President Gurbanguly Berdimuhamedov held regular video conference session of the Cabinet of Ministers where current subject of the Government policy have been reviewed.Having announced the agenda, the President gave floor to Deputy Chairman of the Cabinet of Ministers G.
Myradov who reported on the situation in the sphere under his supervision as well as on the draft State budget for 2020, which was elaborated according to the instructions of the Head of the State.
It was mentioned that Draft document has been thoroughly analysed taking into consideration utmost objectives set out by the Programme of the President of Turkmenistan for social and economic development of the country in 2019 2025 and provided by the Concept of development of digital economy of Turkmenistan in 2019 2025.
Reporting on the planned expenditures for the main articles of the draft main financial plan of the country for the next year, Deputy Chairman of the Cabinet of Ministers informed that sufficient amount would be allocated for development of social sphere including for increment of salary wages, pensions, state allowances and student scholarships.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that first, the State budget has to be oriented to support of stable growth rates of national economy, industrialization of its branches, implementation of big investment projects, wide introduction of scientific and technical developments to all spheres, steadfast improvement of life level of the population.
It is necessary to hold targeted use of the assets of main financial plan of the country, which are allocated for development of health protection, science, education, social security, municipal services and other directions, under strict control.
At the same time, the draft State Budget has to provide measures for creation of opportunities for efficient management of labour resources, solution of issues of occupancy of the population, realization of constitutional right of citizens for work, Turkmen leader highlighted, having addressed the Vice-premier with number of assignments.
Video conference working session was continued by the report of deputy Chairman of the Cabinet of Ministers M.Meredov on the situation in the structural divisions of fuel and energy complex and practical measures for successful implementation of the Programme of development of oil and gas industry of the country until 2030.
In this regard, the information about work carried out according to the assignment of the Head of the state on strengthening of equipment and facility base of Türkmennebit State Concern, promotion of the projects aimed at increment of production of hydrocarbon materials including by enhancement of efficiency of oil wells in Goturdepe, Barsagelmes and Gumdag Oil Fields has been presented.
Having listened to the report, the President addressed the Vice-premier with number of certain instructions related to diversification of oil and gas sector, modernization of its infrastructure as well as permanent control of realization of big investment project, in particular the construction of transnational TAPI gas line.
Relative assignments have been given for attraction of foreign investors to fuel and energy complex, expansion of beneficial cooperation with leading foreign companies, which have sufficient experience and advanced technologies in energy sphere.
In general, all of these is to support efficient use of rich hydrocarbon reserves and strengthening of economic potential, expansion of export capabilities of the country, the Head of the State said.
Deputy Chairman of the Cabinet of Ministers Ch.Purchekov reported on construction of big production and social facilities in all regions, which commissioning is planned for 2020 and would be timed to the 25th anniversary of neutrality.
The Vice-premier informed that development of Works and Activities Plan for the next year on occasion of remarkable event is carried out.In this context, it was mentioned that 83 different facilities are under construction around the country.
Summing up the report, President Gurbanguly Berdimuhamedov focused on the necessity to hold under permanent control the realization of large-scale urban construction programme in the country, fulfilment of the plan of construction of social and living facilities in cities and towns of the country.
the importance of measures for stimulation of investment activity in this sphere has been highlighted.High quality construction materials meeting highest requirements from ecological and aesthetic point of view have to be used in the construction, the Head of the State ordered, having highlighted that Ashgabat has to be an example in reformation programmes for all regions of the country.
Turkmen leader has ordered the Vice-premier to provide timely completion of facilities timed to the 25th anniversary of neutrality.After, the President of Turkmenistan signed the document on procurement of specialized equipment and vehicles for municipal services and sent it to the Vice-premier by electronic document management system.
Deputy Chairman of the Cabinet of Ministers B.Ovezov reported on the work for digitization in the country.In particular, the information about measures for solution of objectives outlined in the Programme of social and economic development of the country in 2019 2025 and the Concept of development of digital economy in Turkmenistan in 2019 2025has been presented.
It is planned to open Information Centre of Turkmenistan on the base of the Türkmenaragatnaşyk Agency of the Ministry of Industry and Communication for successful implementation of planned activities and expansion of the list of electronic services and Internet development.
It is also planned to establish an interdepartmental Commission for arrangement of activity of the centre.Reporting on the work of Türkmenaragatnaşyk Agenccy an dthe Institute of Telecommunication and Information Technology for opening IT platforms, the Vice-premier informed about development of relative project.
It was informed that it is planned to open professional platform of information technologies, which is designated not only for improvement of qualification of specialists and students but also for exchange of practice and training in development of software.
Having listened to the report, the President highlighted that mid-term Concept of development of digital economy is implemented in the country for diversification of national economy since 2019.
Provision of common access to IT services is the main objective of the Concept.Digitization process of the country also provides the achievement of certain success in regional level, the President noted.
Focusing on opening of information centre on the base of Türkmenaragatnaşyk Agency and establishment of interdepartmental commission, the Head of the State highlighted the importance of further improvement of equipment and facility base of the Cyber Security Service under the Agency, training of specialists in this direction and improvement of their qualification.
Having highlighted that development of the system of e-education has to provide opportunities for high quality service in this field, which meet time requirements, the President ordered the Vice-premier to make final analysis of opening of IT platforms.
Reporting on the situation in the spheres under his supervision, Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov informed about the measures for organization of celebration sale, saturation of markets of the country with various goods on the threshold of International Neutrality Day and New Year Celebration.
In particular, the Ministry of Trade and Foreign Economic Relations together with the Union of Industrialists and Entrepreneurs work on full provision of shopping network with food and other consumer goods.
At the same time, delivery of New Year trees and preparation of traditional celebration sets are carried out.Organization of mobile shopping outlets is planned in the capital and velayats.
Continuing the session, President Gurbanguly Berdimuhamedov called Deputy Chairmen of the Cabinet of Ministers Ch.Purchekov and B.Abdiyeva as well as Hyakim of Ashgabat Sh.Durdiliyev.
Addressing Vice-premier Ch.Purchekov and Head of the Capital Administration, the Head of the State ordered to provide proper work of mobile shopping outlets in all etraps of the city.
Deputy Chairperson of the Cabinet of Ministers B.Abdiyeva received the assignments on high level organization of all events timed to coming holidays.Having focused on priority objectives of trade complex, the President of Turkmenistan requested Vice-premier Ch.
Gylyjov to hold provision of goods abundance in local markets under permanent control.Speaking of this, the Head of the State noted the importance of further improvement of activity of trade sphere facilities, study of consumer demand for various goods, improvement of service of the population.
Deputy Chairperson B.Abdiyeva reported on preparation to the events, opening of social and cultural facilities planned in December.It was informed that cultural meetings, conferences, exhibitions, song and music festivals, theatre performances, contests, sport competitions as well as tours around historical monuments and museums would be organized on occasion of coming holidays.
International Scientific Conference is timed to International Neutrality Day.It will be forestalled by the opening ceremony of social and cultural facilities and residential buildings.Big cultural and mass events including the concerts of art masters, artists and art collectives in the velayats will be held on occasion of remarkable event.

Deputy Chairman of the Cabinet of Ministers p.Agamyradov reported on the activity of the structures under his supervision as well as on development of the draft Programme of transfer of scientific sphere of Turkmenistan to digital system in 2020 2025.
The proposed document has been developed according to the existing legal acts, Programme of social and economic development of the country in 2019 2025 and the Concept of transfer to digital economy in Turkmenistan in 2019 2025 as well as taking into account current objectives set for this sphere at the session held in the Academy of Sciences on june 1 and at the session of the People’s Council.
Enhancement of efficiency of scientific, technical and innovative activity by application od digital technologies as well as economic profitability of scientific and research works, strengthening of international cooperation in this field, provision of closer cooperation between science, education and production, scientific, technical and intellectual support of digital reforms in the economy are the main goals of the Programme.
The activities outlined in the document will support further stable development of national science.Summing up the report, President Gurbanguly Berdimuhamedov noted that science plays an important role in progress of any society.
Prosperity of the state can only achieved due to the science.Support of the state given to this sphere grows every year by financing of perspective scientific studies, technological developments and tests, the Head of the State said, having highlighted the importance of new Programme in improvement of this sphere.
Having focused on the importance of acceleration to digitization of the economy, the Head of the State noted that all conditions have been made in the country for younger generation of Turkmen citizens would be able to receive education, which match the requirements of international standards, and for training of qualified specialists.
Integrated programmes aimed at development of digital education are developed according to the Concept.Having highlighted that it is necessary to take all necessary measures for successful implementation of planned activities in this sphere, the President addressed the Vice-premier with number of specific assignments.
In his turn, Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on the course of agricultural reforms and seasonal field works in the regions.Summing up the report, the President of Turkmenistan addressed the Vice-premier with number of specific assignments related to increment of agricultural production volumes.
At the same time, the importance of activation of agrarian reforms, wide implementation of new management methods, comprehensive support of effective farming associations, tenants and entrepreneurs has been highlighted.
The Head of the State has also requested to enforce the attention of the management of the branch to completion of cotton harvest campaign, provision of proper care of winter crops and preparation to coming sowing campaign.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported on the development of the Project Plan provided for implementation together with the Centre of the Organization for Security and Cooperation in Europe (OSCE) in Ashgabat in 2020.
In this regard, it was noted that Turkmenistan works closely with the OSCE and its structural divisions and specialized agencies.The OSCE Centre in Ashgabat works permanently in Ashgabat since 1999.
Number of joint targeted projects has been carried out under bilateral partnership, which has systematic character.Preliminary Project Plan for the next year in political, economic and humanitarian spheres has been developed in the result of joint work carried out by the OSCE Centre in Ashgabat and relative government structures.
They are aimed at further consolidation of efforts in such priority directions as strengthening of security, combating against dangerous challenges and threats, diversification of the economy, energy efficiency, climate change as well as development of science and education, mass media, cooperation in legal sphere.
Regular session of the Ministers of the OSCE member countries, which is to be held in Bratislava, the capital of the Republic of Slovakia, is planned in December 5 6 this year.
Following this, it is planned to develop a final version of the Plan.Having listened to the report, the Head of the State noted high level of old cooperation between Turkmenistan and the OSCE, having stated the presence of big potential for its expansion.
President Gurbanguly Berdimuhamedov highlighted that our country intends to continue strengthening of this fruitful partnership, which is built on the principles of mutual respect and constructiveness.Neutral Turkmenistan aims at full format dialog with the OSCE in current modern subjects, which includes the provision of peace, security and stability, achievements of the SDGs, creation of actual mechanisms of regional and global energy security, formation of the system of stable transport, promotion of economic, humanitarian and ecological projects.
Speaking of this, the President addressed the Vice-premier, the Head of the Foreign Minister with specific assignments for development of the above-mentioned plan and further development of cooperation with the OSCE.
Speaker of the Mejlis G.Mammedova informed about the activity of the parliament for modernization of legislation of the country.the agenda of coming eighth session of the Mejlis of the sixth convocation includes draft Laws and number of other bills regulating activity of customs and migration services and interior ministries departments.
Information about strengthening of inter-parliamentary relations and expansion of cooperation with the UN and its agencies, other competent international organizations has been presented.In this context, it was informed about the activities carried out with the Foreign Ministry of Turkmenistan and the UN Children Fund.
Deputies of the Mejlis took part in the regular session of the CIS Parliamentary Assembly.Working trip to Turkey and Romani for study of international practice in provision of gender equality have been organized with the support of the UN Population Fund.
The Speaker of National Parliament has also informed about work for study of proposals on amendments and addendums of the Constitution of Turkmenistan.It was mentioned that consultations with members of the Commission under the Mejlis for development of the project of relative Constitutional Law have been held.
President Gurbanguly Berdimuhamedov highlighted the urgency of further improvement of the Main Law of the country as well as pointed out the importance of steadfast modernization of activity of the government administration authorities, improvement of role and expansion of authorities of the Parliament, enforcement of the status of the People’s Council.
Having focused on the issues of expansion of inter-parliamentary relations, the Head of the State highlighted that measures in this direction support the improvement of international authority of Turkmenistan, introduction of foreign and home policy of our country and its achievements to the world community.

Speaking of the draft State Budget for the next year, President Gurbanguly Berdimuhamedov highlighted that support of high rates of economic growth by intensive development of branches and diversification of the economy, realization of major industrial projects are the main objectives.
According to the priorities of the policy, the main part of expenditures of the State Budget has to be used for financing of social sphere including for education, health protection, culture, sport, municipal service, the President of Turkmenistan noted.
