Because of the COVID-19 pandemic, the session of Halk Maslahaty will be held online an, heads of the regions are nevertheless conducting clean-up campaigns in the capitals of their provinces, correspondents of “Chronicles of Turkmenistan” report.
In particular, the administration of Turkmenabat is looking for places to hide the homeless and checking the installations of the President’s portrait in restaurants and function rooms.
Police officers and heads of house administration visit apartment blocks in residential areas “Central”, “Vodnik”, “Uchpunkt” and №3 looking for basements which can be used as temporary accommodation. During the session of Halk Maslahaty they will accommodate the homeless, beggars and addicts.
During these visits it has transpired that, according oral agreements with officials from the house administrations, the majority of basements have been rented out to residents and entrepreneurs, who use them as storage facilities for merchandise.
It also became known that in the majority of hallways there are no doors and no renovations have been done despite the fact that funds had been allocated from the municipal budget.
However, according to work completion certificates, metal doors have allegedly been installed and renovation work has been carried out.The municipal public prosecutor’s office has initiated investigations to look into cases of embezzlement of public funds.
Since late January additional inspections have been carried out in banquet halls, restaurants and cafes.
Despite the fact that effective mid January the aforementioned facilities must be closed, many of them are still open. For instance, banquet halls on Izmir street in the residential district of Khivinka are still operating.
Commissions established by the municipal khyakimlik’s office made up of the officials overseeing culture, education and healthcare, as well as police officers, staff of the public health authority, fire fighting service and tax authority check sanitary and hygiene and fire safety regulations and other such technical issues.
Representatives of the commission also gave recommendations on the placing of portraits of the President.
In banquet halls equipped with a stage, the portrait of the President, the flag and the coat of arms should be centrally placed nearer the ceiling in order that they are not blocked by musicians during their performances.
The portrait, the flag and the coat of arms must be mounted above the seat of a newly married couple.In restaurants and cafes they also should be placed “above the customers ”, but not too close to the bar.
These recommendations must be complied with by owners of restaurants and cafes by 8 February.
