On January 14, President Gurbanguly Berdimuhamedov, who has come on a working trip to Lebap region, held offsite extended session of the Cabinet of Ministers in the Ruhiyet Palace. Life activity of the State have been reviewed and drafts of some documents have been reviewed at the session.
In the beginning, Speaker of the Mejlis G.Mammedova has informed about activity of National Parliament for further modernization of legal and regulatory base of the country as well as on explanatory and propaganda work of the deputies on sites.
Based on proposals received to the Cabinet of Ministers from profile ministries and departments, the main directions of further law-making activity of the Mejlis are determined.
The Working Plan provides the improvement of legislation in the sphere of protection of rights and freedoms of the citizens, strengthening of legislation and public order, improvement of social and life level of the population.
The Parliament plans to develop and adopt big number of laws related to foreign policy of our state, efficient use of investments, implementation of scientific and technical achievements to the branches of national economy, development of entrepreneurship and state and private partnership, science, education and culture, health care, physical culture and sports, natural protection.
Preparation to the elections of the members of the People’s Council of National Assembly of Turkmenistan is continued, number of legal and normative acts and provisions related to organizations of this campaign has been approved.
President Gurbanguly Berdimuhamedov has focused attention of the head of National Parliament on the necessity to continue law-making activity taking into account the priorities of the state development at modern stage as well as recognized standards of international law.
Further, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov has reported on the outcomes of working trip of Turkmen delegation to the Islamic Republic of Afghanistan on January 8 9, 2021, which was targeted at the discussion of further development of bilateral relations.
Number of constructive talks has been held with high-rank officials of Afghan government in Kabul. In particular, political consultations have been held, which resulted in the adoption of the program of cooperation between the Foreign Ministry of Turkmenistan and Foreign Ministry of the Islamic Republic of Afghanistan in 2021 2022.
In addition, the 6th session of Joint Turkmen Afghan Working Group on security, on which relative protocol was signed, has been held.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that development of constructive cooperation with Afghanistan is among priority vectors of foreign course of Turkmenistan.
In this regard, President Gurbanguly Berdimuhamedov has given number of relative instructions on comprehensive implementation of joint projects to the Vice-premier, the Foreign Minister.
Deputy Chairman of the Cabinet of Ministers M.Mammedova has reported on the situation in the structures under her supervision, cultural events planned in January on occasion of the opening of social and cultural facilities in the context of slogan of the year “Turkmenistan Home of Peace and Trust” and on realization of the program of events on occasion of the 30th anniversary of the Motherland’s independence.
The Vice-premier has presented the Draft Resolution on abolition of the post of Deputy Editor-in-chief of some newspapers to the Head of the State for review.
Summing up the report, President Gurbanguly Berdimuhamedov has highlighted special role of cultural sphere and mass media in introduction of the world community with the achievements of the country and ordered the Vice-premier to provide high level of all cultural events, which are held in 2021 under slogan “Turkmenistan Home of Peace and Trust”, and events on occasion of the 30th anniversary of the country’s independence, which have to become an expression of creative energy of the epoch of might and happiness.
Having signed the presented document, the Head of the State Gurbanguly Berdimuhamedov focused on special importance of steadfast improvement of activity of mass media in the context of objectives of national journalism sphere at modern stage.
Further, Deputy Chairman of the Cabinet of Ministers G. Mushikov has reported on re-structuring and amendment of staff table of the central offices of municipalities of the regions and Ashgabat.
It was informed that relative works are carried out under the Concept of development of digital economy of Turkmenistan in 2019 2025 and fulfilment of the assignments of the Leader of the Nation on introduction of digital systems to the economy and making of the electronic database system.
In this regard, it was reported on work for institution of the Information Security and Digital Technologies department in the structure of the regional and capital’s municipalities, which would consist of three personnel according to staffing table.
The Vice-premier has also presented the proposal on re-organization and change of name of some departments in the regional and capital’s municipalities and institution of the position of the layer to the Head of the State for review.
Summing up the report, the President of the country has noted that it is necessary to optimize management structure of all establishments under conditions of rapidly developing market relations for successful operation and improvement of competiveness of the facilities.
Having generally approved the proposals in this direction, the Leader of the Nation demanded to accelerate the rates of planned works.
Certain relations of President Gurbanguly Berdimuhamedov was related to the provision of strict control of timely completion of the events specified in the Concept of digitization and Program of social and economic development of the country in 2019 2025.
Further, Deputy Chairman of the Cabinet of Ministers M. Meredov has reported on the situation in the sphere under his supervision and work for further improvement of activity of oil and gas complex.
Draft Resolution of approval of the volumes of petroleum products for local consumers of Turkmenistan in 2021 has been presented to the head of the state for review.
President Gurbanguly Berdimuhamedov has noted the importance of steadfast increment of production and processing volumes of oil and natural gas, production of various petrochemical commodities and expansion of its varieties.
The Head of the State has ordered to activate work for implementation of energy saving technologies to the branches, to hold under permanent control the realization of major infrastructural projects, which are intended to strengthen export potential of energy sphere facilities.
Having signed the above-mentioned Resolution, the President of the country has requested the Vice-premier to provide proper fulfilment of its provisions.
Deputy Chairman of the Cabinet of Ministers Sh. Durdliliyev has reported on the situation in the spheres under his supervision, in particular on work for expansion and modernization of the power energy and chemical industry.
It was reported about one of three important current events of today the coming opening ceremony of new power line, to the Head of the State.
The Vice-premier has also informed about measures for establishment of production of new chemicals, which are required by agricultural complex.
It was informed that is is planned to arrange the production of fine Sulphur powder with output capacity of 20,000 tons at S. A Niyazov Turkmenabat Chemical Plant using modern technologies.
Having listened to the report, President Gurbanguly Berdimuhamedov noted the importance of increment of volumes and variety of chemical production made in the country, which is on high demand in local and foreign markets.
In this regard, the Vice-premier was requested to elaborate in details technical rearmament of the facilities of national chemical industry and establishment of production of new required goods based on rich local resources.
Speaking of the coming opening of the power line, the Leader of the Nation has highlighted that Turkmenistan would continue taking measures aimed at social and economic restoration of the neighboring country.
Involvement of Afghanistan to realization of big energy, transport and communication projects as an equal partner is the main factor in provision of security and stable development in Central Asia, President Gurbanguly Berdimuhamedov highlighted, having requested the Vice-premier to provide strict control of works in this direction.

Continuing extended session, Deputy Chairman of the Cabinet of Minister B. Ovezov has reported on change of organizational and legal structure of Derýaýollary Production Association and transformation of it to joint stock venture. Türkmendeňizderýaýollary Agency, Turkmenbashy International Seaport and Maritime Commercial Fleet Closed Joint Stock Venture will be the founder of Derýaýollary Joint Stock Venture.
Having listened to the report, President Gurbanguly Berdimuhamedov has noted that large-scale work is carried out in the last years for development of transport corridors, which supports the establishment of Turkmenistan as an important transit hub of the continent.
In this context, the President of the country has pointed out the modernization of profile infrastructure and introduction of the latest technologies.
At the same time, the Leader of the Nation has focused on strict control of improvement of services in the sphere of passenger and cargo transportation by all modes of transport and provision of modern communication means.
Having stopped at the issues of privatization of the structures of transport sphere, the Head of Turkmenistan highlighted that economic effect from privatization of the state-owned property is to support further promotion of progressive reforms in the country.
Having noted the importance of fulfilment assignments of the utmost objectives in this direction, Leader of the Nation Gurbanguly Berdimuhamedov requested the Vice-premier to put all efforts for realization of all plans.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on work for reconstruction of trade and production facilities in Lebap Region.
The Vice-premier has reported that Lebap Regional Association of Consumer Societies under the Ministry of Trade and Foreign Economic Affairs plans to build 10 modern shops.
In particular, reconstruction of Central Market in Turkmenabat as well as modernization of big shops in Charjew, Dyanew and Farap districts and opening of modern markets are planned in 2021.
In addition, it is planned to open the facility for production of pasta as well as plant for fruit and vegetable conservation at production facilities located in industrial area of Turkmenabat.
Having listened to the report, President Gurbanguly Berdimuhamedov has noted that trade sector is among the leading branches demonstrating advanced positions and achievements of national economy in the conditions of transit to market relations.
Having pointed out the necessity of provision of high quality, expansion of variety of production, further development of service and marketing sphere not only in the capital but in the regions as well, the Leader of the Nation addressed the Vice-premier with specific instructions, having ordered to provide control of the fulfilment of planned activities for reconstruction of trade and production facilities in Lebap Region.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov, who reported on work for preparation to the celebration of the 300th birthday anniversary of great philosopher and poet Magtumguly Fragi.
It was mentioned that number of events is planned in coming anniversary of outstanding classic of Turkmen literature in 2024.In particular, it is planned to open special internet portal dedicated to life and creative activity of famous philosopher and poet of XVIII century for deep study and wide popularization of the richest literary heritage of Magtumguly Fragi, which is a part of golden treasury of humanity, to the world.
It is worth to mention that poetic collections of Magtumguly have been translated to many languages of the world including to Turkish, Russian, English, Azeri, Arabic, Armenian, Belarus, Kazakh, Uzbek, Tajik, Georgian, Ukrainian, Chinese, Japanese, Romanian and other languages in the last years.
The Vice-premier has informed that it is planned to create the Encyclopedia of Magtumguly Fragi using modern digital technologies, which would include all information about the poet, to prepare the Collection of Magtumguly Fragi in digital and printing format, to translate the poems of Magtumguly Fragi to different languages and to present these poems, to conduct book exhibitions, art sessions, and prepare scientific and research works.
It is planned to study and popularize literary heritage of the poet and philosopher on the world level in cooperation with international organizations. For this purpose, it is planned to conduct International Scientific Conference in 2024.
The Vice-premier has addressed the Head of the State on the subject of development of the draft of relative Resolution on wide celebration of the coming 200th birthday anniversary of philosopher and poet Magtumguly Fragi on international level.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted an exclusive importance of work for thorough study of 1,000 years old cultural heritage of the ancestors, in which creative work of poet and thinker of the East Magtumguly Fragi, which is a recognized founder of Turkmen classic literature is a true pearl by right.
Noting the importance of coming events, the Leader of the Nation has requested to establish organizational committee for preparation to the celebration of remarkable date for conduct of planned events of high level.
The Leader of the Nation has noted that Magtumguly Fragi Monument, which is under construction in the Kopetdag foothills, would be another symbol of deep respect of the richest art heritage of great Turkmen poet and thinker by current generations.
Today, after the centuries, the poetic lines of the great son of Turkmen nation, who urges to love the Motherland, to unity and fraternity, do not lose their currency and find response in every heart.
Paying tribute to true patriot of native land, to the brightest presenter of thoughts and dreams of many generations of Turkmen people, we have to organize the events in honor of the 300th birthday anniversary of the poet on high level and to introduce his works to wide international society, the Head of the State said, having given instructions for establishment of organizational committee to the Vice-premier.
Further, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev gas reported on preparation to spring field works in the regions as well as on care of the winter crops.
Having listened to the report, President Gurbanguly Berdimuhamedov gave specific instructions to the Vice-premier on realization of development programs of agricultural complex and reforms in this sphere.
The Head of the State has noted the importance of works carried out in the fields these days, which make the foundation of future rich harvest of wheat, cotton and other agricultural crops and ordered to provide their full compliance with agricultural requirements.
The Vice-premier has received instructions on further development of livestock farming, increment of production volumes and expansion of variety of agricultural production made in the country.
Further, the floor was given to Head of Lebap Region Sh.Amangeldiyev who reported on the situation in the eastern region.President Gurbanguly Berdimuhamedov has addressed the Governor with certain instructions for development of social and economic conditions of the infrastructure and improvement of social and living conditions of the population of the region, compliance with quality of construction works at the facilities planned to be opened on occasion of the 30th anniversary of Turkmenistan’s independence observed this year.
Some other issues of the state life, on which relative decisions have been made, were reviewed at the offsite extended session.Finishing the session of the Cabinet of Ministers, Head of the State Gurbanguly Berdimuhamedov has congratulated all on the opening of the facilities, which would be written in the history of Turkmen Afghan friendship and wished strong health and big success in work for further prosperity of the Motherland to all.
