President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where topical issues of the state life related to the coming important event were reviewed.The agenda also included the discussion of the objectives of the branches and the issues of social and economic development.
Deputy Chairman of the Cabinet of Ministers O.Gurbannazarov was the first to make a report on the outcomes of International Specialized exhibition EXPO 2017 in Astana and the exposition of Turkmenistan on it.
It was informed that this world forum, which started on June 10 under the slogan “Energy of the Future”, was dedicated to one of the most perturbing subjects of the world community.
National exhibition hall of our country demonstrating the ideas and solutions for renewable sources of energy and implementation of the “green econmy” principles was presented at this global review.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that demonstration of the successes achieved in national economy was the main purpose of Turkmenistan’s participation in the EXPO 2017.
Such forums serve as efficient ground for establishment of new contact, share of the experience in different spheres, the President said, having requested the Vice Premier to study the proposals received during international exhibition from foreign companies and to implement them in further development of trade and economic cooperation with foreign countries as well as in increase of export volumes of domestic goods.
Deputy Chairman of the Cabinet of Ministers M.Babayev reported in the measures for uninterrupted supply natural gas to domestic consumers in autumn and winter period.As it was reported generally by the country, 930 210 farms and 5 424 enterprises of industrial sector and social sphere are supplied in the country on contractual basis.
At present moment, the works for preparation to autumn and winter season are accomplished.The specialists of Türkmengazüpjünçilik and Türkmengazakdyryş of the State Concern Turkmengaz completed inspection, clean up and necessary maintenance of all gas systems and high, medium and low pressure gas lines.
Summing up the report, President Gurbanguly Berdimuhamedov again pointed the attention at the necessity of careful and rational use of natural resources.The Head of the State has ordered to hold under permanent control the process of implementation of modern energy saving technologies to production and social sphere.
The President highlighted that at the moment, modern enterprises are founded in fuel and energy complex like in all other spheres of national economy of our country, construction and commissioning of enterprises provided with high technology equipment from the world’s famous manufacturers are carried out.
After, Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on the course of seasonal agricultural works in the country, sowing of winter crops and cotton harvesting.
Having noted low rates of winter crops sowing and cotton harvesting, the President of Turkmenistan demanded the Vice Premier to take proper measures for improvement of the efficiency of important agricultural campaigns as well as for timely and quality completion of seasonal works.
Deputy Chairman of the Cabinet of Ministers M.Aydogdiyev reported on the work in industrial complex under his supervision, the information about the measures undertaken for provision of the enterprises of chemical industry with necessary raw materials for production of mineral fertilizers was given.
Drawing the attention on the importance of further development of domestic agricultural complex, the President noted that it is necessary to improve the activity of chemical enterprises.In this regard, the Vice Premier received specific instructions.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reported on the activity in construction and energy complex as well as in municipal service.He also reported on the fulfilment of the assignments given by the Head of the State for urban planning of the capital.
The Vice Premier presented the results of international tender for procurement of 15000 tons of aluminium sulphate (coagulant) required by the drinking water plants, which are under the jurisdiction of the Ministry of Municipal Services.
Having listened to the report, the Head of the State noted that it is necessary to take the measures for rational consumption of drinking water and renewal of the main funds of the enterprises of the branch, having addressed certain instructions to the Vice Premier.
Deputy Chairman of the Cabinet of Ministers B.Annameredov reported on the situation in the sphere under his responsibility.It was reported that the work for improvement of organizational and legal structure of number of the enterprises under supervision of the Ministry of Railroad Transport and establishment of Open Joint Stock Venture Turkmendemiryollary on its bas with funds contribution from the Associated Enterprise of Ashgabat section of the railroad has been carried out.
The President of Turkmenistan supported the proposal on establishment of Open Joint Stock Venture Turkmendemiryollary and requested the Vice Premier to tale necessary measures for detailed study of this subject.
Deputy Chairman of the Cabinet of Ministers A.Garajayev reported on the situation in the spheres under his supervision as well as on preparation of cultural events on the occasion of the opening ceremony of V Asian Indoor and Martial Arts Games.
Having listened to the report, President Gurbanguly Berdimuhamedov addressed the Vice Premier with specific instructions on activation of work in these directions as well as those related to organization and conduct of the events dedicated to the coming Games.
Deputy Chairman of the Cabinet of Ministes S.Toyliyev who spoke after reported on the situation in the spheres of health care, science, education and sports as well as on fulfilment of the assignments given by the Head of the States on organization of combustiological service.
It is planned to exercise and international tender to select the contractor for construction of Specialized Combustiological Centre in Ashgabat.President Gurbanguly Berdimuhamedov requested to analyse in details all subjects related to establishment of new institution, which has to meet an international status by work organization and personnel qualification.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov made report on preparation to the 72nd session of the United Nations General Assembly.It was noted that the development of cooperation with international structures including the UN, the partnership with which has special role, is the main direction of foreign policy strategy.
Reporting on the work in this direction, the Head of the MFA stated the priority positions of our country that would be presented during the forum of the United Nations in New York.
Support of universal peace, security and stability is outlined as the key vector of the activity of Turkmenistan during coming event.In this regard, it is proposed to attach special attention to consolidation of the efforts with the partners in the counteracting against the terrorism.
Particularly, our country stands for activation of multilateral partnership for achievement of the goals of Ashgabat Declaration adopted by the outcomes of the Central Asia the UN High-Level Dialog on implementation of the UN Global Counterterrorism strategy in the Central Asia.
Besides, Turkmenistan assigns an important role to preventive diplomacy and pays great importance to the activity of the UN Regional Centre for Preventive Diplomacy in the Central Asia.In this context, it will be proposed to review the opportunity of elaboration and adoption of the Resolution during the 72nd session of the UN General Assembly for support of the mechanisms of preventive diplomacy in solution of topical issues for provision of peace and security.
Activation of the work of the world community in provision of global cyber security taking into account modern realities of the world, which development is accompanied by breaking achievements in IT sphere, was also named among the main initiatives.
Further consolidation of the partnership for the achievement of the Goals of Sustainable Development will be the priority vector of the activity of our country in international arena.At the same time, it was noted that the main role in establishment of the base, which is necessary for efficient implementation of the GSD, would be given to the Scientific and Practical Centre established under the Institute of International Relations.
Highlighting the significance of sports as an important factor of sustainable development, Turkmenistan, resting upon the Final Declaration of International Sports Congress “2017 Asian Games: International Sports Cooperation and for Peace and Development” that was published as an official document of the 71st session of the UN General Assembly, will submit the proposals on organization of the 7th International Conference of Ministers and Leading Personnel responsible for physical training education and sports in our country under the UN aegis.
Following the provisions of the Global Agenda for sustainable development until 2030 and recognizing growing role of sports in expansion of rights and opportunities of the human, the President of Turkmenistan initiated the participation of Refugees’ Olympic team in V Asian Indoor and Martial Arts Games.
Taking this into account, the proposal on encouragement of valuable contribution of refugees’ Olympic team to consolidation of peace and security is to be made under the 36th session of the UN Assembly on Human rights in Geneva in September 2017.
Turkmenistan has defined the intensification of international economic cooperation as one of the most important directions of its foreign activity during the coming session of the UN General Assembly.
For this purpose, the priority will be given to the matters of the development of energy sphere and transport and communication systems.Thus, our state will propose an active support to implementation of the solutions on formation of new and intensification of the operation of existing international transport and transit corridors adopted by the initiative of Turkmenistan by the world community.
Having highlighted the importance of Ashgabat declaration adopted by the outcomes of the UN Global Sustainable Transport Conference in November of 2016, the Vice Premier informed that Turkmenistan suggests reviewing the opportunity of elaboration of the Resolution of the Development of communication between all transports for the achievement of the Goals of Sustainable Development at the 72nd session of the UN General Assembly.
Same like in previous years, cooperation in energy sphere, provision of sustainable and fair access to energy resources are one of the main directions of national strategy in foreign policy.
According to the Concept of Chairing of the Energy Charter Conference, our country takes integrated measures for activation of the process of the elaboration of international legal mechanism in sustainable energy during this year.
In the coming session, Turkmenistan will take an active part in the work for formation of organizational, legal, economic, technical and other conditions that are necessary for diversification of energy sources and routes of energy supply.
Initiative support of international partnership in ecological sphere is a special feature if foreign policy course of the country.During the session of the General Assembly, our country will also actively participate in international efforts for solution of important issues of environment protection, water resources management, prevention and mitigation of the natural and anthropogenic catastrophes consequences.
Taking into account the Charing of Turkmenistan in International Fund for Saving of Aral Sea ((IFAS), it is proposed to hold the summit of the heads of countries founders of the IFAS with participation of specialized international structures like the UN Development Programme (UNDP), the UN Environmental Programme (the UNEP), the UN Regional Centre for Preventive Diplomacy in the Central Asia in 2018. “We see the coming forum of the United Nations as an important stage in consolidation of international efforts for solution of the key issues of the present, assertion of the leading role of the UN in protection and consolidation of universal peace, stability and security, successful realization of the objectives outlined in the Agenda of sustainable development until 2030”, - President Gurbanguly Berdimuhamedov said.
Having highlighted the necessity of responsible and comprehensive approach toward the preparation of Turkmenistan participation in the forum, the Head of the State approved the composition of the Government delegation and gave number of specific assignments to the Foreign Minister.
Chairperson of the Mejlis A.Nurberdiyeva informed on the activity of national parliament for further modernization of legislative and regulatory base of the country.It was a;so informed on the work for preparation to organized conduct of the regular session of the Council of the Elders, through elaboration of its programme and relative documents.
President Gurbanguly Berdimuhamedov highlighted the importance of dynamic legislation work of national parliament for further successful accomplishment of the government social and economic programmes and projects.Speaking of the preparation of the regular session of the Council of the Elders, Turkmen leader highlighted that all conditions have to be made for its high-level organization.
After the Head of the State dwelt upon the subjects of Ashgabat 2017 Games.Coming V Asian Indoor and Martial Arts Games are to be an actual input of neutral Turkmenistan to the development of international Olympic movement and to promote the consolidation of friendly relations between the states and nations, to improve the prestige of our country in the world sports arena, President Gurbanguly Berdimuhamedov has said.
Addressing the participants, the President requested all structures involved in this process to work with maximum coordination.The details of each event including organization of opening and closing ceremonies, conducting of the competitions and their coverage by the media have to be worked out precisely, the Head of the State pointed, having instructed relative Prime Ministers to hold under strict control these matters.
Some other issues of the state life, on which relevant decisions were taken, were reviewed at the session of the Cabinet of Ministers.
