President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where priority subjects of the state life were reviewed.Having announced the agenda, the President gave floor for report on the activity of financial and banking sector to Deputy Chairman of the Cabinet of Ministers B.
Hojamammedov.The Vice Premier informed on the project of the Programme of improvement of employment system of the youth graduated from Turkmenistan and foreign state universities as well as on action plan for its implementation.
Summing up the report, Turkmen leader noted that achievement of high-level of employment of young generation is one of the main objectives of macroeconomic policy.Currently, the country has basic network for training of specialists required in different fields on national economy as well as specialized education institutes.
Implementation of integrated measures for employment of young specialists stipulated by the above-mentioned Programme will allow completely satisfying personnel requirements of national economy branches, the President highlighted, having addressed some specific instruction to the Vice Premier.
Having signed the Resolution on establishment of Interdepartmental commission for employment of young specialists and approved its composition, the Head of the State stressed the attention on the importance to hold under control the fulfilment of the provisions of this document.
Deputy Chairman of the Cabinet of Ministers M.Babayev reported on the work for further improvement of legal and regulatory base of oil and gas branch including on drafting of the document on regulation of protection zones of the main pipelines.
This document developed in accordance with the Law of Turkmenistan On the Main Pipeline Transportation regulates the establishment of protection zones along the routes of the pipelines transporting oil and petroleum products, natural and liquefied gas.
It stipulates the complex of relevant activities aimed at protection of the environment, safe operation and protection of the pipelines and prevention of possible accidents.In particular, it is prohibited to have agricultural fields, build houses, roads, etc.
on the territory of protection zones.Having highlighted the importance of this subject, President Gurbanguly Berdimuhamedov ordered the Vice Premier to study in details the world practices in project planning, construction and operation of the main oil and gas pipelines and provision of ecological safety.
It is necessary to establish an efficient system of control for the condition of energy transport communications by maximum use of advanced technical developments including electronic sensors and other specialized equipment, the President emphasized.
Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on seasonal agricultural works in the country.It was mentioned that at present, ploughing and levelling of the lands are carried out in the regions and seeds and equipment are prepared for the coming sowing campaign.
Specialized teams including service technicians and other specialist are made in etraps and farmers associations for service of agricultural equipment involved in sowing works.Draft Resolution on allocation of 760 000 hectares of land for winter crops and production of 1 600 000 tons of grain was presented to the Head of the State for review.
Having signed the Resolution, President Gurbanguly Berdimuhamedov gave number of specific assignments for the execution of the document to the leaders of agricultural complex.The Head of the State noted that all conditions are made in the country for productive work of the agrarians.
Now, the grain growers face a responsible time of winter crops sowing, the Head of the State has said, having highlighted that it is important to carry out the sowing, which lays the basis of future harvest, on a tight timetable with adherence to all agro technical standards.
Having focused on number of current issues for further development of agrarian sector, the Head of the State requested the Vice Premier to expedite the development of Land Cadastre of agricultural fields, the President of Turkmenistan has said that it is necessary to use modern technologies including the data of remote sounding of the Earth from national satellite.
Generally, it will enhance the improvement of efficiency of agricultural production and effective solution of organizational issues.Having noted the importance of expediting of the reforms in agricultural complex, the President gave number of specific assignments to the Vice Premier.
Deputy Chairman of the Cabinet of Ministers M.Aydogdiyev made report on waste management of catalytic wire meshes made of platinum group metals and used by Maryazot Production Association of the State Concern Turkmenhimiya as well as on production of new wire meshes.
The Vice Premier also reported on the measures undertaken by the State Concern for provision of domestic agricultural producers with necessary amount of mineral production.Having listened to the report, President Gurbanguly Berdimuhamedov noted that chemical industry, being one of the strategic sector of national economy, has the priority for successful development of agriculture and creation of food abundance in the country.
Timely provision of the farmers with quality mineral fertilizers in necessary volumes is the guarantee of high future yields.In this context, the Leader of the Nation, having emphasized the objectives of chemical industry for increase of production volumes of mineral fertilizers, brought the attention of the Vice Premier on taking of all necessary measures for their achievement.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev made report on the activity in construction and energy complexes as well as in communal services sphere.The Vice Premier also reported on construction of new car parkings for optimization and regulation of road traffic and expansion of parking places in the capital. 615 car parkings for 88 139 vehicles were opened in Ashgabat where 34 multilevel and 249 open parking and 332 parking are located in the basement of high-rise buildings. 8 hectares vehicle parking for 759 cars was built in the northern part of the city on Ashgabat Dashoguz highway. 1258 vehicle parking was built on 12 hectares of Ashgabat Mary highway. 14 400 vehicle car parking was built in the western part and 1400 vehicles parking was built in Ak Bugday etrap, Ahal Velayat.
Besides, 42 car parking for 21 294 vehicles were built in Berkararlyk, Kopetdag, Bagtyiyarlyk and Archabyl etraps of the capital.President Gurbanguly Berdimuhamedov noted that intermediate parking zones are to relieve transport system of the capital.
It is necessary to make all conditions at such parking so drivers form other cities would be able to leave their vehicles at the entrance to the city and easily go to any place of the capital using public transport.
All motorists in Ashgabat have to be provided by parking space in order for the vehicles not to crowd up in the yards of living estates and curbs making traffic difficult and making negative impact on the environment and people, the Head of the State said, having requested D.
Amangeldiyev to analyse the organization of permanent parking taking into account growing number of the vehicles in the capital.Deputy Chairman of the cabinet of Ministers O.Gurbannazarov reported on the work of trade complex and participation of entrepreneurs in implementation of the programmes of social and economic development as well as in preparation of lower organizations and departments to V Asian Indoor and Martial Arts Games.
In this context, the Vice Premier reported on the measures for improvement of quality of services of the residents and guests of the capital, expansion of variety of trade services and organization of shopping outlets in the Olympic village of the capital.
President Gurbanguly Berdimuhamedov requested O.Gurbannzarov to solve on time the issues of involvement of necessary personnel and technical aids of trade and catering organizations.It is important to explain the rules of trade, improvement of service quality and cultural level of service of the guests and sportsmen at the enterprises of the branch during Ashgabat 2017 Games, the Head of the State has said.
Deputy Chairman of the Cabinet of Ministers A.Garajayev reported on the activity of the structures under his supervision, preparation of cultural programme planned during the Games as well as on organization of TV song contest Yanlan, Diyarym!.
Having listened to the report, President Gurbanguly Berdimuhamedov pointed the attention of the Vice Premier on high level organization of all planned events and international forums, which are to be aimed at the development of national art, satisfaction of cultural requirements of the population and in general, on formation of positive image of our country in the world.
The President noted that the events on occasion of the coming Asian Games have to enhance popularization of modern achievements of our state in different fields and addressed number of specific assignments for provision of high level of cultural actions during continental sports forum to the Vice Premier.
Reporting on the situation in the spheres under his supervision, Deputy Chairman of the Cabinet of Ministers S.Toyliyev informed on the elaboration of the State programme of the development of social and humanitarian sciences in Turkmenistan.
The purpose of this programme, which was elaborated by the request of President Gurbanguly Berdimuhamedov, is the research and scientific analyses of the basis of comprehensive development of the state and society, home and foreign policy of neutral Turkmenistan, study of different aspects of economic, social and cultural spheres, important milestones national history, training of qualified specialists as well as thematic monographs, methods, learning guides, etc.
In this regard, the draft of relative Resolution was presented for review to the President of Turkmenistan.Having highlighted that solid scientific base meeting the time demands is one of the key factors of the state and social progress, successful implementation of all planned large-scale reforms, President Gurbanguly Berdimuhamedov signed the Resolution on adoption of the State Programme of the development of social and humanitarian sciences, having requested the Vice Premier to provide proper control for its steadfast implementation.
Deputy Chairman of the Cabinet of Ministers B.Annameredov reported on preparation to five-sided joint session of the leaders of the ports of the Caspian states in Avaza National tourist zone on October 13 14.
After listening to the report, President Gurbanguly Berdimuhamedov highlighted that the development of international economic relations and foreign trade of Turkmenistan determines the volume growth of cargo traffic, serving which the role of all existing and new large transportation hubs rapidly built in the country including modern Turkmenbashy International Sea Port as strategic element of transport system of the country is systematically increased.
The volumes of trade between the Caspian states are already expressed in large indicators, however there are all opportunities for considerable increase of economic cooperation.In this context, the President of Turkmenistan ordered to hold planned joint session of the ports administrations of the Caspian states on high organizational level and gave specific instructions of this account to the Vice Premier.
Speaking of the establishment of perfect communication system meeting international standards and providing the quality of information communication, the Head of the State pointed the attention on the reasonability of launch of the second national satellite.
In this context, President Gurbanguly Berdimuhamedov highlighted that Turkmen specialists, the personnel of National Space Agency under the President of Turkmenistan have important objectives for improvement of professionalism of the staff and requested the Vice Premier to provide coordinated work of all system of satellite communication in the country.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov who reported on the coming 5 session of Turkmen Pakistan Intergovernmental commission.
Having listened to the report, President Gurbanguly Berdimuhamedov emphasized that consolidation and expansion of constructive partnership with neighbouring states of Asian region including the Islamic Republic of Pakistan is one of the key vector of foreign course of neutral Turkmenistan.
The Head of the State noted that bilateral relations are successfully developed in all spectrum.There is considerable potential, which implementation meets the objectives of common prosperity, for further activation of productive trade and economic relations.
Speaking of this, the President mentioned that traditional cooperation in humanitarian sphere, science, education and culture, are integral component of interstate dialog.Chairperson of the Mejlis A.Nurberdiyeva informed the Head of the State on the activity of national Parliament for further improvement of legal and regulatory base of the country.
It was informed that number of new legislation documents, which are to support further advancement of Turkmenistan in social and economic transformation and democratic reforms, are to be submitted at the next session on August 26.
Deputies also carry out the work for explanation of adopted laws and other legislation acts.Having listened to the information, the President of Turkmenistan highlighted the attention on the subjects of further improvement of domestic legislation base under large-scale changes expanded in the country according to universal standards and norms of international law.
Having noted that communication with electorate as well as with the local administration bodies and non-governmental organizations is one of the main duties of the parliamentarians, the President emphasized the necessity of efficient realization of their authorities by the deputies, active participation in the work for upbringing of young generation and propaganda of healthy life style.
Other issues of the state life, on which appropriate decisions were taken, were reviewed at he session of the Cabinet of Ministers.
