A webinar on assessing the effectiveness of distance learning technologies in training public officers in the new conditions based on the experience of the Republic of Kazakhstan took place within the framework of the joint project of the Academy of Civil Service under the President of Turkmenistan and the EU funded project “Support to the Public Administration Capacity Building in Turkmenistan”.
In frames of the seminar, Rector of the Academy of Public Administration under the President of the Republic of Kazakhstan, Yerlan Abil made a presentation on the international experience and national practices based on formalized procedures and digital tools of distance learning technologies for specific forms of training used in the educational process of public officers.
In the second part of the webinar, technologies for preparing and conducting practical online classes were considered.The purpose of the technology is to expand the possibilities of online learning through the optimal combination of integrated hardware, software, teaching technologies.
The thematic presentation focused on new technologies of online classes, which include: Smart Virtual Classroom (open digital / virtual classroom, classroom), Game Based Learning (learning using a virtual gaming environment), Gesture based computing (gesture recognition).
Moreover, the seminar participants exchanged views on the effectiveness of automated laboratory workshops of remote access using network technologies: presentations, multimedia technologies, virtual reality synthesis.Key expert of the EU joint project Eduard Zakharchenko emphasized that the examples of the Academy of Public Administration under the President of the Republic of Kazakhstan with respect to modern educational technologies could be combined into one category, i.e.
training systems as a tool of educational activity.In conclusion of the seminar, Head of the EU joint project group Volkert Milch underlined the importance of studying the best international practices and world experience in using the blended learning method as a didactic means of implementing the transition from a traditional learning model to an integrated one using electronic media and resources.
