President of Turkmenistan Gurbanguly Berdimuhamedov has held extended video conference session of the Cabinet of Ministers of Turkmenistan with participation of the heads of the region and Ashgabat. Issues related to implementation of the economic course of the country have been reviewed at the session.
Having opened the session, the Head of Turkmenistan gave floor to Deputy Chairman of the Cabinet of Ministers of Turkmenistan G. Mushikov who reported on the situation in the departments under his supervision.
Fulfillment of the assignments of the President of the country for strengthening of efficient cooperation with competent international and regional financial structures, attraction of foreign investments and support of local Turkmen producers was a separate subject of the report.
The vice-premier has presented the proposal of the Islamic Corporation for the Development of the Private Sector (ICD) on allocation of 10 million US dollars for investment to small and medium entrepreneurship during COVID-19 pandemic.
These resources are planned to send through the State Bank for Foreign Economic Affairs to the projects aimed at improvement of entrepreneurship activity in various branches of the economy, increment of types and volumes of goods produced by small and medium facilities, growth of their competiveness in foreign markets and opening of additional work places.
First of all, these measures would support to increment of production of import substitutive and export oriented commodities, the Head of Turkmenistan summed up.
Having approved the proposal presented by the vice-premier, the President of the country gave certain instructions for provision of strict control of targeted use of resources allocated by the ICD.
Deputy Chairman of the Cabinet of Ministers M. Meredov has reported to Head of the State Gurbanguly Berdimuhamedov about international conference “Cooperation in Energy Sphere Important Term of Global Sustainable Development”, which s planned to be held on December 1 in online mode.
The agenda of the forum will include subjects dedicated to activation of cooperation in this sphere, implementation of energy diplomacy of Turkmenistan as well as to transnational pipelines, which are important aspect of stable development and energy diplomacy.
During international video conference session, it is planned to hold number of meeting between the officials of oil and gas complex with representatives of foreign companies.
The President of Turkmenistan has ordered the Vice-premier to provide high organizational level of the conference, which is to become an open ground for discussion of current issues of cooperation in oil and gas sphere and to support attracting innovative technologies and additional investments to the country.
Further, Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on fulfilment of instructions given by the Head of the State before, having highlighted current construction of big production, social and cultural facilities, which opening is timed to the 30th anniversary of Turkmenistan’s independence.
Having listened to the report, the President of the country has ordered the vice-premier to hold under permanent control all matters related to compliance with quality and completion of all works at all anniversary facilities and their uninterrupted provision.
Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on the opening of new national electronic mail and messenger programe as well as on definition of their name.
The vice-premier has reported that specialists of Türkmentelekom developed the software for new modern national electronic email and test it at the present time,
For fulfilment of set objectives for introduction of digital economy, the specialist of Altyn Asyr Closed Joint Stock Venture have launched the first in the country national system of exchange of online messages the messenger program and its mobile application.
Using the internet, the mobile software allows exchanging text messages, to participate in group chats, having video talks as well as sending and receiving files.
Summing up the report, President Gurbanguly Berdimuhamedov has highlighted that at present time, Türkmenaragatnaşyk Agency makes an important work for promotion of digitization and provision of operation of intellectual networks.
The President of the country has demanded to accelerate the rates of works for launching of new national electronic mail and messenger program, having given number of certain instructions to the vice-premier in this direction.
Leader of the Nations has given relative assignment for modernization and diversification of profile infrastructure, application of advanced equipment and innovations in communication sphere to heads of the capital’s and regional administrations.
In his turn, Deputy Chairman of the cabinet of Ministers Ch. Gulyjov has reported on preparation and organization of international exhibition timed to the 25th anniversary of Turkmenistan’s neutrality.
The vice-premier has reported that the review is aimed at wide demonstration of the achievements of the country in all directions. In this regard, it is proposed to use modern interactive multimedia technologies.
During the exhibition, it is planned to hold scientific and practical conferences and video conference session, round tables, presentations by the outcomes of which documents on bilateral cooperation would be singed.
Having presented the draft of working program of international forum to the Head of the State for review, the vice-premier proposed to organize demonstration of the achieved success and perspectives of further development on December 1 10.
Having approved the work for preparation to coming events and international exhibition, the Leader of the Nation requested to activate work in this direction and addressed specific assignments to the vice-premier.
The President of the country has also requested the head of Ashgabat’s administration and leaders of the regions to prepare thoroughly to planned events, having provided their high organizational level and addressed number of relative instructions for demonstration of high levels achieved by the regions.

Opening of range of social, cultural facilities and residential buildings are planned on the threshold of International Neutrality Day.
International conference “Policy of Neutrality and its Importance in provision of global peace, security and sustainable development” as well as the concert of art masters and cultural personnel will be held on the holiday on December 12. Certain events are also planned on occasion of professional holiday of personnel of oil and gas industry and geology.
Having listened to the report, President Gurbanguly Berdimuhamedov ordered to provide high level of all events and international cultural actions in honor of the 25th anniversary of Turkmenistan’s neutrality as well as all planned events in December. The Head of the State has also pointed out the necessity to start preparation to the 20th anniversary of the Motherland’s independence next year.

It was mentioned that inclusion of Ancient Merv, Kunyaurgench and Parthian fortresses of Nisa to the UNESCO World Heritage List as well as Gyorogly destan, song and dance art of Kushtdepdy and Turkmen national carpet art to the Representative Intangible Cultural Heritage List is a visual confirmation of efficient partnership of our country with this competent international organization.
All of these is a visual evidence of the triumph of large-scale cultural and scientific diplomacy pursued by President Gurbanguly Berdimuhamedov for the sake of peace and global wealth.

In this regard, special land funds for cultivation of agricultural crops are made for fulfilment of the instructions of President Gurbanguly Berdimuhamedov.
At the same time, care of the fields under wheat is continued in the regions according to agricultural and technical standards. Picking of cotton remained in the fields and preparation of agricultural equipment to coming sowing of cotton next year are carried out.
Harvest of vegetables and cucurbitaceous crops, which have been planted this autumn, their storing and sale to the population are carried out in the regions for fulfilment of objectives set by the Head of the State for increment of production volumes of vegetables, fruits and cucurbitaceous crops as well as reduction of import of these products.
At the same time, works for increment of lands for sowing of potato and other vegetable crops are continued. Harvest of sugar beet is ongoing in Balkan and Mary Regions.
Addressing vice-premier E. Orazgeldiyev and heads of the regions, the President of Turkmenistan has noted that responsible time has come for agricultural personnel - agricultural works, which high level would support the production of good harvest and provision of food abundance, Leader of the Nation Gurbanguly Berdimuhamedov noted, having ordered to hold these works under strict control.
The Head of the State has noted that special attention has to be paid to water use, improvement of productivity of crops, development of new lands, wide implementation of water saving technologies using the practice of other countries in this sphere.

The Head of the State has noted that it has been 25 years since the United Nations General Assembly has adopted the Resolution in international recognition of the status of permanent neutrality of Turkmenistan.
The past period has visually demonstrated the efficiency of foreign strategy of our country, its compliance with long-term interests of the world community. It is also visually confirmed by the adoption of new Resolution of the UN General Assembly in June 2015 about neutral status of the country.
Having highlighted the subjects of celebration of the anniversary and its historical significance, Leader of the Nation Gurbanguly Berdimuhamedov ordered the vice-premier, Foreign Minister to take necessary measures for organization of International Conference and all coming celebration events on high level.
Further, Speaker of the Mejlis G. Mammedova has informed about work for modernization of national legislative base and implementation of decisions of the People’s Council.
Number of legal documents regulating public relations in various spheres of the country’s life have been adopted during regular session of the Mejlis. The deputies work with the population for explanation of the meaning and content of the documents.
Improvement of existing legal base and development of new bills are continued for legal support of objectives followed from the decisions of the People’s Council and based on proposals of relative ministries and profile departments taking into account the policy of President Gurbanguly Berdimuhamedov and aimed at further economic, political and cultural development of the state.
Developing international and inter-parliamentary relations, representatives of the Mejlis have taken part in various events held by structural divisions of the UN in online format.
