President of Turkmenistan Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers where number of priority issues of the state life have been reviewed.Representatives of the Mejlis, hyakims of velayats, cities and etraps, Turkmen diplomats, directors of universities, chief editors of news and magazines as well as other leaders have been invited to the session.
Having congratulated the participants of the session and through them all the compatriots with coming 26th anniversary of the Independence of Turkmenistan, the Head of the State wished everybody strong health, family happiness and peaceful life.
Continuing the session, the President signed number of documents on conferring of the state awards in honour of the 26th anniversary of the independence to the citizens distinguished in their duties and achieved high indicators as well as on assignment of new ranks to the personnel of military and law enforcement agencies.
Addressing the Chairperson of the Mejlis and Vice Premiers, President Gurbanguly Berdimuhamedov requested them to present the awards to Turkmenistan citizens on October 26 in solemn atmosphere.The Secretary of the State Security Council, the Defence Minister was requested to organize conferring of the awards after celebration military parade.
The Head of the State noted that pardoning of convicted persons are regularly held in Turkmenistan on occasion of big state holidays.In this regards, the Head of the State gave floor to Secretary of the State Security Council, Defence Minister, Chairman of the Commission on Citizenship and Amnesty under the President of Turkmenistan Ya.
Berdiyev who reported on work carried out for pardoning of convicted persons on occasion of the 26th anniversary f the independence and for preparation of the drafts of relative documents.
Having signed the Decree, according to which 1636 Turkmen citizens are to be released from further sentence, President Gurbanguly Berdimuhamedov instructed Secretary of the State Security Council, Defence Minister Ya.
Berdiyev together with the leaders of law enforcement departments to carry out necessary work for all pardoned persons return home from prisons and celebrate the holiday with their families.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported on the activity of the MFA and informed on the measures for consolidation of the partnership between Turkmenistan and the United Nations Conference for Trade and Development (UNCTAD).
It was mentioned that neutral Turkmenistan being committed to strategic partnership with the United Nations steadily accumulates constructive partnership with its specialized department.In this regard, great attention is paid to fruitful relations with the UNTCAD.
The UN Conference for Trade and Development was founded in 1964 and has 194 states as the members. 114 international organizations have observer status within the UNCTAD.This structure is key department of the UN dealing with trade and development, finances, technologies and investments.
It was also mentioned that the UNCTAD closely cooperates with the UN Commission for Science and Technology for the Development.As is known, Turkmenistan was unanimously elected to the membership of this Commission for 2017 2020.
Large role in cooperation with the UNCTAD is given to the meetings on the sides’ official representatives level.Besides, the UNCTAD with participation of relative government establishments of Turkmenistan holds topical training seminars regularly in our country.
According to relative Resolution of President Gurbanguly Berdimuhamedov, Project Agreement on technical cooperation in implementation of custom informational system has been signed between the State Custom Service of Turkmenistan and the UNCTAD for improvement of the efficiency of foreign trade relations and custom system activity.
For further expansion of the partnership with the UNCTAD, the Ministry of Foreign Affairs prepared the draft Memorandum on Cooperation in priority directions of collaborations, which has been reviewed and agreed by the sides.
In this context, the Vice-premier, the Head of the MFA addressed the Head of the State to allow signing of this document on behalf of the Government of Turkmenistan.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that while implementing foreign policy course based on the principles of permanent neutrality, peace-loving and wide international cooperation, our country pays special attention to the relations with the United Nations and its largest structures like the UN Conference for Trade and Development.
Occupying active and imitative position in the matters of beneficial regional and global partnership including in trade and economic sphere, Turkmenistan is willing to share its positive experience and potential for the development of balanced solutions of topical issues of the present related to the provision common sustainable development, the Head of the State said.
Having approved presented draft of the Memorandum, Turkmen leader signed relative document and gave number of instructions for further consolidation of fruitful relations with the UNCTAD to the Vice-premier.
Deputy Chairman of the Cabinet of Ministers G.Myradov reported on the situation in the ministries and departments under his supervision as well as on preparation of the celebration of the 24th anniversary of Turkmen manat circulation.
The Vice-premier has informed that it is planned to hold scientific and practical conference on November 1.Summing up the report, the President noted that putting of the state currency in circulation on November 1, 1993 was an important step in the establishment of the independence of Turkmenistan and one of the main factors of its declaration as sovereign and full member of international community.
It is necessary to take appropriate measures for organization of coming forum on high level, the Head of the State said, having addressed number of assignments to the Vice-premier.
Deputy Chairman of the Cabinet of Ministers A.Garajayev reported on preparation of cultural events in November of this year dedicated to the Harvest Holiday and remarkable events of the month as well as on the opening of new social and cultural facilities.
International branch exhibitions and conferences the Days of Turkmenistan Culture in Japan as well as the Days of the Republic of Uzbekistan Culture and the Days of Romania Culture in our country were mentioned among remarkable events.
Having listened to the report, the Head of the State highlighted that all cultural, public and international art events held in Turkmenistan and abroad have to present our national art and rich cultural heritage in its entire diversity.
Deputy Chairman of the cabinet of Minister S.Toyliyev reported on preparation to International exhibition and conference “Education and Sports” in Trade and Industrial Chamber of Turkmenistan on November 9 10. 30 representatives of international organizations accredited in our country as well as foreign companies manufacturers of computers and interactive equipment, language laboratory hardware, school furniture, visual aids, developers of learning software, sport wear and inventories, have already confirmed their participation in the forum.
Turkmenistan will be represented by the universities, educational and sport organizations, profile private enterprises.Scientists from 27 countries will take part in scientific conference.Summing up the report, President Gurbanguly Berdimuhamedov highlighted the necessity to develop close relations between the science, production and education and to pay special attention to professional orientation of the students in specific directions.
Having outlined the main objectives of international forum, which is to promote the improvement of the efficiency of learning processes according to time demands, the Head of the State gave specific instructions to the Vice-premier for provision of high organizational level.
Deputy Chairman of the Cabinet of Ministers M.Babayev reported on situation in different sectors of fuel and energy complex, course of investment projects in oil and gas production as well as on cooperation with foreign partners in this sphere.
Summarizing the report, President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of specific assignments related to the improvement of the efficiency of all works for the development of oil and gas industry.
Deputy Chairman of the Cabinet of Minister M.Aydogdiyev spoke with the report on situation in industrial sector, works for the development national electronic industry and efficient involvement of the enterprises established in this sphere.
The Vice-premier reported on fulfilment of the assignments given earlier by the Head of the State on establishment of import substitutive small enterprises oriented on production of electric recording meters.

Deputy Chairman of the Cabinet of Ministers B.Annameredov reported on activity of the spheres under his supervision and presented the draft Resolution on Ministry of Communication of Turkmenistan to the Head of the State for review.
The Vice-premier informed that analytical work for improvement of the Provision on the Ministry and amendment of its structure has been carried out for improvement of equipment and facilities base of the ministry, bringing of regulatory and legal acts in accordance with modern demands, introduction of innovations to the sphere, further improvement of the level and quality of services provided to the population as well as successful solution of the objectives of the sphere.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that rapid transformation of Turkmenistan into important transcontinental transport junction undoubtedly stipulates the solution of topical issues on bringing of national communication systems to the level of the world’s standards using advanced scientific and technical achievements in this sphere.
Having signed the Resolution, the Head of the State gave specific assignments to the Vice-premier for provision of efficient work by relative structural departments and compliance to the action plan.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reported on work for further urban planning of Ashgabat as well as on preparation to the events on occasion of the Independence Day of Turkmenistan in the capital.
Turkmen leader requested to hold under unremitting control all subjects related to preparation of the celebration of the Independence Day as well as all issues of activity of municipal and other relevant services responsible for accurate and unstoppable operation of all life support systems of the city.
The Head of the State gave instructions for the development of the project of the 16th phase of urban construction of Ashgabat, having noted the importance of ecological and aesthetic factors during construction of different facilities as well as active involvement of advanced technologies in urban construction sphere.

In this context, holding of the exhibitions, fairs and conferences would allow more accurate coordination of the activity in this sphere and use more efficiently the export potential of the country in increment of foreign trade turnover, the Leader of the Nation mentioned, having approved the proposal and instructed the Vice premier together with the other relatives ministries and departments to control further work in this direction.
Chairperson of the Mejlis A.Nurberdiyeva informed on the activity of National Parliament for further modernization legislation base of the country.It was mentioned that working commissions continue the elaboration of number of new bills.
At the same time, preparation of the draft State budget of Turkmenistan for 2018 is carried out.Inter-Parliamentarian relations are consolidated and developed under cooperation with foreign countries and international organizations.
Having listened to the information, President Gurbanguly Berdimuhamedov noted it is necessary to follow the requirements of future development of Turkmen society during development of new laws.Speaking of the preparation of the draft State budget for the next year, Turkmen leader noted that the main financial document is to be aimed at the drawing of the investments in the development of national economy and support of fundamental reforms in all sphere of the life of the country.
Deputy Chairman of the Cabinet of ministers E.Orazgeldiyev reported on course of seasonal agricultural works.At present time, care of the winter crops according to necessary agro technical standards including the irrigation of new vegetation is carried out.
Picking of the cotton remained on the fields is also ongoing.Having congratulated the cotton growers and all personnel of agricultural sector of the country on the fulfilment of contractual obligations for producing of the cotton, the President of Turkmenistan wished them strong health, happiness, family prosperity and new successes in their work.
After, addressing the members of the Cabinet of Ministers, Secretary of the State Security Council, defence Minister Ya.Berdiyev and heads of law enforcement departments, the President of Turkmenistan again touched upon the subject of celebration of the Independence Day, which will be related with numerous various events.
In this relation, the Head of the State requested Minister of Internal Affairs I.Mulikov to provide public order around the country and vice-premiers to organize 24/7 duties on the level of heads of enterprises, in organizations and administrations.
Ambulance and other relative services have to work accurately as watches, the Head of the State said, having highlighted that all duties in celebration days have to be made based on relative documents.
At the end of extended session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov again congratulated everybody on coming 26th anniversary of the Independence of Turkmenistan.
