Two-day seminar dedicated to innovations in rational use of water and energy resources has started work in the office of the UN Reginal Centre of Preventive Diplomacy for Central Asia.
Representatives of profile ministries and departments of Central Asian states, GIZ and USAID were the participants of the training.Specialists from Great Britain, Canada, Russian Federation presented reviews of the world practice in this sphere as international experts.
Review of capabilities of establishment of targeted working group under the UN coordination for implementation of water and energy cooperation in Central Asia on systematic base, discussion of subjects related to mechanisms of cooperation of the states of the region in this direction, development of relative legal and contractual framework, active application of innovative water saving technologies were the main goals of current meeting.
Constructive position and steadfast measures taken by Turkmenistan for study and adoption of international practice in solution of water issues were reflected in the ratification of the UN Framework Convention on Climate Change, the Kyoto Protocol and the Paris Treaty.
By this, our country demonstrates its innovative approach in solution of objectives for environment protection and prevention of the climate change.In addition, the Resolution on cooperation between the United nations Organization and the International Fund for Saving of Aral Sea initiated by President Gurbanguly Berdimuhamedov was adopted at the 85th session of the 73rd UN General Assembly on May 28 by full consensus.
On September 23, the President signed the Resolution, having approved National strategy for Climate change in new edition, for strengthening of legal base of the government policy in environment protection sphere, which defines the main directions of activity for prevention of climate changes and mitigation of negative impact as well as for fulfilment of international legal documents, which our country participates in.
The seminar is also aimed at the exchange of regional practice of implementation of water saving technologies, supporting joint beneficial decisions, acceleration to transit to innovative ways of equipment and facility base of profile structures of Turkmenistan, Afghanistan, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, implementation of advanced technologies while using internal lakes and transboundary waterways.
The participants of the seminar noted that development of friendly goodwill relations with the states of Central Asia is one of priority vectors of foreign course of neutral Turkmenistan.
Specific and effective measures are taken for development of solutions of urgent regional issues, including those related to the management and rational use of water resources.During the recent visit of the President of Turkmenistan to Uzbekistan, the Head of the State again presented the position of our country, having noted that review and solution of water problems have to be carried out on the base of recognized standards of international law, respect of interests of all states in the region and with participation of specialized international organizations.
At the same time, it was also mentioned that two countries have positive experience in solution of water management problems and have established practice of regular meetings of profile specialists.
The Foreign Minister of Turkmenistan will host multilateral consultations for development of the UN Special Programme for the countries of Aral Sea region on December 18.
