House administrators in Turkmenistan refuse to provide certification to residents who did not install water meters

The house administrators in Ashgabat are no longer issuing certificates to residents if they do not have water meters installed.Fees for meter installation have also increased.

It should be noted that the rigid requirement to install meters was imposed after Gurbanguly Berdymukhammedov abolished all benefits as of 6 June.

Not long ago the meter verification and official seal from the Ashgabat water supply and water treatment enterprise cost 23 manats, now 32 manats are charged. A meter costs 110 manats and then another 30 manats are charged for the installation. Thus the installation of one meter will cost 172 manats.

Sources at “Chronicles of Turkmenistan” report that house administrators are selling verified and sealed meters at 150 manats. A fee of 50 manats is charged by house administration engineers for its installation. In this case the total amount is increased up to 200 manats.

Now, in order to obtain any certificate from the house administration a document issued by the water supply and waste water treatment enterprise must be provided which proves that the meter has been installed in the apartment.

Some house administrators post notifications that no certificates are issued when an apartment is not equipped with a water meter.The certificate proving the availability of a meter in an apartment is enclosed in the apartment’s personal record.

As regards water supply, cold water is available in Ashgabat round-the-clock but in some houses it does not go up to the top floors. The water supply and waste water treatment enterprise does not deal with these problems and therefore residents are urged to install pumps or to make financial contributions for pipe replacements.

The situation is worse in the provinces with water being available only several times a day and inhabitants are forced to install water tanks and fill them with water for future use.

We have previously reported that public sector employees are not barred from going on holiday if they provide a certificate from house administrators proving that they had purchased and installed water meters in their apartments.
