MEMORANDUM OF UNDERSTANDING between the United Nations Development Programme, the United Nations Conference on Trade and Development and the Ministry of Foreign Affairs of Turkmenistan on joint cooperation on assistance in implementation of the Single Window for Export-Import Operations Project in Turkmenistan was signed during the meeting of the Minister of Foreign Affairs of Turkmenistan Rashid Meredov with the Secretary General of the United Nations Conference on Trade and Development (UNCTAD) Mukis Kituyi and the Assistant Secretary General of the United Nations, Director of the Regional Bureau for Europe and the CIS Mirjana Spoljarich Egger was held via videoconference on October 13, 2020.
In accordance with the objectives of this Memorandum, the work of the Parties will focus on ensuring the effective implementation of the Single Window principle through intensive digitalization, which is in line with the tasks set in the Order of the Chairman of the State Customs Service of Turkmenistan on the development of digital customs, signed in June 2020.
The introduction of the Single Window on the basis of customs information system "ASYCUDA World" is in priority of the Strategy for the Development of Information and Communication Technologies in the State Customs Service of Turkmenistan.
As it is already known, joint SCST-UNCTAD project on implementation of ASYCUDA World system was signed on December 21, 2016.Currently, the modules of customs declaration and customs transit have been fully implemented, which makes it possible for a centralized collection of customs data, as well as the formation of various customs, foreign trade and statistical reports in real time.
In addition, the system allows remote control and monitoring of the work of customs officers, customs brokers and declarants.As world experience shows, the use of the coordinated customs information system "ASYCUDA World" effectively contributes to the automation of customs procedures, and thus more active digitalization of the national economy and e-commerce.
In addition, the ASYCUDA World system of the State Customs Service of Turkmenistan will serve as a platform for the establishment of a Single Window system in Turkmenistan.
