthcoming session of the General Assembly Turkmenistan will work over design and program actions in common with specialised structures of the United Nations.
It is also planned to adopt corresponding steps for opening representations of the Food and Agricultural Organisation of the United Nations, UNESCO, International Labour Office, United Nations Human Settlements Programme (UN-Habitat) as well as UN Office of Project Services (UNOPS).
As was marked, in case of approval by the head of the state, Priority positions of Turkmenistan at the 78th session of the General Assembly of the United Nations Organization will be directed to United Nations Secretary and disseminated by diplomatic channels in member countries of the Community of the Nations as well as will be highlighted in national and international mass media.
Summarising the report, President Serdar Berdimuhamedov noted that our neutral fatherland in practice confirms adherence to wide constructive cooperation both at interstate level and in a format of authoritative international organisations.
Attaching a special significance to strategic partnership with the United Nations and its profile structures, Turkmenistan takes an active part in development of the balanced solution of key issues of regional and global agenda, concerning consolidation of peace, security and stability, achievement of Goals of sustainable development.
On realisation of these important tasks the concrete initiatives put forward by our country, are called to promote optimisation and further escalation of multiplane international interaction, proceeding from modern realities and based upon long-term prospect.
Having underlined necessity to ensure a high organizational level of preparation for participation of Turkmenistan in the next 78th session of the General Assembly of the United Nations, adoption of appropriate measures to bring to the attention of the world community Priority positions of our country, advancement and practical realisation of its international initiatives, the head of the state gave the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs a number of instructions.
Director General of the Transport and Communications Agency under the Cabinet of ministers M.Chakyev reported on the work carried out within the limits of the Program of the President of Turkmenistan of social and economic development of the country for 2022-2028.
Summarising the report, President Serdar Berdimuhamedov underlined that in the country a large-scale work is carried out on modernisation and technological updating of branch of communication. Steps undertaken in the given direction promote increase of standards of living of people, the head of the state noted and gave the head of the Agency corresponding instructions.
At the meeting, a number of other issues were also considered and documents aimed at development of various branches were adopted.
