President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where fulfilment of the programmes of social and economic development of the country as well as number of issues of home policy of the state have been reviewed.

Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported on the outcomes of working visit of Turkmenistan delegation to Japan.It was informed that during the visit to Tokyo, meetings with the heads of the Government, Parliament and number of state authorities, where current condition and perspectives of further cooperation in its key directions were discussed, have taken place.
At the same time, it was noted that open, equal and friendly political dialog and regular bilateral contacts on high level serve as reliable base of Turkmen Japanese relations.
Turkmenistan and Japan also successfully cooperate on international and regional levels.In particular, productive relations has been established in the format of Central Asia + Japan dialog.Japanese side steadily supports the initiatives of Turkmen leader Gurbanguly Berdimuhamedov proposed under the UN and other competent international organizations.
In its turn, our country supports constructive proposals of Japan.During the talks on trade and economic partnership, great importance was given to the role of Turkmen- Japanese Committee.
As for today, 12 sessions of the Committee took place.The list of perspective projects planned to be reviewed in 2018 2020 has been outlined.subjects related to investment activity were the subjects of interested discussion.
Turkmen side made proposal on development of joint programme of cooperation in this sphere.Special attention was paid to cooperation in humanitarian and cultural field and scientific and educational sphere as well as in sport and organization of big international competitions. 8 documents have been signed during the visit of Turkmenistan delegation to Tokyo.
Summing up the report, the President highlighted that improvement of versatile cooperation with Japan is one of priority directions in the context of development of constructive dialog between Turkmenistan and the countries of Asian Pacific region.
Regular meetings on high, inter-governmental and interdepartmental levels as well as considerable legal framework of traditionally friendly bilateral relations, which significantly improved recently, indicate the commitment of both states to the course of full-scale partnership.
In this context, relative leaders received the assignments related to further development of Turkmen Japanese cooperation in wide spectrum of directions including in humanitarian and cultural sphere.In particular, the Head of the State ordered to organize exhibitions and meetings dedicated to national traditions and other cultural meetings.
At the same time, President Gurbanguly Berdimuhamedov gave orders on intensification of bilateral scientific and educational contacts, study of the best practice of Japanese partners in practical implementation of the innovations and know-hows.
Opening of Oguzkhan Engineering and Technology University and specialized secondary school with Japanese language in its programme in Ashgabat in 2016 is visual example of steadfast dynamics of cooperation in this direction.
At the same time, the Head of the State ordered to pay attention to stimulation of bilateral cooperation in sport sphere and to provide high level of training of Turkmen sportsmen for the participation in XXXII Summer Olympic Games in Tokyo in 2020.
In addition, relative orders were given for improvement of Turkmen Japanese economic partnership and investment activity where oil, gas and industrial sectors, improvement of relations in financial and banking structures, small and medium business as well as procurement of modern specialized equipment are priority vectors.Continuing the subject, President Gurbanguly Berdimuhamedov noted the necessity of study and implementation of advanced Japanese practice in modernization and electrification of railroad transport and establishment of the network of high-speed railway.
Summing up what was said, the Head of the State again highlighted the importance of continuation of targeted work for realization of existing potential of Turkmen Japanese partnership.After, the Vice-premier, the Foreign Ministers reported on preparation to the participation of Turkmen side in the session of the Council of the Heads of the Governments of the CIS members, which is to be held in Astana, the Republic of Kazakhstan on November 2.
Its agenda will include wide spectrum of subjects of cooperation on the Commonwealth space including in economic and social spheres, energy and other.The Head of the State highlighted that cooperation under the CIS is one priority directions of foreign policy course of neutral Turkmenistan.
Being an associated member of the Commonwealth of Independent States, our country made actual input to development of traditionally friendly neighbouring relations and constructive partnership that has wide capabilities in various spheres.
Having noted that Turkmenistan would chair the CIS in 2019, President Gurbanguly Berdimuhamedov gave relative instructions on preparation to coming high-level session in Astana.The President also addressed Deputy Chairman of the Cabinet of Ministers G.
Myradov, who would lead the delegation of our country, with number of specific assignments on presentation of the position of Turkmenistan on cooperation under the Commonwealth.Continuing the report, Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs informed about the outcomes of Turkmen American political consultations in Ashgabat.
During the meeting, for participation in which the delegation of United States of America chaired by Acting Deputy Assistant Secretary of State for Central Asia Emilia Puma came to our country, key directions of bilateral cooperation including the subjects of expansion of cooperation in trade and economic sphere and humanitarian and cultural fields have been reviewed.
Partnership in provision of universal peace, security and stability, counteraction of global challenges and threats of the present is important vector of interstate relations.In this aspect, the importance of creative initiatives of Turkmenistan proposed by the President att he 73rd session of the UN General Assembly has been highlighted.
Having emphasized that neutral Turkmenistan aims to continue developing traditional friendly and equal interstate dialog with the United States of America, the President noted that such meetings serve as efficient mechanism for discussion of priority objectives of cooperation and ordered to continue the practice of foreign ministry consultations.
Deputy Chairman of the Cabinet of Ministers G.Myradov reported on preparation for the conference dedicated to the 25th anniversary of the issuance of national currency the manat.
It was informed that reports on success achieved by the country for the last years, role of monetary and credit policy in reforms of economic system would be presented at the forum on November 1.
Information about the work on the Concept of development of digital economy in Turkmenistan in 2019 2025 has been presented.The Concept, which is planned to be implemented in three phases, outlines the objective, goals and the main directions of development of digital economy of the country as well as the activities for improvement of the input of information and communication technologies to the formation of the GDP, improvement of digital sphere of national economy.
Summing up the report, the Head of the State noted that such subjects of reports as importance of national currency in independent economic, monetary and credit policy, in gaining of actual economic sovereignty and other have to be highlighted and scientifically based at the forum.
Adoption and successful realization of the Concept of development of digital economy in Turkmenistan in coming period will support stable and innovative development of the country, competiveness of the economy, formation of new types of entrepreneurship and attraction of investments, the Head of the State continued.
Deputy Chairman of the Cabinet of Ministers M.Meredov reported on the situation in certain sectors of fuel and energy complex and works carried out under the realization of the Programme of development of oil and gas industry of Turkmenistan until 2030.
Having listened to the report, the President highlighted that Turkmenistan successfully implements its energy policy, which important aspect is the increment of production volumes of hydrocarbons, diversification of the routes of supply of energy carriers to the biggest international markets.
At the same time, modern gas processing complexes are built and production of hydrocarbon goods is increased.In this aspect, the Head of the State addressed the Vice-premier with number of orders on further expansion of the cooperation with leading foreign companies that have advanced experience in this sphere and in active attraction of foreign investments to this sphere.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers E.Orazgelduyev who reported on the course of seasonal agricultural works as well as reforms in agricultural complex.
Information on work for implementation of the decisions of the first session of the People’s Council was given in the report.According to the Resolution of the Head of the State, special Agricultural Land Fund with total volume of 117,774.9 hectares has been founded.
Land plots has been allocated to private agricultural producers from the Fund for growing of agricultural crops in 2019.The President of Turkmenistan ordered to hold under control large-scale reforms in agriculture.

Durdymyradov informed about the work for modernization of the facilities of textile industry and new production on innovative base.It was mentioned that annual production of 23 thousand of knitted articles has been arranged in the workshop of Ashgabat Fashion House of the Ministry of Textile Industry.
Provision of the workshop with advanced equipment as well as modern machine tools allowed producing various jumpers for adults and children and sport suits.Using the slide show, the Vice-premier introduced the samples of these articles to the Head of the State and made proposal on expansion of knitted articles production in the country for increment of production and variety of high quality ready-made garments required by local consumers.
Introduction of high productive profile equipment will increase the production volumes of import substitutive goods and will increase export potential of the industry.Having listened to the report, President Gurbanguly Berdimuhamedov noted that textile industry is one of leading systematically important branches of national economy.
Big variety of textile articles meeting the world standard from ecologically friendly natural materials is produced based on the latest technologies and exported.Having focused on the necessity to continue the work for increment of import substitutive production from local materials, the President ordered to elaborate on relative subjects including the introduction of the manufacturers of technological equipment to the branch.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev made report on the work in the ministries and departments under his supervision, measures for urban planning of Ashgabat, gradual increment of electrical energy production in the country, improvement of activity of municipal services, acceleration of construction rates of roads and bridges.
Having focused on the subject of uninterrupted supply of Turkmenistan citizens with electricity and gas, the Head of the State ordered to hold this subject under permanent control, having given number of specific orders to the Vice-premier.
Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov reported on the situation in the spheres under his supervision, measures for expansion of trade turnover, support of national producers of export and import substitutive production as well as further development of Avaza National tourist zone.
President Gurbanguly Berdimuhamedov specified utmost objectives of trade complex and gave orders for more active use of the capabilities of national entrepreneurship for diversification of national economy and improvement of its production potential.
The main measures in this aspect have to be aimed at the stimulation of small and medium business in production of competitive food and industrial articles, promotion of Turkmen products in international markets, improvement of efficiency of state and government partnership, Turkmen leader said.
Deputy Chairman of the Cabinet of Ministers M.Chakiyev reported on the measures for establishment of transport and transit cooperation in direction of transnational corridor Lapis Lazuli Route.
The Vice-premier informed that systematic activity for development of international legal framework for further formation of transport networks combining motor, railway, maritime and air routes by logistic centres and dry ports, which would serve to economic growth on regional and international level, is continued for support of the establishment of stable multimodal transit corridors.
In this regard, the importance of such international transport corridors as Uzbekistan Turkmenistan Iran Oman, Kazakhstan Turkmenistan Iran as well as Afghanistan Turkmenistan Azerbaijan Georgia Turkey, which open new opportunities for increment of cargo traffic in the above-mentioned routes, has been highlighted.
Having listened to the information, President Gurbanguly Berdimuhamedov highlighted that steadfast integration to the world transport system and further expansion of the infrastructure on the main routes are among the key objectives in near future.
Speaking of the establishment of transport and transit Lapis Lazuli Route, the President noted that rail and motor roads connect Turgundy and Ashgabat and farther with Turkmenbashy International Port.
After, the corridor will be continued across Caspian Sea to Baku and farther to Turkey and Europe via Tbilisi.As is known, international transport corridor TRACEKA is going via Turkmen sea coast and in near future, the sea gate connecting Central Asia and Europe will be the biggest logistic centre of the region, Turkmen leader noted.
In this regard, the President of Turkmenistan ordered Vice-premier M.Chakiyev who is going on business trip to the Republic of Azerbaijan to discuss specific directions of realization of this project.
Deputy Chairman of the Cabinet of Ministers B.Abdiyeva reported on the events planned in November on occasion of holidays, remarkable dates of national calendar and opening of social and cultural facilities.
Cultural meetings, conferences, exhibitions and musical festivals are planned.Cultural events on occasion of the Harvest festival are under preparation.The World Weightlifting Championship will be held in Martial Arts Complex of the Olympic village in the first decade of the month.
Other international events include the Days of Russian cinematography, festival of Japanese movies, familiarization with Korean culture, concert of Italian music band as well as number of cultural actions under the Days of Culture of Kazakhstan in Turkmenistan.
Annual international exhibition and scientific conference dedicated to sport and education will be held in the Trade and Industrial Chamber.Scientific and practical conference and exhibition are planned on occasion of the 20th anniversary of the State Museum of the State Cultural Centre.

After, the floor was given to Deputy Chairman of the Cabinet of Ministers P.Agamyradov who informed about preparation for the World Weightlifting Championship in Ashgabat on October 28 November 10 this year.
Sportsmen from around 100 countries of Africa, Europe, Asia, America and Oceania will participate in the competitions.Around 800 sportsmen, 300 coaches, 45 referees and doctors, 70 representatives of mass media and more than 100 employees of International Weightlifting Federation 1,500 people all together, are expected. 201 medals 67 gold, 67 silver and 67 bronze medals, will be contested. 500 volunteers from the universities of Turkmenistan were trained.
Session of the representatives of International Weightlifting Federation, referee corps, medical personnel and executive committee of the competitions is planned on October 28 31.The Congress of International Weightlifting Federation will be held in Sport Hotel on October 31.
The Vice-premier presented the programme of the opening ceremony of the World Championship 2018 planned on November 1 to the Head of the State.It was also reported on medical, transport provision of all events of the championship, organization of catering of the sportsmen and guests.
Four big shopping centres located near the Olympic village will work 24 hours during the competitions.Informing about the measures taken for highlighting of the world competitions in mass media, the Vice-premier said that official website of the championship in Turkmen, English and Russian languages has been launched.
In addition, information about the competition will be broadcasted on Euronews TV channel and on 145 channels of different countries. 5,000 participants and organizers of the championship will be accredited.
Uniform for volunteers, personnel and Turkmenistan national team was prepared by the Ministry of textile Industry of the country.The Ministry of Sport and Youth Affairs as well as the Ministry of Culture carried out relevant work for organization of celebration events on occasion of the opening ceremony of the world competitions.
