President Gurbanguly Berdimuhamedov held first video conference session in 2019 where Deputy Chairman of the Cabinet of Ministers who supervises agricultural sector as well as hyakims of the velayats took part.
Utmost objectives of implementation of large-scale national programmes expanded in the country, care of the springs of grain crops according to agrotechnical standards, preparation of land and equipment to sowing season, which is important agricultural campaign, have been discussed at the session.
First, the President of Turkmenistan called Hyakim of Ahal Velayat Sh.Amangeldiyev who reported on the situation in the region, measures for further improvement of life level of the population as well as on the activity aimed at successful sowing campaign.
It was mentioned that vegetation irrigation and mineral fertilization of the fields under wheat are carried out at the moment.Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that all works in land and livestock farms have to meet modern requirements, having addressed the Hyakim with number of orders on this account.
It is necessary to carry out all seasonal agricultural campaigns in set period, the Head of the State said, having pointed out the importance of increment of the work rates for preparation of the land to the sowing according to agricultural standards.
The President ordered to pay special attention to the increment of wheat production.After, Head of the State Gurbanguly Berdimuhamedov has listened to the report of Hyakim of Balkan Velayat Ya.
Gylyjov who reported on the situation in arable lands of the region, agrotechnical activities and further improvement of life level of the population.Having focused on the condition of the crops, the President ordered to enforce the control of timely care of the lands, in particular for the fields under wheat, mineral fertilization and inter-row cultivation of the crops.
In this regard, the Head of the State has demanded the Hyakim to provide high organizational level of sowing campaign including fruits, vegetables and other crops, which has to be held in optimum period.
Continuing, President Gurbanguly Berdimuhamedov has mentioned the importance and scales of Altyn Asyr Turkmen Lake, which is built in the centre of Karakum Desert, a grandiose ecological and hydrological project aimed at the improvement of the environment, rational use of water and land resources.
This important ecological project is represented by the creation of single system of drainage collectors for targeted collection of drain waters from irrigated lands in all regions of the country and diversion of these waters to natural Garashor Depression, which is located in the northwest of Turkmenistan.
The depression is located in Balkan Velayat.At present, it contains around 580 million cubic meters of water.Responsibility for rational use of water and land resources increases several times in the current age of scientific and technical progress and digital technologies, growing requirements of the economy.
Therefore, improvement of work efficiency, introduction of fundamentally new, scientifically grounded approaches in national economy have long-term economic significance.Due to precise operation of drainage collectors, used water flows to Altyn Asyr Lake from agricultural fields of the country, which leads to the improvement of the soil condition of the fields, increment of agricultural crops production, enrichment of local flora and fauna.
In general, all of these enhance the level of ecological safety of the environment and provides social wealth of Turkmen people.The President outlined number of topical objectives that are to implement efficiently the existing potential of water management sector of the country and to support the improvement of its activity.
It includes the implementation of modern irrigation methods to agricultural production taking into account natural and climate conditions, advanced technologies and rational water use, improvement of soil fertility and other.
In this regard, Turkmen leader ordered relative officials together with scientists and specialists to study the condition of Altyn Asyr Lake, to find out the volume and quality of water collected in the lake for its further use in agriculture, special features of agricultural crops grown in this region, etc.
Therefore, it is necessary to make detailed scientific studies related to use of water on the lands resistant to salinization as well as activation of works for development of livestock farming, in particular camel breeding, in the areas adjoin the lake, fishery, etc.
The Head of the State addressed the Hyakim with specific assignment to study and prepare scientifically based proposals on the opportunity to establish farming associations next to the lake, which would cultivate vegetable and cucurbitaceous crops as well as breed fish.
In generally, it is necessary to formulate clear recommendations on active development of lands adjoined to giant manmade water reserve and on rational use of huge water resources of the lake.
The President highlighted that being important from ecological point of view for our country and entire Central Asian region, all of these is a significant direction of ecological policy and water diplomacy of Turkmen state.
After, video conference session was continued by the report of Hyakim of Dashoguz Velayat M.Bayramguliyev who reported on the situation in northern region.Having highlighted that provision of wealthy life of Turkmenistan citizens is the priority of the state policy, President Gurbanguly Berdimuhamedov said that work in this direction has to be carried out on systematic base and be under the control of the administration of the region.
The Head of the State has also gave specific assignments to the Hyakim on seasonal field campaigns.The works for preparation of different agricultural crops have to be carried out taking into account climate conditions of northern region.
After, Hyakim of Lebap Velayat T.Atahalliyev reported on completed work.The information about the measures for preparation of lands and equipment to sowing season has been presented.
Summing up the report, the Head of the State addressed the Hyakim with number of instructions on efficiency of agricultural works, rational use of land and water resources, active implementation of advanced scientific methods in development of farming, successful fulfilment of the objectives in this direction.
President Gurbanguly Berdimuhamedov demanded the Hyakim to hold under permanent control the conditions of agricultural fields and land under crops.In addition, Turkmen leader noted the necessity of qualitative agrotechnical works carried out in the fields before sowing of cotton and other crops at present time.
After, Hyakim of Mary Velayat reported on seasonal agricultural works in the region, preparation of arable lands and equipment, which would be used in sowing campaign.President Gurbanguly Berdimuhamedov requested to take all measures for fundamental improvement of soli condition of the fields under crops in the velayat and for improvement of technical level of water provision.
The President of Turkmenistan noted that it is necessary to pay close attention to local conditions during cultivation agricultural crops, development of national farming traditions, which have to be combined with the achievements of modern science, having addressed the Hyakim with relative instructions.
After, Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on seasonal works at agricultural fields of the country.It was mentioned that agrotechnical activities including mineral fertilization and weed control are carried out in the fields.
Ploughing and planning of the fields are carried out on the lands allocated for spring sowing campaign.At the same time, preparation of agricultural equipment, which will be used for cotton sowing, is ongoing.
Having listened to the report, President Gurbanguly Berdimuhamedov outlined the improvement of cotton and wheat production, improvement of soil condition of arable lands, provision of water for the irrigation among the main objectives of the branch, which at the same time, are the key directions of agrarian reform expanded in Turkmenistan.
Specific instructions have been given on implementation of advance agrotechnical methods in plant cultivation section of agricultural complex.Farming is an ancient branch of activity of Turkmen nation.
Our ancestors have gained rich and priceless experience of cultivation of agricultural crops in arid zone.This historical practice has not lose the relevance until our days.It has been formulated in great number of phrases, proverbs and sayings, which give precise characteristic to national farming, Turkmen leader said.
In this regard, the Head of the State assigned the Vice-premier to organize the work in Turkmen Agricultural University for collection and development of the vocabulary of catchphrases, which absorbed the wisdom of ancestors and remained in people’s memory.
These phrases have to reflect the work of farmers, careful attitude to water and land, speciality of cultivation of agricultural crops, practice of old days farming.In addition, the book has to include the terms, which are widely used today in agricultural complex.
Finishing video conference session, President Gurbanguly Berdimuhamedov outlined number of important objectives to Deputy Chairman of the Cabinet of Ministers and hyakims of the velayats, having given specific assignments to take measures for their successful solution, provision of coordinated work at sites.
