President Gurbanguly Berdimuhamedov held video conference session of the Cabinet of Ministers where members of the State Security Council, heads of the regions and Ashgabat have been invited.
Preparation to the session of the People’s Council, events on occasion of the 29th anniversary of Turkmenistan’s independence, fulfilment of the President’s and other programmes of social and economic development of the country have been reviewed at the session
Opening the session, President Gurbanguly Berdimuhamedov has reminded that pardoning action of people who sincerely regretted in what they have done and wish to atone is used to be held on the threshold of big state holidays.
Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch.Amanov made a report about work carried out by the Commission for development of proposals on citizenship and pardoning under the President of Turkmenistan on pardon of sentenced people on occasion of the 29th anniversary of independence of the country as well as on development of drafts of relative documents.
Summing up the report, the Head of the State has noted that he signs the Decrees on pardoning of 812 Turkmenistan citizens and three foreign citizens on occasion of remarkable date in life of the country.
Having sent the documents to the Vice-premier, Secretary of the State Security Council by electronic document management system, President Gurbanguly Berdimuhamedov ordered the official and other relative heads of law enforcement agencies to take measures and to arrange that all pardoned people would return to their families as soon as possible.
- Regularly holding similar actions, we hope that all people who are pardoned are sincerely regretting their crimes and are willing to atone their gilt by honest work working for the sake of the Motherland, - the Head of the State said.
Addressing the heads of the regions, districts and cities as well as other officials, the President requested to hold the employment of pardoned people under control.
The Head of the State has wished to make deserving contribution to large-scale activity carried out in the country by honest work to people released from the prison.
Coming over to review of the issues of the agenda, Turkmen leader has given the floor to Deputy Chairman of the Cabinet of Ministers G.Mushikov who reported on the fulfilment of the Resolution on subjects related to the session of the People’s Council of Turkmenistan from July 3, 2020 and preparation to the Independence Day of the country.
It was that financial provision of organization of national forum is planned to be done at the resources planned in the State budget for the current year as well as local budgets of the regions and Ashgabat.
The Vice-premier has reported on the measures taken for organization of the main celebration of the country on proper level.Having listened to the report, the President addressed the Vice-premier with certain instructions.
Deputy Chairman of the Cabinet of Ministers M. Meredov has reported on fulfilment of instructions regarding further improvement of production potential of oil and gas industry. It was noted that necessary work for high level of organization of the People’s Council and celebration of the Independence Day has been carried out.
Summing up the report, the President has focused on the main aspects of energy strategy of Turkmenistan, according to which the State sends big investments for the development of the main branches of industry including fuel and energy complex.
The Head of the State has ordered to activate work for implementation of the latest scientific and technical developments, advanced technologies to oil and gas industry, which is to support the increment of production of hydrocarbon resources and volume of production of commodities.
Relative instructions have been given to the Vice-premier on preparation to the session of the People’s Council and Independence Day.
Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on activity of the structures under his supervision. Continuing the report, the Vice-premier has reported on preparation to the session of the People’s Council and celebration of the 29th anniversary of independence.
It was informed that additional buses which will cover the routes inside the city and outskirts have been allocated.
Number of taxis has been increased for serving passengers. Relative measures have been taken to organize the session of the People’s Council and its translation on national TV channels.
Having listened to the information, the President highlighted that our initiatives on development of regional and transcontinental routes require the establishment of powerful equipment and technical base of transport sphere. In this context, the Head of the State has pointed out the necessity of modernization of profile infrastructure and introduction of the latest technologies.
At the same time, Turkmen leader has focused on strict control of improvement of quality of services in passenger and cargo traffic by all modes of transport as well as on provision of modern communication means.
Having noted that large-scale international projects are implemented in the country, the President addressed the Vice-premier with specific instructions on timely commissioning of important infrastructural facilities as well as improvement of quality of services provided in the sphere of passenger transportation.
Provision of the participants of the People’s Council with qualitative communication, high-speed channels for TV broadcasting are the main objectives, the Head of the State highlighted, having addressed the Vice-premier with number of instructions on this account.
Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov has reported on work for implementation of social and economic strategy in trade complex as well as on preparation to the session of the People’s Council and celebration of the 29th anniversary of independence.
Information about the situation in the structures under his supervision, in particular about measures taken for increment of trade and development of private business, has been presented.
Having listened to the report, President Gurbanguly Berdimuhamedov pointed out the importance of modernization of this sphere and enhancement of quality of services, introduction of advanced practice and legislative regulation of trading activity.
The necessity of making conditions for activation of entrepreneurship and encouragement of private initiative for enhancement of competiveness of industrial complex of the country and efficient application of innovative technologies in this sphere has been highlighted.
The Vice-premier has also been instructed to take all measures for organization of retail sale in celebration days on proper level. Special attention has to be paid to high quality of goods including food production and services, the Head of the State highlighted.
Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on preparation to the session of the People’s council and events tied to the 29th anniversary of Turkmenistan’s independence.
It was mentioned that according to the plan of development of Turkmen capita, construction of new living complexes is carried out, existing engineering and technical systems are reconstructed, road and transport infrastructure is modernized. Development of tree planting works are carried out around social and cultural facilities.
Big work is continued at the construction of facilities planned to be commissioned on occasion of the 25th anniversary of neutrality of Turkmenistan. Organization of coming political, cultural and public events, in particular the session of the People’s Council, is carried out on proper level.

It was noted that big work for explanation of role and importance of the People’s Council, especially by thematic scientific and practical conferences and preparation of publications and programs in national mass media, is carried out these days.
Works for high-level organization of celebration events are carried out. Medical outlets provided with personal protection equipment were opened in the places of organization of the People’s Council in the capital and regions.
Having listened to the report, the President highlighted the necessity of comprehensive preparation to the planned events on occasion of the Independence Day of Turkmenistan.
Having noted the importance of strict control of preventive measures and provision of the participants of the People’s Council with personal protective equipment, the President addressed the Vice-premier with certain assignments. Separate instructions have been given on work for further improvement of national education system and scientific sphere.
Deputy Chairperson of the Cabinet of Ministers M .Mammedova has reported to President Gurbanguly Berdimuhamedov about preparation to the celebration of the 29th anniversary of independence of the country.
It was informed that scientific and practical conferences, meetings, exhibitions of decorative and applied art, museum values, books and publishing products will be held. Cultural and public events will be organized.
The Vice-premier has also reported on practical measures for proper organization of the next session of the People’s Council. In particular, it was reported on release of necessary printing production of Turkmen State Publishing Service and organizational issues for rapid coverage of national forum in media.
The report on preparation work on award ceremony of cultural sphere personnel who were conferred with state award this year has been presented.
President Gurbanguly Berdimuhamedov has requested the Vice-premier to take all measures for provision of high level of planned cultural and public events.
Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev has reported on seasonal field works in the regions of the country, implementation of reforms in agriculture.The Vice-premier has also reported on the readiness of the ministry and departments of agricultural complex to video conference session of the People’s Council and organized participation in the events dedicated to the 29th anniversary of independence of Turkmenistan.
Preparation to races dedicated to the celebration is carried out in International Ahalteke Equestrian Complex and equestrian complexes of the regions.
Having listened to the report, President Gurbanguly Berdimuhamedov ordered to pay special attention to organizational issues related to the cotton harvest and sowing campaigns and requested to provide high level of events on occasion of the Independence Day.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has reported on preparation to the session of the People’s Council and preparation to the 29th anniversary of Turkmenistan’s independence.
In this regard, it was noted that strengthening of the foundations of the stateliness and systematic improvement of legislation base are the main vectors of political course of the President of the country.
Turkmenistan follows the ways of democratic development four sessions of the Constitutional Commission have been held under the leadership of the Head of the State. Having studied and compiled numerous proposals of citizens, special working group has developed relative draft of the Constitutional Law.

In this regard, President Gurbanguly Berdimuhamedov has given instructions for provision of high level of preparation to the session of the People’s Council, where important decisions for the country would be taken, as well as to preparation to the events on occasion of coming 29th anniversary of independence of Turkmenistan.
Further, heads of military and law enforcement agencies have reported on fulfilment of assignments as well as on preparation to the military parade on occasion of the 29th anniversary of independence of the country.
It was informed that security forces carry out work for strengthening of power and defence capability of National Army and improvement of combat and professional training of personnel.
Having listened to the report, the Head of the State highlighted that independent Turkmenistan is committed to the status of permanent neutrality, which is the main factor of support of peace and stability in Central Asia.
Large-scale work for improvement of activity of these structures meets the provisions of the Military doctrine, which has exclusively defensive character, the President noted.
Coming military parade has to demonstrate the provision of the Armed Forces with modern equipment, high professional level and skills of Turkmen soldiers who stand guard the independence, peace in home land, prosperous and creative life of people, Turkmen leader continued.
Having noted that patriotic education of young soldiers is one of important aspects of the state policy, the President of the country addressed the heads of military and law enforcement agencies with relative assignments.
Having focused on preparation to the next session of the People’s Council, which is an important event in life of the state and society, the Head of the State highlighted that the main objective of military and law enforcement personnel is to support law and order, having addressed the heads of security forces with specific instructions.

Head of Ashgabat Ya, Gylyjov has reported on preparation to the session of the People’s Council and events on occasion of the Independence Day of Turkmenistan in the capital.
Noting importance of high level of organization of events timed to remarkable dates, President Gurbanguly Berdimuhamedov has focused on the necessity of quality of tree planting works and development of all parts of the main city of the country.
Head of Ahal Region Ya. Gurbanov has reported on large-scale works for deserved organization of national forum and celebration of independence. Having noted that measures for organization of events on occasion of remarkable dates have to meet time requirements, the Head of the State gave number of instructions to the Head of the region.
Further, Head of Balkan Region T. Atahalliyev has reported on preparation to the session of the People’s Council and events dedicated to the Independence Day of Turkmenistan.
The President has requested to pay special attention to organized public and cultural events on occasion of the holiday widely celebrated in the country as well as the session of the People’s Council.
Head of Dashoguz Region N. Nazarmyradov has made report on works for organization of the session of the People’s Council and public and cultural events on occasion of the 29th anniversary of independence.
Having noted the importance of thorough preparation to coming events, President Gurbanguly Berdimuhamedov highlighted that celebration events have to reflect success and happy life of people achieved by the country. Session of the People’s Council has to be held on proper level as well.
Head of Lebap Region Sh. Amangeldiyev has reported on work for organization of events on occasion of the Independence Day and national forum in all cities and districts of the region.
The events on occasion of the 29th anniversary of Turkmenistan’s independence have to be unforgettable events, the Head of the State said. The President has also highlighted the necessity of all measures for high level of organization of the People’s Council.
Further, Head of Mary Region D. Annaberdiyev has reported on the measures for the session of the People’s Council and coming events on occasion of the 29th anniversary of independence of the country.
Turkmen leader has requested to pay special attention to organization of national forum and celebration events as well as to development of the economy.
Speaker of National Parliament G. Mammedova has informed about integrated measures undertaken for high level of organization of the next session of the People’s Council of Turkmenistan. In this context, it was informed about work carried out for preparation of documents, which would be brought out for discussion at national forum, and about solution of relative organizational issues.
Proper preparation to award ceremonies of the citizens who distinguished in various spheres in honour of the 29th anniversary of Turkmenistan’s Independence has also been carried out.
Summing up the information, the President noted that decisions that would be taken at the session of the People’s Council would be another actual measure on the way of strengthening of the people’s power in Turkmenistan and would serve to successful implementation of comprehensive reforms expanded in the country.
Having become a milestone event in the history of the country, coming national forum will support to further development of democratic processes in modern Turkmen society.Speaking of this, the Head of the State highlighted the necessity of provision of high level of the session of the People’s Council and events timed to the Independence Day.
In the fact that the holiday falls on Sunday, the President has signed the Decree on transfer of the day off from 27 to 28 September.
Summing up the outcomes of the session, the Head of the State has focused on importance of subjects brought out for discussion. Special attention has bene paid to the main aspects of further social and economic development, successful implementation of adopted programs aimed at diversification of strategic branches of national economy.
