On January 29, President Gurbanguly Berdimuhamedov has held regular video conference session of the Cabinet of Ministers, where actual issues of the state life have been discussed and drafts of some documents have been reviewed.

In the beginning of the session, Vice-premier G. Mushikov has reported on the Draft Resolution on the Committee for precious metal and germs of the Central Bank of Turkmenistan. The document, which has been developed at the request of the head of the state, provides renaming of the Committee to the Fund with the same name.

Leader of the nation Gurbanguly Berdimuhamedov has also been informed about work made for regulation of issues related to the naming of places of goods’ origin.

It was mentioned that right for using of the name of the place of goods’ origin is protected by relative Law of Turkmenistan, which was adopted in 2019, and is certified by relative document.

The document confirming that the product, which characteristics are defined by the natural conditions and ethnographic factors specific to this geographic location, is made in our country is issued by authorized government bodies approved by the Cabinet of Ministers.

The State Intellectual Property Service of the Ministry of Finances and Economics together with relative structures works on regulation of the issues related to naming of the places of goods’ origin. It will support the improvement of legal protection of the interests of national producers and consumers.

Summing up the report, President Gurbanguly Berdimuhamedov has highlighted the importance of measures for modernization of banking and financial sphere of the country taking into consideration modern realities and international standards

Having signed the presented Resolution on renaming of the Committee for precious metals and germs of the Central Bank into relative Fund, the leader of the nation sent it to the Vice-premier, having requested to hold the execution of the document under control.

Speaking of the regulation of the issues related to the naming of places of goods’ origin, President Gurbanguly Berdimuhamedov has addressed the Vice-premier with instruction to continue steadfast work in this direction.

Deputy Chairman of the Cabinet of Ministers M. Meredov has reported on the situation in the sphere under his supervision and measures for successful implementation of the Program of development of oil an dgas industry of the country until 2030.

It was reported on placement of ECO-93 gasoline, which is made of natural gas in the plant in Ahal Region, in foreign markets and signing of the relative mid-term contracts with foreign partners.

The Head of the State has addressed the Vice-premier with specific instructions on further diversification of oil and gas sector, modernization of its infrastructure on innovative base, increment of volumes of production of petrochemical production demanded in the country and abroad.

The leader of the nation has requested to provide permanent control of the compliance with the deadline of completion of big investment projects, including the construction of transnational Turkmenistan Afghanistan Pakistan India gas line.

Further, Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has informed about work carried out in the spheres under his supervision.

It was proposed to establish relative structure for fulfilment of the Resolution on formation of automatic electronic database in the ministries, profile departments, administrations of Ashgabat and regions, in the structure of the central offices of the Ministry of Construction and Architecture, Ministry of Energy and the State Concern Türkmenhimiýa dated by August 27, 2020.

Having listened to the report, President Gurbanguly Berdimuhamedov has given instructions to Vice-premiers Sh. Durdiliyev and B. Ovezov to continue digitization process in all structures.

Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on the situation in the establishments under his supervision, having informed about measures undertaken for further improvement of work of Türkmenhowaýollary Agency.

Having listened to the report, the President of Turkmenistan focused on the issues of wide implementation of latest management methods to aviation sector. In this regard, the leader of the nation has ordered the Vice-premier to enforce the control on provision of proper level of work of the structure and compliance with the action plan.

Head of Turkmenistan Gurbanguly Berdimuhamedov has highlighted that civil aviation is an important component of national transport system connecting the regions of the country and integrating to international logistic space.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on work for development of the draft Program of increment of food and agricultural production in 2021 2025.

The Vice-premier has reported that important government programs, which are aimed at production of food abundance, are implemented in the country under the leadership of the head of the state.

Modern livestock and poultry complexes, hothouses, processing and production facilities are built and put into operation for strengthening of food abundance.

In addition, fruit trees are planted, which allows starting production of fruits and providing internal market with fruits.In this regard, it is planned to expand the lands for gardens.

In addition, modern hothouses provided with water saving technologies for production of eco-friendly fruits and vegetables are built all around the country, cold stores foe their storage are put into operation.

Under the Program, it is planned to increase the production of food and agricultural production in 2021 2025. The Union of Industrialists and Entrepreneurs plans to implement 88 projects, which will allow providing local market with high-quality production and increasing its export.

In this regard, the Vice-premier has presented the draft of relative program to the leader of the nation for review.

Summing up the report, President Gurbanguly Berdimuhamedov has highlighted huge role given to non-government section of national economy in provision of food abundance in the country, steadfast enhancement of industrial and export potential.

Having noted the necessity to continue large-scale work, the head of the state addressed Vice-premier Ch. Gylyjov and E. Orazgeldiyev with specific instructions.

The leader of the nation has given instructions for further modernization of trade complex, study and full satisfaction of consumer demand on food production, enhancement of culture of services to the vice-premier.

Further, Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported on work for further development of science, in particular on preparation to the reception of candidates to post-graduate degree courses and to clinical residency.

According to the Resolution of the head of the state on provision of training of qualified specialists and scientific personnel in Turkmenistan as well as to financial support of scientific projects, the proposals of ministries, departments, scientific establishments and universities on this subjects have been reviewed.

In the result of the study, number of people, which will be received to post-graduate study and clinical residency in 2021, has been determined.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that science, which plays big role in innovative development of the country, has to keep up with time and all measures for its further accelerated development has to be taken,

Having highlighted the importance of training of young talented scientists specialized in the most required spheres, the head of the state requested the vice-premier to make all conditions for stimulation of their strive to knowledge, growth of intellectual potential of youth, gaining of professional skills.

Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported to head of the State Gurbanguly Berdimuhamedov on preparation of cultural events dedicated to the 30th anniversary of Turkmenistan’s independence and the Day of Magtumguly Fragi poetry.

It was noted that online events related to life and work of the classics of Turkmen literature are planned together with the Ministry of Foreign Affairs in honor of the opening of new monument of Magtumguly Fragi in Ashgabat

Cultural actions related to life and work of the classic of Turkmen literature are planned to be held at the monuments to Magtumguly Fragi in different parts of the country.

Video record of these events will be presented during the events on occasion of the Day of Art and Cultural Personnel as well as the Day of Magtumguly Fragi poetry.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the importance of events in honor of great Turkmen poet and thinker, which are planned in the year of the 30th anniversary of the Motherland’s independence, which is held under slogan “Turkmenistan Home of Peace and Trust”.

The events with participation of representatives of foreign states will be an important input to the popularization of literature and philosophic heritage of Magtumguly and in understanding the people of the world in general, the Head of the State said, having given certain instructions on organization of all events planned on occasion of remarkable dates on high level.

Speaking of the celebration of the 140th anniversary of Turkmen capital this year, President Gurbanguly Berdimuhamedov has requested to make various movies as well as to organize exhibitions and art contests and gave relative instructions to the Vice-premier.

In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on preparation to spring sowing works in the regions of the country. Draft Resolution on zoning of agricultural crops and production in the regions in 2021 has been presented to the head of the state for review.

Having concluded the contracts with producers, the Ministry of Agriculture and Natural Protection will procure their production at the contractual cost as well as provide the farmers with qualitative cotton seeds and technical services, water for irrigation and mineral fertilizers according to agricultural standards.

Total area of agricultural lands allocated for cultivation of agricultural crops will be 1,393,000 hectares.

Having listened to the report, President Gurbanguly Berdimuhamedov pointed out at the importance of further increment of production of fruits, vegetable and cucurbitaceous crops in the country, which is to support satisfaction of the population’s demand on eco-friendly agricultural production.

Having signed the Resolution on location of agricultural crops according to soil and climate conditions of the regions, President Gurbanguly Berdimuhamedov sent it to the Vice-premier and gave relative instructions.

Speaker of the Mejlis G. Mammedova has informed about legal-making activity of National Parliament, measures for improvement of legal base of social and economic reforms implemented in the country, democratization of Turkmen society and innovative development.

It was mentioned that new bills are developed in the Mejlis these days. Together with the Central Election and Referendum Committee, the regional administrations, election committees of the regions and Ashgabat work on preparation the election campaign of the People’s Council of Turkmenistan.

The Central Election Committee has registered the observers for monitoring of the elections on democratic base at the proposals of political parties, public organizations and citizens.

President Gurbanguly Berdimuhamedov has focused on priority directions of work of the Mejlis, which is aimed at enhancement of political culture, strengthening of civil institutes and democratic values.

Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has reported on the measures for establishment of Interdepartmental commission for development of national program of Turkmenistan for Aral Sea in 2021 2025 and control of its implementation.

As of present, Turkmenistan has joined to 20 international conventions and multilateral documents in ecological and environment protection sphere, to five of which in the last year. In its turn, it forms up strong legal base for further efficient cooperation on national, regional and international level in these spheres.

Proposals on solution of the problems related to Aral Sea and ecological situation in this region have special place among initiatives in the above-mentioned directions made by President Gurbanguly Berdimuhamedov.

The Draft Concept of Special UN Program for Aral Sea has been developed for their implementation in 2019.This document has been presented at multilateral consultations held in Ashgabat in December same year according to the Resolution of the UN General Assembly.

At present time, the Draft Resolution on establishment of the abovementioned Special program has been presented at the initiative of Turkmenistan to the review of the country members of the Economic and Social Commission for Asian and Pacific Region (ESCAP). It is planned that it would be reviewed during the next session of the ESCAP in April 2021.

The Concept of National Program for Aral Sea has been developed according to the request of the leader of the nation.

The Concept covers such actual objectives as making of favorable conditions for peoples’ life, improvement of the management system and use of water resources, formation of forest zones and protection of biological diversity.

Measures for improvement of economic wealth in Aral Region, formation of industrial zone including developed agricultural complex and introduction of modern land use methods are planned.

Construction of living and social facilities, practical use of innovations and technologies in natural protection sphere, scientific and research works and improvement of method of enhancement of ecological awareness of the population are among the outlined directions.

Based on the Concept, it is proposed to establish Interdepartmental Commission for development of National Program of Turkmenistan for Aral Sea in 2021 2025, which will work on permanent basis. In this regard, the draft of relative Resolution has been presented to the head of the state for review.

Having signed the report, President Gurbanguly Berdimuhamedov signed the presented Resolution and sent it to the vice-premier, the Foreign Minister, having given the instructions for organization of efficient activity of Interdepartmental commission for development of National Program for Aral Sea in 2021 2025.

Continuing the report, Deputy Chairman of the Cabinet of Ministers, the Foreign Minister has reported on preparation to the ceremony of opening of International Year of Peace and Trust, which was announced by the Resolution of the United Nations General Assembly.

Having noted the importance of this event, the head of the state highlighted that neutral Turkmenistan is committed to multidimensional cooperation with the UN, which has a character of strategic partnership from the beginning.

Understanding the importance of restoration and assertion of the culture of peace and trust as a basis for building constructive and balanced relations in global scale, our country has made a proposal on announcement of 2021 as the Year of Peace and Trust.

This initiative has been supported by the world community, which was set in the known Resolution of the UN General Assembly. Turkmenistan would continue making contribution to peace-making efforts of the United Nations, President Gurbanguly Berdimuhamedov highlighted and ordered to hold the ceremony on high organizational level.

Further, the Vice-premier, the Head of the Foreign Minister has reported on the preparation to regular session of National Commission of Turkmenistan for UNESCO, which is planned on January 30 this year.

The agenda will include wide range of issues related to the events held under cooperation with this big specialized UN agency as well as events planned in this year.

Thus, the proposals on inclusion of several national monuments on systematic nomination “The Silk Road: Zaravshan Karakum Corridor” to the UNESCO World Heritage List would be reviewed.

These are historical and cultural facilities, which have become a subject of study during the expeditions made by specialists of National Department of Turkmenistan on Protection, Study and Restoration of historical and cultural monuments and the State Historical and Cultural Reserve “Ancient Merv” in cooperation with experts of the Institute of Archaeology of the London University (Great Britain) along Amul Merv diection of the Silk Road.

In this context, the monuments located on this caravan route the Amul Fortress, Mansaf Stronghold, Kyonegala, Akjagala and Gyzyljagala caravansaries, At-Tahmalaj camp, medieval city of Kushmeyhan, which are deserved candidates to be included to the UNESCO World Heritage List, have been reviewed.

In his book “Turkmenistan the Heart of the Great Silk Road”, which is popular in our country and abroad, Honorary Doctor of number of foreign scientific and educational centers, Professor, President Gurbanguly Berdimuhamedov assesses an important role of our country as the main link of the Silk Road, which has made a big influence on development of the humankind by the methods of scientific analysis of data, competent documental sources, architectural and archaeological monuments and ethnographic materials.

Historical phenomenon of this route, which connected dozens of states with trade, informational and cultural contacts from ancient time, is reviewed in the book not only in the context of history and spiritual heritage of Turkmen people but also the future of the country, which is located at the intersection of Europe and Asia.

Restoration of his historical route is very important in the context of modern globalization and integration processes, which are supported by large-scale projects initiated by President Gurbanguly Berdimuhamedov and aimed at the formation of transcontinental transport and logistic infrastructure, which brings the countries and people closer.

Relative work including the preparation of the final version of the documents on proposed facilities, which has to be presented to the UNESCO World Heritage Committee according to international requirements, is carried out for nomination of the Zaravshan Karakum corridor to the UNESCO World Heritage List.

Inclusion of the Zaravshan Karakum corridor to this prestige List is planned to be reviewed at reglar session of the Committee in September 2021.

At the same time, the agenda of the session of the Committee includes the proposal on nomination of Ashgabat to the UNESCO Art City Network. Undertaken measures and coming work for opening of the UNESCO departments in national universities and inclusion of certain secondary schools of the country to the network of the UNESCO Associated Schools will be discussed.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that being full member of the UESCO, Turkmenistan actively develops cooperation with this competent structure of the UN, which specialized in education, science and culture, making deserving contribution to the strengthening of efficient international partnership in this direction.

Head of the State Gurbanguly Berdimuhamedov has noted an important role of activity of the UNESCO National Committee in further development of bilateral cooperation, having requested to hold its session on high organizational level and to continue work for expansion of fruitful relations based on traditional and new directions.

Further, Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov has reported on the measures undertaken by military and law enforcement agencies for support of peace, security and stability in the country.

In addition, it was informed about recent celebration of the Motherland’s Defender Day and on progress of the military reform.

Having listened to the report, President Gurbanguly Berdimuhamedov said that sovereign neutral Turkmenistan would always be committed to its neutral status and high principles of humanity and good neighborliness, on which the Military doctrine of the country is based.

The leader of the nation highlighted that the government would continue paying attention to strengthening of equipment and facility base of security forces, would make all conditions for service and life of noble defenders of the Motherland.

Noting the importance of coming 30th anniversary of Turkmenistan’s independence, President Gurbanguly Berdimuhamedov gave instructions to the vice-premier on preparation to deserved celebration of this holiday.

After, the leader of the nation has summed up the objectives of the Government. The main objective is to provide stable high level of the GDP in the anniversary year.

The Head of the State highlighted that officials have to develop the measures aimed at reaching this level and reduction of impact of negative trends in the world economy.

Addressing the members of the Cabinet of Ministers, the leader of the nation has noted that it is necessary to take measures for provision of stable development of national economy and reduction of possible economic loss, to make all conditions for achievement of stable monetary circulation and protection of stable macroeconomic condition.

President Gurbanguly Berdimuhamedov has demanded to accelerate work for opening the facilities in the country, which would make import substitutive production, and to increase export volume of national production, which is on high demand in local and foreign markets.

It was mentioned that it is necessary to hold the issues related to labor market under control. Taking into account the situation, it is necessary to provide the formation of labor funds and targeted management of these funds.

It is required to modernize national statistic system and to determine the types of statistic reports, to sum them up and to delete the ones that expired and are not important. It is necessary to take measures for transit to digital system of work using the world practice in this sphere.

The objectives to provide strict control of financing of the construction of industrial and social facilities, which completion is planned on the 30th anniversary of the Motherland’s independence, has been given to the participants of the session.

Head of the State Gurbanguly Berdimuhamedov has focused on importance of acceleration of introduction of modern banking services and electronic payments.it was highlighted that it is necessary to increase the system of non-cash payments, to make conditions for stable monetary circulation.

Having enhanced the trust in banking system and its attractiveness, it is necessary to provide the efficiency and timely return of granted credits.

It is necessary to simplify the process of attraction and grant of monetary deposits to individuals and legal entities of private sector as well as to review the payment for services for making competitions among the banks.

The members of the Government have received instruction to check foreign currency income of the branches and their impact of foreign trade of the country on monthly basis.

It is necessary to undertake complex of measures for attraction of resources, credits and grants of international financial structures (International Bank for Reconstruction and Development, European Bank for Reconstruction and Development, Asian Development Bank) for support of small and medium business.

President Gurbanguly Berdimuhamedov has also requested to enforce works on development of other sources of investments by the cooperation between the government and private sector based on mixed financial principles.

Having drawn the attention of the participants on started influence of the fourth industrial revolution on political, economic and social systems on national economy, Turkmen leader ordered to approach to solution of relative issues in all spheres on new basis.

Taking into account regulatory role of the government, the members of the Government were requested to provide development of market bodies and methods comprehensively, to develop actual measures for privatization of the state-owned property.

The head of Turkmenistan has noted that at present time, the share of non-government sector in gross domestic product (GDP) is 70 percent.In this regard, it was ordered to take all measures for making of favorable conditions for development of non-government section of the economy and to bring the share of this sector in the structure of the GDP to 70.6 percent.

Finishing video conference working session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished strong health, family wealth and big success in work for further prosperity of sovereign Motherland to the participants.
