The Supreme Commander was warmly welcomed by the leaders of military and law enforcement agencies.After, the Head of the State held offsite session of the State Security Council in the conference hall of the main building of frontier outpost.
The agenda included the utmost objectives of military and law enforcement agencies, further consolidation of equipment and facilities base and improvement of the activity of security forces and improvement of social and living condition of military personnel and their families.
First, the floor was given to Secretary of the State Security Council, Defence Minister Ya.Berdiyev who reported on the course of military reform.Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that Turkmenistan committed to its neutral status and realizing defensive military doctrine would continue taking care of the consolidation of its defensive capability as guarantor of peace and security in the country and prosperous life of people.
Provision of the Armed Forces with modern military equipment and making of the conditions for successful service and life of officers and soldiers remain the main directions of the state policy in this sphere.
After, Minister of Internal Affairs I.Mulikov reported on the integrated measures taken for prevention of infringement of the law and road and transport accidents.Provision of law and order in the country, protection of constitutional rights of the citizens are the main objectives of the personnel of the MIA, the Head of Turkmenistan highlighted.
It is necessary to pay special attention to the activity of traffic control department, President Gurbanguly Berdimuhamedov pointed.Chairman of the Supreme Court G.Halliyev reported on the activity of the structures under his supervision under the modernization of judicial system of the country.
Having listened to the report, the President noted that legal reform plays the great role in the process of improvement of the activity of these agencies, having emphasized the responsibilities of the judges for the decisions they made.
Prosecutor general B.Atdayev made report on the work and measures for steadfast control of the legal compliance in all spheres.Prosecution personnel has to serve the duty impeccably to provide the supremacy of the law, to carry out the work for improvement of national legislation, sense of justice and legal culture of the population, President Gurbanguly Berdimuhamedov highlighted.
It is necessary to hold under permanent control of the compliance to legal and regulatory acts, carry out the work for protection of the rights and freedoms of the citizens, state and public interests, Turkmen leader stated.
Minister of National Security D.Bayramov reported on the fulfilment of the assignments given by the Supreme Commander earlier.Timely detection and elimination of the occurrences that may affect the implementation of important reforms consolidating the fundamental of the independence, power and security of our state are the main objectives of this agency, the President of Turkmenistan noted.
The ability to achieve the objectives depends of political, professional and legal training of the personnel, the Head of the State continued, having addressed the Minister of National Security with relative assignments.
Director of Turkmenistan State Anticorruption Service M.Chakiyev reported on practical measures taken for successful realization of planned activity for the realization of the programme for counteracting of the corruption.
Having focused the attention on the importance of elimination of the root causes that give rise to this negative occurrence, the Head of the State highlighted that the work in this direction has to be carried out in strict compliance with international law and national legislation standards.
Chairman of the State Custom Service A.Osmanov reported on the measures for further improvement of the activity of the Service.Having outlined the creation of favourable conditions for the improvement of international economic cooperation, implementation of information technologies as well as training of qualified personnel among priority vectors of coming work, the President demanded to provide accurate fulfilment of the objectives of the structure.
Minister of Justice reported on the activity of his department and fulfilment of the assignments given earlier of the Head of the State on further improvement of legal base of the country.
Having listened to the report, the President of Turkmenistan highlighted that justice authorities have such important functions as judicial expertise of legal acts adopted by the state power bodies, control of legal compliance, legal information and other.
Chairman of the State Migration Service M.Gurdov reported on the work for provision of efficient activity of the Service and on the measures for fulfilment of the assignments given by the Head of the State earlier.
The importance and responsibility of the objectives of the personnel of Migration Service is constantly growing taking into account systematic increase of number of various international conferences, meetings, important political, economic and cultural events as well as foreign businessmen and tourist visits in Turkmenistan, the Supreme Commander noted.
Head of the State Border Guard Service B.Gundogdiyev reported on the activity of the structure under his command.Having listened to the report, the Head of the State noted that independent neutral Turkmenistan steadily follows the course of peace-loving, good neighbourliness and wide international cooperation.
The President of the country highlighted that the improvement of comprehensive training of border guard personnel is one of the main requirements for the provision of the Motherland’s borders protection.
After, the Head of the State inspected the facilities of the frontier outpost.All conditions for service and living of military personnel were made there. The central building accommodate Information centre where modern equipment allowing the control of the situation and operational response of the emergencies that may arise on this part of the State border has been installed.
Owing to technical capability of the Centre, the personnel provide all day around video surveillance in frontier zone and maintain permanent communication with different detachments in the regions of the country.
There are working rooms and spacious conference hall for different events, the library.The barracks of the complex are very comfortable.The President expressed his interest in the conditions made for the recreation of border guard personnel and in provision of their daily needs.
In the conversation with the military personnel over cup of tea, President Gurbanguly Berdimuhamedov expressed his interest in organization of catering for the staff, nutrition of the food and checked the menu.
The personnel mentioned that all conditions for service and different cultural activity were made there.Young soldiers told that they do sports, art and music in their free time.
The state would continue steady work for creation of the conditions for reliable protection of the borders, comfort living and rest of military personnel at all frontier outposts of the country as well as systematically consolidating facilities and equipment base of border guard troops, the President of Turkmenistan said.
Living houses of border guard personnel and their families have full set of modern amenities providing comfort living and rest to the tenants.There are equipped children playgrounds and medical centre with modern specialized hardware.
The territory of the frontier outpost accommodates autonomic life support systems and special premises for service dogs, which protect the frontiers together with the soldiers all day around.After, the samples of modern armaments of the border guard personnel have been presented to the attention of the Head of the State.
Different types of specialized equipment are delivered to the State Border Guard Service under the consolidation of equipment and facilities base of National Army.Having studied in details the features and characteristics of presented arms, the Supreme Commander highlighted that the State would continue consolidating equipment and facilities base of Border guard troops with modern specialized equipment.
Reliable provision of the inviolability of independent neutral Turkmenistan is a guarantee of the sovereignty of the Motherland.The military doctrine, which is currently implemented, is aimed at the solution of this important objective, President Gurbanguly Berdimuhamedov highlighted and, having ordered relative leaders to pay greatest attention to patriotic work, improvement of overall educational level of young specialists the defenders of the Motherland, left the place of the event.
