President, Supreme Commander of the Armed Forces of Turkmenistan, Army General Gurbanguly Berdimuhamedov held regular session of the State Security Council.
Outcomes of work of military and law enforcement agencies for nine months have been discussed, tasks for improvement of their activity as well as modernization of equipment and facility base of security forces have been specified at the session.
Minister of Defense B. Gundogdiyev has reported on practical measures for successful fulfilment of orders given by the Head of the State including objectives followed from the Military doctrine, which has exclusively defensive character, undertaken by the structures under his supervision for the period under review.
Making of conditions for proper retirement of military personnel who served their military duty from the Armed Forces and other forces and military agencies as well as for the next recruitment of citizens of Turkmenistan to military service was a separate subject of the report.
Having listened to the report, the Head of the State has focused on importance of improvement of activity of all military forces of National Army by active assimilation of the best world practice in this sphere, training of high-class professionals and responsible specialists.
Armed Forces of the country have to be a reliable stronghold of peace-loving policy, military and political strategy of Turkmen state with military doctrine, which has been developed taking into account neutral status of the country, as an ideological core, the President highlighted.
Following the utmost objectives of this program document, strengthening of equipment and facility base of military and law enforcement agencies will be continued, all necessary measures will be taken for improvement of life and service conditions.
Having noted the importance of education of the youth, which undergoes service in security forces, in patriotic spirit, Supreme Commander of the Armed Forces of the country Gurbanguly Berdimuhamedov addressed the Minister with number of instructions.
Further, Minister of Interior M. Chakiyev has reported about activity of the structures under his supervision and integrated measures undertaken for nine months of the year for provision of public order, prevention of crime and improvement of work of Fire Safety Service.
Reporting on the results of the months of safe traffic, the Minister has informed about activities carried out for prevention of road and transport incidents on roads of the country.
At the same time, projects of facilities of the Ministry, which are planned to be built, as well as their location have been presented to the Head of the State.
In particular, these are the stables, which are planned to be built in Ak Bugday District, Ahal Region and hostel on the territory of the Institute of the Ministry of Interior.
Having focused on the key objectives of the Ministry of Interior, President Gurbanguly Berdimuhamedov highlighted that provision of public order has to be under permanent attention of the Ministry. Rearmament of divisions of the Ministry with new equipment, introduction of modern forms and methods of work, improvement of qualification of personnel have been outlined among future objectives.
Having noted the necessity to continue works for strengthening of resource base of all structural divisions of the Ministry, acceleration of rates of construction of relative facilities, the Head of the State made some remarks and corrections to the presented projects.
Head of the State Border Guard Service Sh. Durdiyev has reported on integrated measures undertaken in January September for provision of safety of the borders of the country and improvement of life and service conditions of personnel.
Having listened to the report, the Head of the State noted an important role of Border Guard forces in strengthening of respectful relations of Turkmenistan with other countries. Regular provision of Border Guard forces with advanced equipment requires strengthening of personnel potential, the Head of Turkmenistan continued and gave specific instructions to the Head of the Service.
Continuing the session, the Supreme Commander of the Armed Forces of the country has reprimanded Head of Border Guard Service Sh. Durdiyev for unsatisfactory performance of his duties, loss of control of discipline among personnel, having signed relative Resolution.
Chairman of the Supreme Court G. Halliyev has reported on the course of legal reforms as well as on the outcomes of work of the structures under his supervision for nine months of the year.
Summing up the report, President Gurbanguly Berdimuhamedov noted that improvement of judicial system is one of the current objectives and ordered to hold compliance with law while making judicial sentence under strict control. During the session, the Head of the State has signed the Order on appointment and release of judges.
Prosecutor General B. Atdayev has reported on results of work carried out from the beginning of the year including the results of inspections carried out in certain structures.
Having listened to the report, the Supreme Commander of the Armed Forces Gurbanguly Berdimuhamedov noted that it is necessary to enforce prosecutor inspections of fulfilment of normative and legal acts by the government authorities, local administration, establishment, public associations, officials and other citizens and ordered to hold successful solution of objectives under strict control.
The Order and Resolution on appointment and release of prosecutors have been signed during the session. Minister of National Security G. Annayev has reported on fulfilment of assignments and practical measures for provision of national security, reliable protection of independence of the country in January September 2020.
Having listened to the report, the President of Turkmenistan has highlighted responsible mission of the Ministry, which personnel have to aim their force, knowledge and experience for the sake of steadfast development of the country.
In this context, the necessity of enforcement of work for provision of prosperity and public order carried out with other law enforcement agencies has been noted.
Having pointed out the importance of active study of modern sciences and technological developments, the President ordered to enhance professional level of the Ministry’s personnel.
Further, Minister of Justice B. Muhammedov has reported on measures undertaken for the period under review for bringing of the legal base in compliance with time realities, on outcomes of explanatory work among the population about the meaning and importance of normative and legal acts.
The Supreme Commander of the Armed Forces of the country has highlighted that steadfast implementation of the government policy in the sphere of norm setting and jurisprudence aimed at provision of reliable protection of constitutional rights and freedoms of the citizens and supremacy of law are the main objectives of this structure.
Having focused on importance of efficient coordination of activity in the sphere of legal awareness aimed at improvement of this and legal culture of Turkmenistan citizens and strengthening of law in the society, President Gurbanguly Berdimuhamedov addressed the Minister with certain instructions.
Chairman of the State Customs Service M. Hudaykuliyev has reported on results of work carried out in January September this year.
Having listened to the report, the Supreme Commander of the Armed Forces of the country noted that transfer of Turkmenistan to innovative way of economic development, change of scales, character and forms of foreign activity require improvement of work of this structure.
Enhancement of level of economic safety of the country is a strategic objective of the Service.It is necessary to take certain measures for making of conditions for attraction of investments, income to the state budget, protection of local produces, intellectual property and maximum support to expansion of foreign trade based on improvement of quality and efficiency of customs administration, Turkmen leader noted.
Further, the Supreme Commander of the Armed Forces of the country has signed the Order on release of M. Gurdov from the post of the Chairman of the State Migration Service. The President has appointed B. Ovezov, as new Head of the Service, having released him from the post of the Deputy Chairman of this organization.
Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov has made report on outcomes of work undertaken from the beginning of the year by security forces.
Summing up the report, the Supreme Commander has highlighted that having announced positive neutrality, peace-loving, good neighborliness and constructive international cooperation as the main principles of the government policy, the country implements Military doctrine based on exclusively defensive character and aimed at provision of security of the country and capability of the Armed Forces.
Military reform, in which special attention is paid to modernization of equipment and facility base of the Armed Forces, their provision with modern equipment, solution of social issues of personnel and strengthening of personnel potential, is aimed at these purposes.
Successful fulfilment of all plans by military and law enforcement agency depends on professionalism and level of legal education of officers, their attention, skills of operating modern equipment and technologies, the President continued, having addressed the Vice-premier, Secretary of the State Security Council with specific tasks.
The Supreme Commander of the Armed Forces of the country has reprimanded Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov for unsatisfactory performance of his duties and failures admitted in his work.
Summing up the session, the Head of Turkmenistan has highlighted that the state would continue taking care of improvement of activity of military and law enforcement agencies, provision of deserved conditions for life and service of personnel and their families.
Number of other subjects, on which relative decisions were made, has been reviewed at the session.
