The Centre of Non-governmental Organizations held the first session of the Mejlis of Turkmenistan of the sixth convocation with the participation of President Gurbanguly Berdimuhamedov.During the session, new leaders of National Parliament were elected and priority objectives of the deputy corps of the country were outlined.
Deputies of the fifth and sixth convocations, Deputy Chairmen of the Cabinet of Ministers, heads of the ministries and departments, representatives of political parties, non-governmental organizations, mass media and the Central Committee for the Elections and Referendums in Turkmenistan gathered for the participation in the session of the Mejlis in the conference hall of the Centre of Non-governmental Organizations.
Having greeted the participants, the Head of the State noted that the elections of the Mejlis deputies of the sixth convocation on March 25, 2018 were important event in the state life.
After, the Head of the State gave floor to Chairman of the Central Committee for the Elections and Referendums in Turkmenistan G.Myradov who reported in details on the outcomes of national elections that were held on alternative base in accordance with the main provisions of national electoral legislation and international legal standards.
Having listened to the report on the work performed by the Election Committee, President Gurbanguly Berdimuhamedov gave generally positive assessment, having requested the Chairman of the Election Committee to make thorough analysis of the work made in this direction and in case of the need to present proposals on further improvement of the election procedures and bringing of it in accordance with international standards.
After, the President of the country noted that according to the Article 80 of the Constitution of Turkmenistan, the members of Credential Committee have to be elected for the approval of the authorities of new Mejlis deputies.
Having familiarized themselves with the composition of the above-mentioned committee, national parliamentarians have adopted it unanimously.The session was continued by the report of Chairman of the Credential Committee B.
Babayev who informed on the outcomes of its work.Based on the documents submitted by the Central Committee for the Elections and Referendums in Turkmenistan, the Credential Committee checked the authorities of the deputies elected to the composition of the sixth convocation of the Mejlis.
Particularly, it was found out that the elections were held on high organizational level and with strict compliance with the main provisions of the Constitution of Turkmenistan and Electoral Code of the country as well as with the universal standards of international law.
According to the analysis, the Credential Committee recognized the authorities of 125 deputies out of 125 elected candidates.There are 31women among them what makes 25 percent of total number of parliamentarians.
It was mentioned that the deputies of new composition of National Parliament include the representatives of the government institutions, leading specialists of different branches of national economy, education and science, culture and art, workers of agriculture, political parties and non-governmental organizations.
Information on the age categories of new deputy corps was also presented.Summing up his speech, The Chairman of the Credential Committee informed that the Draft Resolution of the Mejlis of Turkmenistan on recognition of the authorities of the deputies of National Parliament.
The parliamentarians unanimously adopted presented document.Continuing the session, President Gurbanguly Berdimuhamedov congratulated new deputies and wished them success in work and to meet the expectation of the electorate.
After, the Head of the State gave floor to leader of the deputy corps of the fifth convocation A.Nurberdiyeva who, having expressed the gratitude to the Head of Turkmenistan for the support rendered to her for many years on her post of the Chairman of National Parliament, assured that she would continue supporting the prosperity of the country.
Having expressed the gratitude to A.Nurberdiyeva and the Mejlsi deputies of the fifth convocation for their fruitful work, the Head of the State stated with delight that the parliamentarians, having done big socially important work, made deserving contribution to the improvement of national legislation.
After, the session was continued with the participation of the sixth convocation.Addressing the participants, the President noted that the election of the Chairman of the Mejlis, Deputy Chairman as well as the formation of the Committees of National Parliament and the elections of their chairpersons are the next subjects of the agenda of the current session.
The election of the Head of the Parliament was the first subject.According to the provisions of the Constitution of Turkmenistan, the candidate for this high government post is elected by secret balloting.
The members of Counting Committee of the Mejlis chaired by deputy S.Seyilov was elected for this.The parliamentarians nominated deputy of the polling station No. 7 “Gunesh” of Ashgabat G.
Mammedova to the post of the Chairman of the Mejlis of Turkemnistan.According to the outcomes of secret balloting, Gulshat Mammedova was unanimously elected by the Chairperson of National Parliament.
Addressing the Head of the State, deputies and other participants, G.Mammedova expressed deep gratitude for the trust and assured that she would spare no efforts for the sake of the Motherland, implementation of the policy of progressive reforms.
The deputies of the Mejlis will put maximum efforts for successful fulfilment set assignments, the Head of the Parliament said.Having congratulated G.Mammedova on her election as the Chairperson of the Mejlis, President Gurbanguly Berdimuhamedov wished her great success in work.
After, the Head of the State announced the election of the Deputy Chairman of the Mejlis.K.Babayev was unanimously elected to this position by open balloting.
Continuing the session, the President of Turkemnistan noted that formation of the structural departments of any organization is required for the efficient work.At present time, there are 8 committees in the Mejlis namely the Committee for protection of the human rights and freedoms, the committee for legislation and its standards, the committee for economic affairs, the committee for social policy, the committee for science, education, culture and youth affairs, the committee for environmental protection, nature use and agricultural complex, the committee for international and inter-parliamentarian relations, the committee for work with local representative power and administration.
The election of chairmen of the main departments of National Parliament was reviewed according to the proposal of President Gurbanguly Berdimuhamedov.The following deputies were elected by the results of the balloting: Deputy of No. 10 constituency “Peshanly” of Mary Velayat Yu.
Eshshayev was elected as the Chairman of the Committee for the human rights and freedoms; Deputy of No. 12 constituency “Ashgabat” of Ashgabat R.Mammedov was elected as the Chairman of the Committee for legislation and its standards; Deputy of No. 75 constituency “Zerger” of Lebap Velayat S.
Jorayev was elected as the Chairman of the Committee for economic affairs; Deputy of No. 122 constituency “Miras” of Mary Velayat G.Ashyrov was elected as the Chairman of the Committee for social policy; Deputy of No. 77 constituency “Farab” of Lebap Velayat G.
Roziyev was elected as the Chairman of the Committee for science, education, culture and youth policy; Deputy of No. 13 constituency “Keshy” of Ashgabat A.Seyidibayev was elected as the Chairman of the Committee for environmental protection, nature use and agricultural complex; Deputy of No. 50 constituency “Gyorogly” of Dashoguz Velayat M.
Tuvakov was elected as the Chairman of the Committee for international and inter-parliamentarian relations; Deputy of No. 18 constituency “Baherden” of Ahal Velayat M.Gurbanov was elected as the Chairman of the Committee for work with local representative power and administration.
After, the session of the Mejlis of the sixth convocation was continued by the speech of the President of Turkemnistan, which was listened to with the enthusiasm and was repeatedly interrupted by the applauses.
Having said goodbye to the participants, President Gurbanguly Berdimuhamedov left the conference hall of the Centre of Non-governmental Organizations. *** After, the session of the Mejlis of the sixth convocation was continued in the building of National Parliament.
The agenda included priority issues of further work of the Parliament in the light of important objectives set to the deputy corps of the country by the President of Turkemnistan.
Number of organizational issues was discussed and the composition of the committees of National Parliament was approved.Speaking of the importance of the meeting with the President of the country, the deputies noted that programme speech of the Head of the State outlining priority directions of the activity of the Mejlis in the nearest future would be the guidance for the parliamentarians.
