President Gurbanguly Berdimuhamedov has taken part in groundbreaking ceremony of new energy facilities at Turkmenbashy Refinery Complex.
Gas turbine energy facilities, which are to be built at Turkmenbashy Refinery Complex, are designated to provide reliable provision of new facilities, which are under construction according to the Programme of development of oil and gas industry of Turkmenistan until 2030, with electricity.

Making a speech in front of the participants, the President has congratulated all on the laying of foundation stone of facilities of Turkmenbashy Refinery Complex.
Our country has huge natural resources; big work is carried out for their efficient use.At present time.At present time, successful geological surveys for exploration of new oil and gas deposits and their production development are among the main objectives.
According to time requirements, special attention is paid to diversification of supplies of hydrocarbon resources to external markets, the Head of the State highlighted.
At the same time, advanced technologies are introduced into production; facilities are provided with modern equipment in order to increase the volumes and types of production, which is competitive in the world markets. Eco-friendly industrial branches are established in the context of comprehensive development of the country.
According to these objectives, Balkan Region is developed on integrated basis and becomes one of industrial centers of the country. Taking into account favourable geological and geographic conditions of the region, special attention is paid to implementation of big industrial projects designated for processing of natural gas.
Speaking of this, the President of Turkmenistan has brought polymeric plants in Kiyanly and Garabogazkarbamid plant, which were built at the cost of foreign investments, as examples.
The Head of the state noted further that according to the Programme of social and economic development of Turkmenistan in 2019 2025, industrial facilities of the country, including Turkmenbashy Refinery Complex, have big objectives. It includes the construction of new technological facilities and provision of their reliable work.
Following this, we launch the construction of two new gas turbine power stations with designed capacity of 70 megawatt/hr. and reconstruction of existing power station at Turkmenbashy Refinery Complex.
The facilities will be built by Turkish Çalik Enerji. The facilities will be provided with the most modern equipment made by the leading European companies and will put into operation with full readiness in 18 months.
In general, all of these is to provide uninterrupted and reliable supply of new facilities, which commissioning is provided by the above-mentioned programme, with electricity, the President highlighted.
Retarded coke and tar de-asphalting unit, which is currently under installation at the refinery complex, is one these facilities. The commissioning of the unit together with the depth of oil refining will increase the volumes of production of liquefied gas, gasoline, diesel fuel and petroleum coke as well as will open additional work places.
The Head of the State said that during implementation of such important projects, special attention is paid to compliance with ecological requirements and to innovative technologies. This is proved by relative certificates of competent international organizations, which were awarded to big industrial, oil, gas and chemical facilities, which were built together with foreign partners.
Current event has special importance. President Gurbanguly Berdimuhamedov highlighted that having become a state, which builds and creates, implements big projects, our country has entered the rank of dynamically and comprehensively developing countries of the world.
Despite complicated situation in the world, big projects, which are currently under implementation in Turkmenistan, modern facilities and buildings, which are built and put into operation, all of these is aimed at acceleration of rates of development of national economy and provision of prosperous and rich life of the nation.
Having again congratulated the participants on current event ground breaking ceremony of new facilities in the structure of Turkmenbashy Refinery Complex, the President of Turkmenistan wished strong health, longevity, new success in work to all.

In this context, new energy facilities are very importance especially for reliable provision of refinery complex as well as entire industrial sector of Turkmenbashy with energy.

Due to your far-seeing policy that supports the enhancement of transparency of the country for investors, Turkmenistan has become an example and achieved significant success in economic development including in oil and gas sphere, Vagit Alekperov said.
It was mentioned that Lukoil has gained advanced experience, knowledge and technologies including in development of Caspian offshore for the years of work ad is willing to cooperate in implementation of beneficial projects, which support the strengthening of industrial potential of Turkmenistan.
Having highlighted traditionally friendly character of relations between Russia and Turkmenistan, Vagit Alekperov wished success in versatile government activity for the sake of Turkmen people to President Gurbanguly Berdimuhamedov.
Further, a video, short presentation of production capabilities of Turkmenbashy Refinery Complex, which is one of the biggest industrial facilities of Central Asia and Caspian region, has been presented to the attention of the participants.
After receiving of independence, oil and gas industry of Turkmenistan has faced an important objective to provide the requirements of national economy in the main types of oil production and to arrange its export.
Taking these requirements into consideration, the programme of reconstruction and technical rearmament of Turkmenbashy Refinery Complex has been developed. It allowed enhancing the efficiency of production, establishing flexible and reliable system of processing of hydrocarbon materials, making of production competitive in the world markets.
Catalyst reforming unit with permanent regeneration of catalyst (CCR) and millisecond catalyst cracking units, lubricating oil plant have been built at Turkmenbashy Refinery complex under implementation of this large-scale programme.
In the result, Turkmenistan was the first of the CIS countries, which completely stopped the production of leaded gasoline, having significantly increased the production of high-octane vehicle fuel.
Construction of polypropylene complex, which uses liquefied gas received from the millisecond catalyst cracking unit, was the first step in establishment of national petrochemical industry.
Today, granulated propylene occupies one of the leading places in the list of products exported by petrochemical industry of the coastal region. It is bought by Russian, Japan, Turkey, Iran, Uzbekistan, Azerbaijan and other countries.
Major part of export is shipped by sea. For this purpose, special terminal for storage and shipment of polypropylene has been built in Turkmenbashy International Seaport.
In its turn, putting of the unit for production of hydro-treated diesel fuel, which has minimal Sulphur and nitrogen content, into operation at the leading petrochemical facility of the country has satisfied the requirements of national motor and tractor equipment, river boats with diesel fuel, which meets relative world ecological standards, and expanded export capabilities of Turkmenbashy Refinery Complex.
Leading world technology developers, which provide the production of high-quality commodity, big companies and banks of Japan, Germany, France, the Republic of Korea, USA, Turkey, Iran, Israel like Chiyoda, Itochu, Nissho Ivai, JGC, Technip, Hyundai Engineering, Edeliiyanu, UOP, Bassel, Merhav, Nichimen, Marubeni, Eximbank, JBIC, Deutsche Bank and other have been attracted to participation of the above-mentioned projects.
126.4 megawatt power station with three gas turbine from the world famous American General Electric has been built at the first facility of national petrochemical industry. Powerful transformers, power energy equipment have been supplied from Germany, France, Italy and other countries.
At the same time, initial oil refining units have been modernized, internal and external engineering communications have been reviewed, new tanks for storage of raw material and ready production, installation of jet fuel purification, automobile and railway terminal for shipment of liquefied gas have been built.
It is worth to mention that new units built at Turkmenbashy Refinery Complex supplements each other by wide application of waste free technologies for deep processing of oil, latest achievements in the world practice. This is indicated by big investment project accomplished by consortium of LG International Corporation and Hyundai Engineering Co. Ltd. (The Republic of Korea)
Units for production of high-octane gasolines, which meet international quality standards, have been built under the project. The component required for this process are extracted from vacuum processing of heavy fuel and liquefied gas.
Technological line for production of biaxial oriented polypropylene film has been installed at Turkmenbashy Refinery complex two year ago. The BOPP fill occupies leading positions among numerous synthetic and natural packing material moving away such competitors as cellophane, aluminum foil, polyamide and polyethylene.
Today, product range of Turkmenbashy Refinery Complex is represented by numerous petroleum commodities.It includes high octane vehicle gasolines A-80, A-92, A-95, jet fuel, technical and lighting kerosene, diesel fuels, wide variety of lubricating oils, liquefied gas, petroleum coke, road and construction bitumen, granulated polypropylene and other commodities sold via State Commodity and Raw Material Exchange of Turkmenistan.
At present time, works for construction of new installation of retarded coking and de-asphalting of tar are carried out.The main goal of the project implemented by consortium of WTL FZE (UAE) and Westport Trading Europe Limited (USA) is to process heavy remains of tar and heavy fuel oil based on technologies of Foster Wheeler.
The production capacity of the complex in 900,000 tons of product per year.
In addition to total petroleum coke, the unit will produce liquefied gas and components for production of gasoline.Light coke gasoil is also a raw material for the hydro-treated diesel fuel production unit, which will produce Euro-5 vehicle fuel.
In the meantime, heavy coke gasoil will be used as a raw material for catalyst cracking units at the refinery.
Kenar oil storage and shipment terminal located not far from Turkmenbashy is connected with Turkmenbashy Refinery Complex by pipeline network, which is used to deliver petroleum products to marine oil terminal.
From the terminal, the vessels of national fleet and other states carry the production for export. The terminal also has automated railway loading bay, which gives opportunity to load railway tank carriers and ship 3,850,000 tons of petroleum product including 1,800,000 tons of gasoline per year by the railway.
Protection of ecological wealth in coastal zone of the Caspian Sea taking into account Avaza National tourist zone and Hazar State Natural Preserve is an important aspect of technical rearmament of the first facility of national oil refining industry.
Comprehensive programme of natural protection measures includes scientific and research works on assessment of conditions and development of measures for cleaning of sea bays, rehabilitation of their natural and biological resources, disposal of oil sludge and saturated soil. Modern treatment facilities have been built, regular monitoring of air, water and soil is carried out at Turkmenbashy Refinery Complex.
Tender for development of technical and commercial specification of Conceptual Strategy of development of Turkmenbashy Refinery Complex and Seydi Refinery is exercised at the request of President of Turkmenistan Gurbanguly Berdimuhamedov.
Capabilities of Turkmenbashy Refinery Complex and Seydi refinery will be analyzed in details, perspective directions of their further development as well as optimum variety of petroleum product taking into account modern requirements and demands of the world markets will be defined.
In particular, it is planned to build technological facilities, which will provide the depth of oil refining up to 90 percent, at Turkmenbashy Refinery complex.It includes the complex of units for hydro-treatment of diesel fractions and gasolines, catalyst cracking and coking with hydrogen production block, catalyst cracking of heavy remains of oil processing as well as the unit for production of high-quality base technical oils.
After the video demonstration, students wearing national dress have come to the stage. At the request of children, Turkmen leader has signed a commemorative message to successors on occasion of current remarkable event, which was placed in special capsule.
After, the President of the country went to the place of construction of energy facilities of Turkmenbashy Refinery Complex.The moment has come and the Head of the State put special capsule with message addressed to future generations of Turkmenistan citizens under the foundation.
As per tradition, the Head of the State give symbolical start to the construction throwing first shovels of concrete to the base of the foundation of new facility.
Oil and gas industry is a leading branch of Turkmenistan’s economy having big reserves of hydrocarbon materials. According to the priorities of the government policy, significant resources are allocated for modernization and diversification of fuel and energy complex.

Upon the completion of the ceremony, President Gurbanguly Berdimuhamedov said warm goodbye to the participants and went to Turkmenbashy International Airport from where he left for the capital.
