President Gurbanguly Berdimuhamedov held regular video conference working session of the Cabinet of Ministers where current issues of the state life have been discussed.First, the Head of the State called Deputy Chairman of the Cabinet of Ministers G.
Myradov.The Vice-premier reported on the measures for implementation of the strategy of development of transport and communication infrastructure.Summing up the report, the Head of Turkmenistan highlighted that in modern conditions, transport section is among the main factors of sustainable development and one of fundamental segments of the world economy.
Fundamentally new direction transport diplomacy, gains the positions in global cooperation, the President noted, having highlighted that our country initiates profile multilateral dialog under the UN and other competent organizations promoting such diplomacy.
Today, our country receives the status of an important transit, transport and logistic hub of regional and international significance, proposing and implementing major infrastructural projects in this direction.Speaking of this, the President of Turkmenistan outlined further modernization and diversification of national transport system, with road infrastructure as an important component, among priority objectives, having addressed the Vice-premier with number of certain assignments.
Video conference session was continued with the report of Deputy Chairman of the Cabinet of Ministers M.Meredov who reported on the situation in structural divisions of fuel and energy complex.
Having listened to the report, the Head of the State addressed the Vice-premier with number of specific assignments on large investment projects planned to be implemented, attraction of additional investments, modern technologies and management practice to the industry.
The President noted that colossal activity is carried out in fuel and energy complex for successful implementation of big international projects with foreign partners.Large-scale works is carried out in Caspian sea for development of Uzynada Field, which is located in Turkmenistan.
The well located in Uzynada is the deepest in Central Asian region.Relative work in the nearest future will give opportunity to implement significant potential of national oil and gas complex, the President said, having addressed specific assignments to the Vice-premier on this account.
Deputy Chairman of the Cabinet of Ministers Ch.Purchekov reported on the work for gradual implementation of the Concept of development of digital economy, particularly on the transit of services and settlement of payments with the consumers of drinking water in Ashgabat.
The Vice-premier informed that following set objectives, financial settlement centre has been established under the Aşgabatagyzsuw Association.It stores the information about the consumers in electronic format including addresses, water consumption, payment and other information.
It is necessary to mention that the residents of the capital are able to settle the payments via mobile phones, internet and payment terminals.It is important to hold under control the improvement of life level of Turkmenistan citizens, rational water use in the capital and velayats including by reconstruction and modernization of the facilities for production of drinking water and introduction of advanced technologies, the President noted.
After, Deputy Chairman of the Cabinet of Ministers M.Chakiyev reported on the work plan for the first stage of construction of Altyn Asyr Turkmen Lake.The Vice-premier informed that relative infrastructure for fishery, livestock and agricultural farming would be established in Akyayla after creation of Altyn Asyr Turkmen Lake.
Having noted that residential estate with necessary social infrastructure and all amenities would be built in this place, the Vice-premier reported on the preparation to the ceremony of laying of foundation of new modern village in Serdar etrap, Balkan Velayat.
Having listened to the report, the President highlighted the importance of scientific approach to the development of the territory of Altyn Asyr Lake, development of agriculture, livestock and fishery, having given specific assignments to the Vice-premier.
Wide opportunities are available in coastal zone for formation of plant cultivation farms including for growing of cucurbitaceous crops.Special attention has to be paid to the quality of construction works and building materials, which will used during construction of living houses and other social facilities and have to meet climate conditions of this region.
The same requirements are applied for the roads, the Head of the State said and demanded to provide thorough technical expertise of these projects.Deputy Chairman of the Cabinet of Ministers Ch.
Gylyjov reported on the work for implementation of social and economic strategy of Turkmenistan in trade complex.The Vice-premier reported on the activity for stimulation of import substitution and increment of export, expansion of geography of entry of local producers to foreign markets, international cooperation in this sphere including in entrepreneurship.
Having noted the necessity of modernization and digitization of trade sphere, the President focused on the formation of integrated system of export stimulation and growth of scientifically based production of goods and its innovative component.
The Head of the State noted important role of foreign trade activity in national economy, which provides technological development of production and branches, employment of the population and abundance of internal market with consumer goods.
Production of the analogues of exported goods gives opportunity not only to reduce total volumes of import but also to make the goods cheaper, the President said giving instructions for activation of trade and economic cooperation and increment of the volumes of industrial export.
Deputy Chairman of the Cabinet of Ministers P.Agamyradov reported on the activity in the spheres of science and education in connection with the implementation of intellectual systems and latest information and communication technologies.
In particular, the Vice-premier reported on the fulfilment of the assignments given by the Head of the State at the extended session of the Government on April 12 for organization of special course for the leaders of all levels on the bases of digital economy in the Academy of the State Service under the President of Turkmenistan.
Plan of short-term courses including theoretical and practical parts has been developed for this purpose.The courses are aimed at the improvement of digital competence of management and are to provide general understanding of the bases of digital economy, special features and capabilities of digital technologies, their influence on development of the branches and social sphere.
Such subjects as objectives, directions and stages of the implementation of the Concept of development of digital economy in Turkmenistan in 2019 2025, legal provision of the transit to digital economy, information and communication technologies, cyber security and other themes were introduced to training programme.
First classes are planned to be started from May 1, 2019.Successful implementation of any national project, state programmes implies powerful personnel component including the management, the Head of the State highlighted, having mentioned that the courses on the bases of digital economy organized in the Academy of the Government Service are to enhance the potential in all branches of national economy.

Having listened to the report, President Gurbanguly Berdimuhamedov focused on the necessity of gradual and targeted work for improvement of activity of cultural and mass media organizations, use of capabilities of international cooperation and exchange of practice.
The main role in popularization of national cultural heritage, modern achievements of the country as well as in moral and aesthetic education of Turkmenistan citizens is given to national mass media, the Head of the State said, having demanded to pay special attention to the modernization of their work.
Certain instructions were given to the Vice-premier for provision of high level of all coming celebration events.After, Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on seasonal field works in the regions of the country as well as on cultural programme planned n occasion of National Turkmen Horse Celebration.
Sowing of cotton is continued in the velayats these days.At the same time, mineral fertilization of wheat is carried out.The IX session of the International Ahalteke Horse Breeding Association, XI International Scientific Conference “Turkmen Horse and the World Art of Horse Breeding” as well as International specialized exhibition and fair, equestrian marathon, show jumping competitions, results of the contest of the best ahalteke horse will be organized in Ashgabat under National Turkmen Horse Celebration.
Having listened to the report and noted the importance of national Turkmen Horse Celebration, which is observed in the last Sunday of April, the President ordered to prepare properly and to hold it on high organizational level.
The Head of the State has also focused on the necessity of compliance to fire safety rules, having given special instructions on this account to Chairman of the State Commission of Turkmenistan on Emergency Situation and to Minister of Interior I.
Mulikov.Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov reported on the cooperation with the United Nations Organization, which is one of priority directions of foreign policy course of neutral Turkmenistan initiated by President Gurbanguly Berdimuhamedov.
This cooperation is developed on systematic and long-term basis.For the last 12 years, the Government of our country together with the UN agencies have implemented 368 target projects, 218 of which with the UN Development Programme.
All these projects were implemented based on the Framework Agreements on Cooperation between Turkmenistan and the UN, which are adopted every five years.At present time, yearly Action Plans are under approval following the Framework Agreement for 2016 2020.
Various projects in strategic directions are carried out on national level for their practical implementation together with the UNDP, UNICEF, UNPF and other UN agencies.The main role among them is given to the projects related to the strengthening of peace and security, cultural and humanitarian cooperation.
They are implemented together with the UN Regional Centre for Preventive Diplomacy for Central Asia, the UN Office on Drugs and Crime, the Office of the United Nations High Commissioner for Refugees, International Migration Organization.
President Gurbanguly Berdimuhamedov pays great importance to the cooperation with these structures.Great importance is given to the projects of achievements of sustainable development.In this context, great attention is paid to the development of digital economy, improvement of informational and statistical systems, instruments of monitoring of sustainable development as well as to the measures for saving of energy and use of renewable sources of energy, solution of the objectives related to the climate change.
Summing up the outcomes of joint work for four years, it is planned to present relative Voluntary National Review of Turkmenistan at the Political Forum, which would be held under the aegis of the UN Economic and Social Council in New York on July 18 19, 2019.
Implementation of joint projects in humanitarian sphere, which are to support the improvement of health protection, education and scientific systems, strengthening of democratic institutes of the country, provision of human rights and freedoms, gender equality, improvement of social protection and implementation of youth policy are the main vectors of the partnership with the UN.
It was informed that Work Plans of cooperation between relative structures of Turkmenistan and United Nations, according to which it is planned to implement joint projects in different directions, have been adopted and signed.
At the same time, the Project of enhancement of trade potential of our country developed by the Ministry of Trade and Foreign Economic Affairs together with the UN Development Programme according to the Framework Programme of cooperation with the United Nations for 2016 2020 has been presented to the Head of the State for review.
The main goal of this project is the make the conditions for enhancement of competiveness of national trade complex, strengthening of human capital as a key factor of economic growth, diversification of export with increment of the production with high added value in its composition and further import substitution.
The activities planned in this direction are aimed at the implementation of trade policy, development of export sector by the expansion of variety, enhancement of quality and technological level of the production and development of new markets.
Summing up the report, the Head of the State highlighted that our country would continue comprehensive development of strategic partnership with the United Nations.Making considerable input to common efforts for solution of current issues of present time, our country also carries out the activity in different profile structures of the UN.
Speaking of the project of intensification of national trade potential, which was developed together with the UNDP, the Head of the State gave instruction for the improvement of the mechanisms of development of foreign economic relations, attraction of investments and know-hows.
It was highlighted that trade policy of Turkmenistan has to be formulated following comprehensive vision of the country’s development.Having noted the importance of cooperation with international financial and economic structures including with profile structures of the UN, the President outlined number of important subjects for further promotion of work in this direction.
Summing up the session, the President of Turkmenistan focused the attention of the members of the Government of coming utmost objectives.Having noted that glorious ahalteke horses take special place in life of Turkmen people, the Head of the State addressed relative officials with number of assignments on organization of the event planned on occasion of National Turkmen Horse Celebration of high level.
The President highlighted that this year, which is marked by the chairing of Turkmenistan in the CIS and the IFAS, the life of the country is full with important political events.
In this context, it was ordered to provide high level of the events planned under this event as well as those, which are dedicated to the support of international proposals made by our country.
The Head of the State focused on comprehensive preparation to the first Caspian Economic Forum, which was initiated by Turkmenistan, in August.Other subjects of the state life, on which relative decisions were made, have been reviewed at the session.
