The fourth issue of quarterly magazine “Ecological Culture and Natural Protection” opened by the article dedicated to the necessity of the development of common mechanism of the sustainable development for Central Asia has been published.
The author of the article, the representative of International Fund for Saving of Aral Sea notes that the growth of macroeconomic indicators is based on manmade development related to the condition of natural resources.
The publication gives the results of many years of study in different countries of the region in water and land use under the climate change, which exacerbated in our region due to the drying of Aral Sea.
The article highlights that water and soil resources are ecological indicators of human activity.Central Asian region is not heavily populated not many people inhabit vast spaces of Kazakhstan, Turkmenistan and Uzbekistan deserts, highland areas of Kyrgyzstan and Tajikistan.
Therefore, the density and number of the population meet ecological standards.
Specialists of National Institute of Deserts, Flora and Fauna of the State Committee on Natural Protection and Land Resources propose the developments for making of ecological map.This work is carried out according to national ecological programme.
Reference scientific book will provide the state administration establishments as well as natural protection, scientific, educational, project and production organizations with actual information on the environment condition in the countries and regions.
The scientists have elaborated the structure of text editing of the atlas and the maps as well as the method of gathering and classification of the material.Particularly, it is offered to demonstrate the areas of growing of rare and medicinal herbs and animals included in the Red Book of Turkmenistan, to mark the location of natural monuments, borders of natural and anthropogenic processes and ecological situation in big cities.
Provision of ecological safety in Turkmenistan is guaranteed by the law. The Law on Industrial safety of dangerous production facilities and the Law on ecological safety were adopted in 2017. National legal expert, the representative of scientific and information centre of ICSD of IFAS comments on legal aspects of ecological policy of the state in one of the article.
The publication highlights that the Law of Turkmenistan of Ecological safety adopted in June is another step in the provision of vitally important interests of human and society and in minimization of negative impact of anthropogenic factors.
The Law is based on the principles of national system of ecological safety as mandatory term of the realization of the strategy of sustainable social and economic development as well as on the accountability of the state and local administrations.
The state legally regulates mandatory ecological insurance of the enterprises and production facilities, which are the sources of increased ecological risk, as well as the independence of environment audit of economic activity.
