After, the Head of the State informed about the decision to appoint P.Agamyradov to the post of the Vice-premier on science, health protection, sports, youth affairs and social issues, having released him from the post of the Minister of Education and signed relative Resolution on the appointment of him as the Chairman of the Emergency Committee for combat the spread of diseases.
M.Geldyniyazov, who currently occupies the post of the Chairman of the Mejlis Committee of Turkmenistan for science, education and youth affairs was appointed as new Minister of Education.
Continuing the subject, the Head of the State informed that for further improvement of sport development in the country, it was decided to establish the Ministry of Sports and Youth Affairs and to appoint D.
Gulgeldiyev as the Head of this ministry.Addressing Vice-premier P.Agamyradov and all leaders of the sphere, the President noted that large reforms were started in national economy.
Industrialization, establishment of electronic industry, transit to digital and market economy, formation of securities market, development of entrepreneurship as well as modernization of legal system requires numerous qualified specialists.
To be ahead of time, we have to pay increased attention to the preparation of new educational programmes and plans for the most required specialities such as finances, agriculture, industry including the electronic one and international law, the President of Turkmenistan highlighted.
These programmes have to include the development of modern methods of lectures and practice.It is also necessary to plan the practical training for related teachers overseas.Having requested relative leaders to prepare the proposals on transformation of national educational system, the Head of the State noted that they have to present the reports on the measures in this direction as soon as possible.
During the session, the President of Turkmenistan released Deputy Chairman of the Cabinet of Ministers A.Garajayev from his post due to the transfer o another work, having requested him to use his big experience and take actual measures for the revival of the old glory of Turkmen cinematography.
President Gurbanguly Berdimuhamedov appointed B.Abdiyeva as the Deputy Chairperson of the Cabinet of Ministers, having released her from the post of the Head of the Cultural Department of the Cabinet of Ministers.
Addressing new Vice-premier and leaders of mass media, the Head of the State highlighted that they have to make proper conclusions from what was said above and take immediate measures for further innovative development of mentioned sphere.

Myradov reported on macroeconomic indices for 2017.The Vice-premier informed that dynamic economic growth was provided in all branches by the outcomes of the year as a result of fundamental reforms under the leadership of the President Gurbanguly Berdimuhamedov and the prosperity of people is steadily improved.
The growth of the GDP made 6.5 percent for the period under review including in industrial sector this index increased to 5.5 percent, construction to 1.3 percent, transport and communication complex to 11.1 percent, trade to 9.4 percent, agriculture to 5 percent and in service sphere to 9 percent.
Comparing with the same indicator of the previous year, the production increased to 6.4 percent in general.By the outcomes of 2017, the volume of retail trade turnover increased to 19 percent comparing with 2016.
The prices for consumer goods as well as service tariffs to the population were kept in the set limits.Average salaries in big and medium enterprises of the country were 8.8 percent higher than in 2016.
Construction of production and social facilities is carried out in all regions of the country under related programmes. 49.8 billion manats of the investments from all sources of financing were used for the period under review.
The Vice-premier also reported on the elaboration of the draft Resolution on the State Commission for support of small and medium business in Turkmenistan.Minister of Finances and Economy B.
Bazarov reported in the execution of the State Budget as well as the work of his structure in 2017.By the outcomes of the last year, the revenue of the main financial plan was executed to 101.8 percent level while the expenditure was 96.4 percent.

This is important and necessary condition for dynamic growth of national economy, its modernization and diversification as well as key factor for the improvement of competiveness of Turkmen economy in the world markets, the Head of the State highlighted, having requested the Head of the State Bank of Foreign Affairs to continue work in this direction.
In his turn, Chairman of the Central Bank M.Annadurdiyev reported on practical measures taken in 2017 for successful realization of monetary and credit policy and improvement of the activity of banking institutions of the country.
He reported on the fulfilment of the plan for foreign currency income to the accounts of the ministries and departments for the export of good and services.Information about the results of work carried out for the growth of foreign currency income for the use of export capabilities of the country was also given.
Having listened to the report, President Gurbanguly Berdimuhamedov focused the attention of the participants of the session on the necessity of efficient measures for the fulfilment of planned obligations not only for the income of foreign currency but also for the increment of the export production volumes.

Orayeva reported on economic indices achieved by the ministries and departments of the country in 2017 as well as on the work for the improvement of the activity of the structure under her supervision.
It was informed that at present time, integrated measures covering the issues of the improvement of management system and quality of official statistics, preparation of statistical classifiers and registry lists and spreading of statistical data are taken.
Addressing Vice-premier G.Myradov, President Gurbanguly Berdimuhamedov noted that the last year indices are satisfactory in general around the country.At the same time, the President said, there are still many issues to be solved.
Having pointed out the importance of continuation of works for the improvement of the activity of financial and economic facilities, the Head of the State addressed the Vice-premier with number of specific assignments.
Wide introduction of electronic cards as well as the issues related to the payment settlements with agricultural producers were outlined among priority objectives.The Head of Turkmenistan also ordered to continue the work for structural reformation of the ministries and departments and to take actual measures for rapid transit to market economy.
Having stressed the attention that the system of consumer unions still present in the structure of the Ministry of Trade and Foreign Economic Affairs, the Head of the State noted the necessity of the privatization of these institutions.
President Gurbanguly Berdimuhamedov highlighted that foreign investments are required for the realization of planned projects.At the same time, it is necessary to give free hands to entrepreneurs and to speed up the works for transformation of the state enterprises to joint stock companies and for their privatization.
The President requested the Vice-premier to develop the state programmes for support of entrepreneurship and to present them for review to the Cabinet of Ministers as soon as possible.
Having signed the Resolution on the State commission for support of small and medium entrepreneurship, the Head of the State addressed Deputy Head of the Government with number of specific assignments.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers M.Babayev who reported on the outcomes of work of fuel and energy complex in 2017 and on the realization of the Programme of the development of oil and gas industry of Turkmenistan until 2030.
Information on indicators achieved in oil and gas condensate production, processing of hydrocarbon materials and production of the main types of products was given.It was mentioned that the plan for production of automobile petroleum was fulfilled to 101.4 percent, for diesel fuel to 100.3 percent, for polypropylene to 101.9 percent, lubricating oils to 111.2 percent, liquefied gas to 108.2 percent.
The growth rate of production of natural and associated gas was 102 percent comparing with 2016, export of gas 101.1 percent and investment developments 107 percent.The construction of Turkmenistan Afghanistan Pakistan India gas line on the territory of our country is carried out according to the schedule.
Having listened to the report, President Gurbanguly Berdimuhamedov expressed the discontent with the work of branch departments in 2017.Having expressed number of serious remarks in this regard, the Head of the State demanded the Vice-premier and leaders of oil and gas complex to take radical measures for the improvement for improvement of the efficiency of the activity of fuel and energy complex.
These issues would be again assessed during summing up of the outcomes of the first quarter and appropriate findings with regard to the leaders of branch departments would be made.
The President of Turkmenistan pointed out that utmost attention is to be paid to the increment of the production volumes received by oil and gas processing, it is necessary to activate the work for attraction of the investments to the country and to hold under special control the construction of TAPI gas line and other energy mains.
Having stressed the attention of the Vice-premier on numerous capabilities, which was not realized yet in oil and gas industry, the Head of the State ordered to continue the privatization of the state property as well as to change completely the management system of fuel and energy complex by wide implementation of modern international standards.
Generally, all of these is to support the diversification of the branch and consolidate the positions of Turkmenistan in the world energy markets including high technology petrochemical production and to satisfy growing internal requirements on energy carriers.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reported on the results of the activity in construction and energy complex and municipal services in the last year as well as on investment programme of putting on facilities into operation in 2018.
The Administration of Ashgabat executed the plan for 2017 to 103 percent and the growth rate made 108.4 percent.Works and services to 105.4 percent from production plan with growth rate of 100.6 percent were fulfilled by the Ministry of Construction and Architecture.
By the Ministry of Energy, the plan was executed to 108.7 percent with the growth rate of 101.1 percent. 23 848 595 000 KW/hrs of electrical energy were produced from January to December 2017 with the growth rate of 100.5 percent.
The Ministry of Municipal Service executed the plan to 110.2 percent and the growth rate reached 112.3 percent.The State Concern Turkemnautoyollary fulfilled the plan to 100.3 percent with the growth rate of 102.7 percent.
Summing up the report, the Head of the State pointed out the importance of control of the construction of industrial and social facilities.Deputy Chairman of the Cabinet of Ministers B.
Annameredov spoke with the report on the activity of the spheres of transport and communication under his supervision for January December 2017 as well as on the draft Resolution on the approval of working plan of the Turkmenistan State Commission for Emergency Situations in 2018.
Generally, the plan of transport and communication complex was fulfilled to 103 percent with the growth rate of 105 percent.The growth rate of cargo and passenger turnover by the Ministry of Railway Transport was 106 and 100.1 percent accordingly.
It was reported that active modernization of local railroads and relative infrastructure including bridges and flyovers as well as technical fleet of the branch is carried out.The Ministry of Automobile Transport executed the plan for provision of services to 125 percent with growth rate of 100 percent.
This indicator is equal to 101 percent in cargo and passenger traffic sector.The growth rate for aviation services provided by Turkmenhowayollary Service reached 136 percent for the period under review.
This index was 122 and 101 percent accordingly by cargo and passenger traffic.The growth rate for the works for the period under review by the State Service of Maritime and River Transport reached 105 percent.
The fulfilment of the plan for cargo traffic reached 152 percent and the growth rate for passenger traffic is equal to 154.3 percent.Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that the work for transformation of organizations and facilities of the branch to joint stock ventures as well as for training of highly qualified personnel are not carried out on proper level.
In this regard, the Head of the State requested the Vice-premier to take measures for consolidation of working discipline as well as to achieve the improvement of service quality for passenger and cargo traffic.
Deputy Chairman of the Cabinet of Ministers O.Gurbannazarov reported on the indicators of the facilities under his supervision for the last year and informed that total volume of trade turnover by the Ministry of Trade and Foreign Economic Affairs reached 4 891 400 000 manats.
Comparing with 2016, the growth rate is equal to 12.8 percent.For the period under review, the State Commodity and Raw Material Exchange of Turkmenistan had 247 trade sessions where 20 015 contracts to total amount of 23 412 100 000 manats were registered.
The plan of the Trade and Industrial Chamber executed the plan of 2017 to 119.9 percent. 25 exhibitions and 23 conferences were held for the period under review.
Enterprises of the Union of Industrialists and Entrepreneurs made industrial production to the amount of 903 100 000 manats, agricultural production to 2 287 200 000 manats and the growth rate reached 24.2 and 73.7 percent accordingly comparing with the same period of 2016.
The trade turnover by the UIET was 11 685 000 000 manats and comparing to the same period of the last year, grew to 8.3 percent.The works in service sphere were performed to thr amount of 995 million manats what is 9.2 percent more.
Having pointed out the necessity of scientific approach in the formaton of export and import policy of the State, President Gurbanguly Berdimuhamedov noted the importance of the attraction of expert society in analytical plan in this work.
It is necessary to search for efficient ways of promotion and increment of the volumes of domestic goods for the export.Fundamental improvement of work of shopping facilities, development of retail sale network and provision of optimum price conditions, wide variety and high quality of goods are the main objectives of economic reformations I trade sphere, the President said, having given relative assignments to the Vice-premier on this account.

After, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported on the outcomes of the ministry activity for the last year in the context of the realization of the Concept of Foreign course of neutral Turkmenistan in 2017 2023.
It was highlighted that the country successfully develops friendship and constructive cooperation both in bilateral and multilateral formats.This is visually indicated by the outcomes of foreign visits of the President for the period under review and visits of the heads of number of foreign states and competent international organizations including the UN General Secretary to Turkmenistan.
Generally in 2017, 584 delegations of different level visited our country through the Ministry of Foreign Affairs.At the same time, 624 Turkmen delegations were sent to foreign countries. 235 events like conferences, meetings, etc.
were organized in Turkmenistan and abroad. 18 sessions of joint Intergovernmental commissions and 14 bilateral business forums playing important role on consolidation of beneficial trade and economic relations fruitful cultural and humanitarian contacts with foreign partners were held last year.
The Head of the State noted that proposing constructive initiatives, our country would continue making specific contribution to international efforts for the provision of universal peace, security and sustainable development.
In this regard, the Head of the State gave number of relative assignments to the Vice-premier, the Head of the MFA on solution of important objectives of the Ministry of Foreign Affairs and national diplomatic corps including on the provision of thorough preparation and organization of coming foreign high-level visits.
Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on the results of work of the structures under his supervision in 2017.Generally, the growth rate of production volume, performed works and services by agricultural complex reached 103.8 percent.
Reporting on the course of seasonal agricultural works, the Vice-premier noted that at present time, the care of winter crops including irrigation of the vegetation and mineral fertilizing are carried out in the velayats.
At the same time, the land and agricultural equipment is prepared for spring sowing campaign.Addressing Vice-premier E.Orazgeldiyev, the leaders of the Ministry of Agriculture and Water Management and hyakims, President Gurbanguly Berdimuhamedov pointed out their objectives.
This includes immediate elimination of the shortcomings in their work, preparation of the Land cadastre and allocation of land to the farmers’ ownership, search for new efficient forms of organizations of farmers associations.

After, the Head of Turkmenistan gave floor to Director of the State Anti-Economic Crimes Service M.Chakiyev who reported on the results of work for prevention of the crimes in economic sphere.
It was informed that relative inspections are carried out systematically together with law enforcement agencies of the country for combating against the corruption and bribery as well as for prevention of illegal actions of some government officials.
Having listened to the report, President of Turkmenistan Gurbanguly Berdimuhamedov taking into account that heads of almost all ministries and departments participate in current session reminded again that government officials will be strictly punished for the corruption and bribery regardless of their positions.

Speaking of the successes achieved last year, President Gurbanguly Berdimuhamedov stated with delight dynamic rates of the development of national economy.The growth rate reached 6.5 percent.
Big finances are invested to national economy, namely 50 billion US dollars.For the period under review, the volumes of export production increased to 6.6 percent.The level of inflation remained in set limits.
At the same time, the salary wages were increased.Reforms in science, education, health protection are successfully continued.High rates of the developments are achieved in construction, industry and other branches.
The measures for transformation of agriculture brings the results.At present time, 1700 large facilities to total amount of 42 billion US dollars are under construction in the country.
Large-scale works for development of oil and gas deposits and construction of gas pipelines are carried out.High-comfort living houses, schools, hotels and other social and living facilities are built and put into operation.
The pensions and other social allowances to the citizens were increased.Life level of the population was significantly improved.All of these is the result of our internal and foreign policy.
Having focused the attention of the participants on key aspects of the Programme of social and economic development of Turkmenistan in 2018 2024, the President noted that the reforms would be continued in current year.
The main objective is to use all reserves and capabilities for the provision of sustainable development of the country.Following this, it is necessary to change to market relations and to develop non-governmental spheres of the economy more intensively, to support initiative entrepreneurship, innovative ideas and technologies, to make joint ventures and joint stock companies, to continue reforming financial and banking systems and to form up stock exchange and securities market.
According to the Programme of the President, the growth rates of the GDP have to be kept, construction of new big facilities would be continued and Avaza National tourist zone would receive further development.
In this regard, speaking to Deputy Chairman of the Cabinet of Ministers G.Myradov and other Vice-premiers, heads of the ministries and departments, the Head of the State highlighted that it is necessary to put maximum efforts for activation of investment policy this year.
Planned investments have to be allocated in full volume what would serve as the basis of social and economic development of the country, the Leader of the Nation said.
Having noted that the subjects of improvement of life level of the population, especially the construction of living houses on mortgage terms have to be in the centre of attention of the Government and systems of crediting and allocation of land plots for the provision of new families with the living, President Gurbanguly Berdimuhamedov requested Vice-premier G.
Myradov to improve the activity of the ministries and departments in this direction.The President of the country noted that number of foreign visits are planned in 2018 and our country would be visited by the delegations of other countries and international conference would be held.
Very soon, exactly on February 7, the facilities of the next phase of construction of capital living complex Tyaze Zaman will be ceremonially opened.Opening ceremony of new administration building of the Union of Industrialists and Entrepreneurs and the facilities for production of glass production in Ahal velayat will be held on February 14.
Laying of foundation stones of new facilities of Turkmenistan Afghanistan Pakistan India gas pipeline is planned on February 23.Offsite session of the Cabinet of Ministers will be held in Turkmenabat on February 25 and on the next date the start will be given to three sport competitions international rally Amul Hazar 2018, bicycle ride and running marathon.
The Head of the State proposed to name the route of rally “The Great Silk Road”.On the same day, new international airport will be put into exploitation in Turkmenabat.
Elections of the Mejlis deputies, members of velayat, etrap and city people’s councils and Gengeshys in March are among other important events.The first session of the People’s Council of Turkmenistan will be held in April.
The Head of the State requested Chairperson of the Mejlis A.Nurberdiyeva, Deputies Chairmen of the Cabinet of Ministers, heads of the ministries and departments and hyakims to take necessary measures for high level of organization of all the elections deputies of the Mejlis of Turkmenistan and members of the people’s councils.
It was highlighted the elections on March 25 are to be another important measure for assertion of principles of people power in the society and new stage of democratic reforms in the country.
