The joint project of the Academy of Civil Service under the President of Turkmenistan and the UN Development Programme continues the work on the introduction of the innovative educational technologies and modern educational learning materials.
The programme of the visit of the international expert in the sphere of information technology, representing the Republic of Moldova focused Ion Koshulyanu focuses on these aspects.
The use of modern information and communication technologies (ICT) creates wide opportunities for the development of managerial and analytical skills among the young generation of specialists.The active use of digital technologies in the educational process allows the teachers of the Academy of Civil Service to involve students in the research projects, master the new methods of developing and making managerial decisions and strategic development plans.
The international expert conducted the interactive lecture course “Development of lecture presentations using Internet resources: innovative forms and methods of work” and “Electronic services for population: international experience and the best world practices” for the students of the Academy of Civil Service.
Information and communication technologies are increasingly introduced into the various spheres of educational activity. This is caused by the necessity to train highly qualified specialists for all spheres of the state activity. The aspects for the creation of a unified digital educational environment were discussed at the inter-university forum held at Turkmen State Institute of Transport and Communications.
The use of information and communication technologies will significantly improve the management culture. The activity of scientific and methodological centres, departments, faculties, educational departments and other structural units in the educational institutions requires the introduction of innovative approaches in the organization of the educational and upbringing process, as well as the constant analysis of the current situation.
Moreover, the use of information and communication technologies reduces the time spent on the analysis and control, collection and processes of information, allows the teachers and specialists to use paperless’ technologies.
During the master class for the teachers of the Academy of Civil Service, international expert Ion Koshulyanu familiarized the seminar participants with the roadmap for the phased introduction of information technologies in the educational process based on the best practices of a number of countries in the EU, CIS and Asia.
The universal office application programmes and the tools of the information and communication technologies, including word processors, spreadsheets, presentation programs, database systems, organizers, graphic packages are widely used in the modern learning management systems in countries such as Germany, Estonia, Russia, Kazakhstan, South Korea, Malaysia among others.
The introduction of information and communication technologies in all spheres of modern life makes computer a necessary attribute of the professional activity of any specialist, and the culture of communication with PC becomes a part of the overall human culture.
During the discussions, it was noted that the educational institutions in the country widely use the information systems for reporting and managing the teaching and upbringing process. In general, this creates favorable prerequisites for improving the quality of training specialists for the national regulatory and administrative authorities, as well as various sectors of the national economy.
The recommendations on the development and implementation of training modules in the educational process of the Academy of Civil Service in such areas as "Legal aspects in the field of information technology", "The concept and strategy of e-government", "Information management systems (ISU) and data-driven decision-making", "The process of organization and reengineering of business processes", "Project Management ICT" among others were presented during the round-table meeting that completed the visit programme of the international expert.
