President of Turkmenistan Gurbanguly Berdimuhamedov held video conference session with the participation of some Deputy Chairmen of the Cabinet of Ministers and hyakims of the velayats, which agenda includes topical issues of social and economic development of the regions and capital.
First, the President called Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev who reported on the activity of the structure under his supervision.Addressing the Vice-premier, the President of Turkmenistan informed that D.
Amangeldiyev is assigned as acting Hyakim of Ashgabat due to annual leave of head of capital administration Sh.Durdiliyev.Summing up the report, the Head of the State ordered to hold under permanent control the situation in the capital including the provision of exemplary cleanness and order in the capital, construction of new facilities especially those that are planned to be opened on occasion of the Independence Day.
Speaking of the necessity to provide strict compliance with fire safety rules, President Gurbanguly Berdimuhamedov also ordered to activate the works for preparation of heating systems of the capital to coming winter season, repair of roofs of the houses, schools and kindergartens.
After, the Head of the State focused on the cooperation of Turkmenistan with the Islamic Republic of Afghanistan, which is invariably built on the principles of good neighbourliness, friendship on long-term basis.
Stating high level of Turkmen Afghan dialog, the Head of the State noted that fruitful cooperation in such spheres as trade and economy, energy, transport, scientific and humanitarian fields has been established between our countries.
At the same time, there are wide opportunities for further expansion of bilateral partnership in different directions.Particularly, special role is given to interstate cooperation in electrical energy sphere, the President continued.
Part of the energy produced in Turkmenistan is supplied to northern provinces of Afghanistan on beneficial terms and after completion of construction of additional power stations and infrastructural facilities, the volume of export of it will to the neighbouring state would increase significantly.
In this regards, Head of the State Gurbanguly Berdimuhamedov informed that the launch ceremony of power line Rabatkashan Kalaynau would be held in July this year with the participation of President of Afghanistan Ashraf Ghani.
Realization of this important project will give the impulse to economic development of Bathyz Velayat and close regions of fraternal Afghanistan, particularly to construction of new living and social facilities as well as will give impulse to create new working places.
In the result, these works will serve for the sake of fraternal Afghan people and will support the improvement of live level of the population.Having expressed the confidence that such large-scale cooperation would be reliable base for long-term cooperation between Turkmenistan and Afghanistan, the Head of the State noted the appropriateness of the participation of Turkmen delegation led by Minister of Energy Ch.
Purchekov in the opening ceremony of the above-mentioned facility and gave relative instruction to the Vice-premier.After, the floor was given again to Deputy Chairman of the Cabinet of Ministers D.
Amangeldiyev.Having informed about available capabilities for increment of supplies of Turkmen energy to Afghanistan, the Vice-premier presented the proposal on construction of energy facilities in frontier regions of neighbouring countries to the Head of the State for review.
Having approved the proposal and highlighted again that Turkmenistan would continue providing comprehensive support in social and economic revival of fraternal state including consolidating and expanding the cooperation in energy sphere, President Gurbanguly Berdimuhamedov gave relative instructions to the Vice-premier.
After, the Head of the State called Hyakim of Ahal Velayat Sh.Amangeldiyev who reported on the situation in the region, especially in agricultural sector.In this context, it was reported on the measures for preparation to important agricultural campaign the cotton harvesting.
Information of construction works in the velayat has been also highlighted.Having focused on timely solution of the objectives of agricultural complex, the Head of the State highlighted the necessity to pick up the wheat until the last grain as well as to organize the cotton harvest campaign properly.
Having expressed the interest in the situation on construction sites of the velayats, especially on textile facilities built in Kaahka and Babadayhan etraps, the President of Turkmenistan pointed out the importance of strict control of the quality of works at all construction facilities and their commissioning in set deadline.
Having demanded to hold under control the issues related to strict compliance with fire safety rules, which is dictated by hot summer weather, the Head of the State also ordered to prepare to the coming winter season including the maintenance of heating systems in schools, kindergartens and living houses.
The President also gave orders on provision of high organizational level on occasion of the main holiday of the country.President Gurbanguly Berdimuhamedov ordered the Head of Administration of Ahal Velayat together with the Ministry of Health Protection and Medical Industry to develop and present the proposal on construction of necessary facilities of health protection sphere.
In his turn, Hyakim of Balkan Velayat Ya.Gylyjov reported on the course of works in the western region, measures for improvement of the efficiency of agricultural complex, improvement of social and living conditions of the population.
Reporting on the situation, the hyakim expressed the gratitude to the Head of the State for excellent new facilities, which were opened last week and supplemented the infrastructure of Avaza National tourist zone.
It includes the sanatorium provided with innovative medical equipment and the aquapark with entertainment centre, which became an excellent gift for Turkmen citizens, especially for children.Commissioning of new facility for production of polypropylene film at Turkmenbashy Refinery Complex was the bright evidence of successful realization of the strategy of rapid industrialization of the country.
Having listened to the report, the Head of the State noted the necessity of optimum involvement of existing potential for efficient development of agricultural complex, growth of production of high quality agricultural goods.
In addition, the Hyakim was requested to hold under strict control the issues related to high-level celebration the Independence Day, organization of important event timed to remarkable dates of national calendar, to construction works, preparation to winter season, proper repair of social facilities and fire prevention.
Speaking of the importance of unremitting control of the works in the velayat, integrated approach to the solution of the objectives, the Head of the State gave instruction to provide coordinated work of all relative structures.
President Gurbanguly Berdimuhamedov ordered the hyakim to study the subject of construction of multifunctional medical centre in Turkmenbashy and to present the proposals on this account.Video conference session was continued by the report of hyakim of Dashoguz velayat M.
Bayramguliyev who reported on the situation in the region, measures for successful grain harvest campaign, activities for care of the cotton accordingly.Information of construction of new facilities outlined in National rural programme has been also presented.
Having listened to the report, the Head of Turkmenistan addressed the hyakim with the number of assignments on preparation to the cotton harvesting, having noted that the provision of necessary equipment and other resources has to be under permanent attention.
Having highlighted the importance of timely and quality construction of the facilities, President Gurbanguly Berdimuhamedov focused on new facilities, which are planned to be opened on the main celebration of the country.
In this context, the hyakim received relative instructions on proper organization of the events on occasion of the Independence Day of Turkmenistan.The Head of the State also ordered to provide proper preparation to winter season, having paid special attention to uninterrupted heating of social facilities and to hold under control the issues related to fire safety.
After, Hyakim of Lebap Velayat T.Atahalliyev was called for report.The head of regional administration expressed the gratitude to the President of Turkmenistan for new facilities that were built and put in operation recently in Turkmenabat the largest in Central Asia multifunctional medical centre, infectious disease clinics and complex of living houses.
Reporting on the subjects of the agenda, the Head of velayat administration informed on the measures for steadfast social and economic development of the region, situation in agricultural complex.
Having highlighted the importance of the objectives of the agricultural complex of the velayat, the President of Turkmenistan ordered to take necessary measures for improvement of its profitability, creation of all conditions for productive work of farmers as well as for integrated preparation to the cotton harvesting.
The Head of the State has ordered to hold under permanent control all works in the velayat and the subjects of organization of the events timed to the Independence Day of Turkmenistan, preparation to the winter season and measures for provision of fire safety.
Hyakim of Mary Velayat D.Annaberdiyev expressed the gratitude to the President of Turkmenistan for modern children hospital built in Mary Velayat.Speaking of the situation in the region under his supervision, the hyakim reported on current agricultural works and measures for increasing the rates of the works as well as on preparation to the cotton harvest, course of construction of the facilities under National rural programmes.
Having highlighted the subject of seasonal campaigns in agricultural complex and provision of proper level of preparation to the cotton harvesting in the region, the Head of the State ordered to arrange efficient cooperation of all structural departments.
President Gurbanguly Berdimuhamedov noted that it is necessary to hold the compliance of faire safety rules as well as provision of proper operation of heating systems in winter season and relative repair of the facilities of social infrastructure under unremitting control.
Speaking of the preparation to the celebration of the Independence Day of Turkmenistan, the Head of the State focused on timely completion of construction of the facilities timed to that date and gave the number of certain assignments to the hyakim.
Continuing the video conference session, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported on international events planned in August.Having listened to the report and addressing the Vice-premier, the Head of the State stated that the work for the improvement of the system of government administration and elimination of the structures repeating the activity of each other is carried out in our country on permanent basis as it was mentioned at the sessions of the Government.
President Gurbanguly Berdimuhamedov noted that another authority the Ombudsman Institution, the authority for human rights, has been established recently in Turkmenistan under the realization of the measures for expansion of democracy basis and citizens’ rights.
In this regard, it was decided to unify Turkmen National Institute of Democracy and Human Rights under the President of Turkmenistan and the Institute of the State and Rights under the President of Turkmenistan and to establish the Institute of State, Rights and Democracy.
Having informed on the decision to appoint Ya.Nuriyev as the Director of the Institute, the President signed relative Decree and Resolution.The Head of the State ordered the Vice-premier, Foreign Minister R.
Meredov to hold a meeting and review all organizational issues of the above-mentioned Institute and to introduce new Director as well as to prepare the proposals on the candidacy for the post of the deputy of this authority.
At the end, having again highlighted the importance of the objectives on social and economic development of the regions and capital, quality agricultural campaigns, organized preparation of the Independence Day, President Gurbanguly Berdimuhamedov wished all participants great success in their work.
