Large natural resource processing projects are carried out in Balkan Velayat

Specific directions of the intensification of the production, industrialization of national economy for the improvement of its profitability and export capabilities are defined in adopted programme of the President of Turkmenistan on social and economic development of the country in 2018 2024.

The Head of the State notes that special role belongs to Balkan velayat where the projects in petroleum and chemical industry based on modern technologies of the processing of natural resources, increase of the production of oil products, which are on high demand in the market, are carried out these days.

Thus, petrochemical complex for polyethylene and polypropylene production is under construction in Kianly settlement.The project is carried out together with the consortium of the companies TOYO Engineering (Japan), LG International Corporation and Hyundai Engineering Corp.

Ltd (the Republic of Korea).Total cost of the project is 3.4 billion US dollars.The commissioning of the facility is planned in September 2018.However, the construction is carried out ahead of the schedule.

More than 5.5 thousand workers are involved in the project and after its completion, around 1300 people will work there.

Project planning works and delivery of the equipment were completed.Installation and commissioning of auxiliary systems, various reservoirs, construction of warehouse, maintenance workshop, nitrogen storage, the building of the main energy system, control centre, the main pipe flyover, desalination unit and other have also been accomplished.

At the same time, training f the specialists who will work in petrochemical plant is ongoing.

The production of polyethylene and polypropylene will be based on modern technologies, which special feature is deep purification of raw material from different additives by unique outlines that result in ecologically friendly production meeting the highest international standards.

Granulated polypropylene is highly demanded in the world markets. It is used during production of polypropylene film, artificial fibre, high resistant sheet thermoplastics and various polymer items like pipes, cords, superstrong cables, filters for vehicles as well as different clothes and furniture, packing material and food packages.

Another product of the complex, the polyethylene also has excellent export capabilities. Production of various pipes and mass consumer demand items can be arranged on its basis. High viscosity polyethylene is very solid, strong and rigid thermoplastic, which is widely used for cast and blown moulding of the vessels used in industry and at home.

Turkmenistan has gas fields containing highly structured ethane what makes favourable conditions for intensive development of petrochemical segment.Deeper and more comprehensive processing of natural gas and increase of the export of its products will allow Turkmenistan considerably expanding its positions not only on the market of primary energy resources but also taking better place in more perspective petrochemical products market.

Opening of new production structure in Kiyanly will give impulse to diversification of petrochemical production, having become an important contribution to successful solution of the objectives for rapid industrialization of national economy.

Our state, which is in the top four countries by gas resources, is trying to expand the geography of its export together with uninterrupted supply of the population.

The works for the development of Galkynysh field that is taking leading positions by the volumes of hydrocarbons is carried out rapidly. East West pipeline that connected entire gas system of the country and stipulated further increase of its export potential was built and put into operation.

Turkmenistan established the processing of gas for making of the production that is highly demanded in the world.Petrochemical complex in Kiyanly, which construction was started in 2013, is built on the basis of licensed technologies of the leading companies of the world Dutch Ineos, American Greas, Japanese Toyo and other.

Thus, modern advanced technological equipment from Japan, the Republic of Korea, USA, Great Britain, Belgium, Germany, Denmark and other European countries developed in accordance with the latest scientific achievements is installed at the polypropylene and polyethylene production complex in Kianly.

At the same time, special attention is paid to environmental requirements, minimization of the impact of petrochemical facility on the ecology including the development of special additives meeting sanitary and hygiene standards, and improvement of the process of polyethylene processing.

Environmental friendliness is the most important feature of this facility. This makes the conditions for production of ecologically friendly goods. Construction of similar petrochemical complexes is planned in the nearest future.

Consolidating its positions in energy market, our country proposes the initiatives for realization of new projects of regional and international significance.The construction of Turkmenistan Afghanistan Pakistan India gas line is among of them.

This energy bridge will carry Turkmen gas across Afghanistan and Pakistan and deliver it to the Indian settlement of Fazilka and will serve for the sake of the future of friendly nations.

5 billion of cubic meters of natural gas will be processed and 386 thousand tons of polyethylene, 81 thousand tons of polypropylene will be produced annually at petrochemical complex for polyethylene and polypropylene production in Kiyanly with modern equipment.

Taking into account high demand in the world market, we will export these products what will allow receiving foreign currency in large volume.

New opportunities will be opened after commissioning of the plant for carbamide production in the city of Karabogaz, Turkmenabshy etrap by the order of the State Concern Turkmenhimiya. The completion of the production, where specialists of the consortium of Japanese Mitsubishi Corporation and Turkish “GAP Insaat” are involved, is planned in June 2018.

Realization of this project, Framework agreement on which was signed during the visit of the President of Turkmenistan to Japan in September 2013, is to become another important step in implementation of the programme of the development of chemical industry that is among priority branches of national economy.

60 hectares of land was allocated for the plant complex.It will accommodate the ammonium workshop (license of Dutch Haldor Topsoe) including 10 thousand tons storage of liquid ammonia and carbon dioxide removal installation (license of American UOP), carbamide production workshop (license of Italian Saipem), two 50 thousand tons carbamide warehouses each as well as water treatment plant, two gas turbine generators with total output of 54 MW, 40 thousand cubic meters per hour seawater supply system, granulated carbamide production workshop (license of German Uhde Fertilizer Technology), packing and loading terminal, export jetty and other.

Natural gas, which resources bring Turkmenistan to the leading positions in the world, is raw material in this production process. This factor makes the construction of new facilities for production of nitrogen fertilizers especial the carbamide to be perspective.

Provision of agriculture with highly efficient mineral fertilizers is very important in the growth of crop capacity for provision of food abundance in the country and development of the forage base for livestock and poultry farming.

The specialists pay great attention to the solution of the issues of production impact on the environment and to implementation of licensed technologies in this field.Ecological aspect is very important on all stages of the construction and operation of industrial facilities, President Gurbanguly Berdimuhamedov highlights, pointing at the necessity of strict compliance to all requirements and importance expert control.

Opening of new enterprise will allow increasing the powers of chemical industry of Turkmenistan what in its turn will lead to increment of the export capabilities of the branch.

Using advanced technological equipment from the leading companies of Japan, the Republic of Korea, Europe and USA, the plant will produce 1 million 15 thousand tons of high quality carbamide and 640 thousand tons of ammonia per annum. Most part of this production will be exported.

Already now, leading companies express the interest to the procurement of carbamide fertilizers, which will be produced in Garabogaz. Ready product will be delivered by hermetic conveyor from the warehouses to the seaport of Bekdash in Garabogaz city from where it wil be shipped by vessels across the Caspian Sea to the customers in other countries.

The presence of the riches raw material resources allows Turkmenistan to enter the number of the largest producers of iodine, bromine and wide spectrum of other chemical production.

In this aspect, the construction of the plant in Garabogaz, which is a unique source of valuable chemical components, is another big step toward the establishment of Turkmenistan as industrially developed state.

Already now, 6 thousand young engineers and construction personnel from all over the country including those who received the education in the leading universities of Japan are involved in work at the plant as well as different workers who received qualification, modern knowledge and skills during the mastering of new production.

Construction of number of social facilities including living complex were designated for them.In the future, the city with all social infrastructure, school, kindergarten, etc.will be formed there.

The carbamide plant, which construction cost is 1 billion 570 million 95 thousand US dollars, will make large input to the development of not only Balkan Region but the whole country.

Besides, 900 occupancies will be established there. Special courses were organized for hundreds of Turkmen engineers and project personnel who will have to manage and serve new complex.

New plants and factories that have been built in the country recently and under construction today offers deserving working conditions and wages what allows active attraction of labour force to technological sphere and increase innovative and economic potential of the regions.

There are few options for further development of Garabogaz, which undoubtedly will grow in the future.For example, it can be connected with Kiyanly by transport lines and this will allow building of other plants or villages, which will form industrial cluster in the future.

Centres of professional and technical education, qualification improvement of the specialist and study of new technologies will be opened together with the establishment of new facilities.

Turkmenbashy Refinery Complex, the leader of petrochemical industry and the largest facility in Turkmenistan, occupies outstanding place in industrial sector of Balkan Velayat. The share of the complex in industrial volume of the country is 25 percent.

High-octane unleaded gasoline, aviation and technical fuel, liquefied petroleum gas, hydrotreated diesel fuel, 25 types of lubricants, electrode calcined coke, construction and road bitumen, heavy fuel oils and polypropylene are the main products of Turkmenbashy Refinery Complex.

The production of Euro 5 oil products and two types of bi-axial polypropylene film, the transparent single-layer and co-extrusion ones, is arranged.Co-extrusion film is distinguished by gas barrier features and high thermal formability.

Special polyamide layer allows using these films for production of vacuum highly durable packaging for the frozen food products.Indelible prints can be applied to the film and it also can be metalized.

It is planned to increase the variety of the films in the future.

New industrial system of water treatment and return supply has been put into operation in June of this year at Turkmenbashy Refinery Complex.Computerized dispatcher service is one of the most important in the complex of new facility.

Dispatch system control engineering blocks of treatment facilities and overhead pipelines that were laid from the sources of industrial and domestic drainages to treatment units and back for recycled use of cleaned water.

Besides the technical facilities, monitoring space of the operators includes the reservoirs for industrial and domestic wastes, ramified sewage network, water-cooling towers, oil sludge utilization units and other infrastructural facilities.

Treated water received after the first complex is returned as a supplement of water cycles of plant productions.Part of the water, which meets the composition of seawater, is discharged to water reception facilities separated from the sea.

The second complex is designated for collection of domestic drain waters, which after the treatment, is used for irrigation of the plantation.

The capacity of treatment facilities is more than 30 thousand cubic meters per day where about 25 thousand cubic meters of clean water is returned for the second usage, which is almost equal to the opening of large desalination unit.

The complex of the facilities of new construction includes sanitary laboratory equipped with precise analytical tools from the leading manufacturers of the USA and Europe.

Such treatment plants will provide Turkmenbashy Refinery Complex with new ecological level of production and will allow considerably increasing the environmental condition not only in the area of the facility but also beyond its borders, in the resort city and its surroundings.

Generally, the industrialization of Balkan Velayat reflects large processes of technological modernization of the economy of the whole country. It also includes modern projects in agricultural complex and processing of agricultural production, construction and production of construction materials, medical, light and food industry, fishery and many other spheres.

New industrial model of Turkmen economy is formed based on innovative vector what implies the automation and computerization as well as greening of the production and high technological service. All of these lead to quality development of related sectors including transport and communication, logistics and improvement of the value of professional services, knowledge and competency.
