President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where priority issues of the state life as well as draft documents have been reviewed.Having announced the agenda, the Head of the State gave floor to Deput Chairman of the Cabinet of Ministers, Foreign Minister R.

Meredov, who reported on the preparation to the participation of Turkmenistan delegation in the work of regular 74th session of the UN General Assembly, which would start in New York of September 17.

The agenda of the world forum will include broad range of issues of political, economic and humanitarian character.In this context, the Vice-premier, the Foreign Minister reported on priority positions of Turkmenistan at the 74th session of the UN General Assembly, which were elaborated following the Concept of foreign course of the country in 2017 2023 and constructive international initiatives of President Gurbanguly Berdimuhamedov.

Protection and strengthening of peace, security and stability are the most important vectors in this case.As is known, 25th anniversary of recognition of Turkmenistan as permanent neutral state will be observed in 2020.

In this regard, our country will make proposal on organization of International Conference for Peace, Security and Development in Ashgabat in December next year.It is also proposed to review the advantages of neutrality as political and legal category in activity of the governing UN bodies, its commissions and committees.

It was mentioned that it seems appropriate to organize wide multilateral dialog under the UN aegis for practical implementation of the principles of neutrality for prevention of conflicts, elimination its root causes and consequences, solution of humanitarian issues under coming session.

Turkmenistan will also make proposal on development of the set of the UN regulations for efficient involvement of the principles of neutrality during settling of international issues.Our country will present the Draft Resolution on declaration of 2021 as the Year of Peace and Trust for review and adoption at the 74th session of the UN General Assembly for promotion of the initiative of Turkmen leader on formation of the culture of peace and trust on global level.

Paying special attention to preventive diplomacy, Turkmenistan will continue providing integrated assistance to the work of the UN Regional Centre of Preventive Diplomacy for Central Asia with the headquarter in Ashgabat.

Combating terrorism, transboundary crime, illegal drug, weapon and human trafficking is outlined among priority positions of Turkmenistan at the session of the UN General Assembly in provision of global security.

Turkmen side will render comprehensive support to the implementation of the third phase of the Action Plan for combatign terrorism in Central Asia, which was started at the high-level meeting in Ashgabat in April 2018.Speaking for further intensification of the partnership for implementation of the Sustainable Development Goals and taking into consideration the importance of financial provision of the projects and programmes, Turkmenistan thinks it is reasonable to review the opportunity to organize the UN Conference for financing of development.

In this aspect, it is proposed to found special coordination group under support of the UN Department for Economic and Social Affairs.Energy, transport and water diplomacy is an important mechanism of international activity of our country in implementation of the SDGs.

During the 74th session, Turkmenistan plans to present the Draft Resolution of the United Nation General Assembly “Reliable and Stable Transit of Energy and its Role in Provision of Sustainable Development and International Cooperation”.Regarding the partnership in transport section, as is known, three relative Resolutions of the UN General Assembly initiated by our country have been unanimously adopted in 2014, 2015 and 2017.

In addition, the first Global Sustainable Transport Conference was held in Turkmen capital in November 2016.To continue Ashgabat process for international cooperation in this direction, Turkmenistan will support the organization if the second forum and will take an active part in the preparation.

At the same time, our country suggests to hold International Conference of the ministers of developing countries, which have no access to sea, in 2020.During the 74th session, Turkmenistan will have wide international consultations related with development of the UN Special Programme for the countries of Aral Sea region in the context of steadfast realization of the initiative for water diplomacy based on the UN General Assembly Resolution on Cooperation between the United Nations Organizations and International Fund for Saving of Aral Sea adopted at the 72nd and 73rd sessions.

Environmental protection, where protection of natural reserves of Caspian Sea is an important objective, is another current direction.In this regard, our country intends to make an initiative on the development of new UN Caspian Ecological Programme at the 74th session of the UN General Assembly.Turkmen side will continue promoting initiative for development of universal political and legal document - the UN Water Strategy, for coordinated implementation of the plans of management and rational use of water resources, which have been developed on national and regional levels.It was mentioned that the positions of Turkmenistan at the 74th session of the UN General Assembly were sent to the UN Secretary Office, presented to the UN members as well as highlighted in national and international media.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that neutral Turkmenistan confirms invariable commitment to wide fruitful cooperation for common sake building its relations with other states and competent international organizations on the principles of equal rights, respect and constructivism.

Paying special attention to versatile partnership with the UN, which has strategic character, our country takes active part in development of balanced solution of the main issues of regional and global agenda related to strengthening of peace and security and achievement of the Sustainable Development Goals.

Creative initiatives of Turkmenistan are aimed at fulfilment of these important objectives and reflect perspective vision of current aspects of international cooperation, ways of optimization taking into account modern realities, the Head of the State said.

In this aspect, our country sees its participation in the work of the 74th session of the UN General Assembly as continuation of activity as a full member of the UN, President Gurbanguly Berdimuhamedov highlighted.

Speaking of this, the Head of the State requested the Vice-premier, the Foreign Minister to provide high organizational level of preparation to the participation of Turkmen side in coming international events.

During the session, the Head of the State signed the Order on appointment of Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the People’s Republic of China P.Durdiyev as the Ambassador Extraordinary and Plenipotentiary of our country to the Socialistic Republic of Vietnam at the same time.

Deputy Chairman of the Cabinet of Ministers G.Myradov reported on the situation in the sphere under his supervision and fulfilment of the assignments given by the President.

The information about preparation to the 83rd session of the CIS Economic Council planned to be held under the chairing of Turkmenistan in the Commonwealth of Independent States in 2019.

This event will be held in Ashgabat on September 13.The agenda will include priority subjects of expansion of productive cooperation on the Commonwealth space.Negotiation on the draft Declaration on strategic economic cooperation of participating countries of the CIS, which was developed by the initiative of Turkmen leader Gurbanguly Berdimuhamedov, is also planned.

It is planned to organize presentation “The Main Directions of Transit to Digital System” with participation of relative specialists of ministries and profile departments of the country after the session.

The Vice-premier has also reported about preparation to scientific and practical conference “Stable social and economic development of Turkmenistan” timed to the 28th anniversary of the independence of the country.

Reports dedicated to grandiose changes in all spheres of national economy will presented at the forum on September 14.Summing up the report, the President noted that expansion of traditional cooperation with the CIS countries in strategic directions is among the priorities of the activity of Turkmenistan as a state chairing this organization this year.

Together with partners from the Commonwealth, our country strengthens multilateral relations in all including in trade and economic sphere.Having highlighted important role of the CIS Economic Council in efficient coordination of joint efforts, development of proposals on expansion of fruitful interstate relations, the Head of the State ordered the Vice-premier to provide high organizational level of preparation to the next session of the Council in Ashgabat.

Having noted the importance of events demonstrating reached level and perspectives of development of national economy, President Gurbanguly Berdimuhamedov approved the plan of scientific and practical conference presented by the Vice-premier timed to the Independence Day and ordered to provide high organizational level of coming forum.

Deputy Chairman of the Cabinet of Ministers M.Meredov reported on the situation in the spheres under his supervision and on the measures for improvement of activity of facilities of fuel and energy sector.

At the same time,special attention was paid to the works at Turmkmenbashy Refinery Complex for modernization of production in order to increase the production output of petroleum production, which is on high demand in the world markets.

Continuation of these works at high rates will increase the processing of oil and gas and the volumes of production of liquefied gas, gasoline, diesel fuel and petroleum coke at Turkmenbashy Refinery Complex.

Having listened to the report, the President of Turkmenistan focused on the objectives of further steadfast development of national fuel and energy complex, which solution is to support the diversification of national economy and integrated industrialization of the country.

The Vice-premier was ordered to provide control of the projects in the sphere of modernization of profile infrastructure, wide implementation of the latest technologies and advanced scientific and technical developments, construction of modern oil and gas processing facilities making production, which is on demand in the world markets.

After, Deputy Chairman of the Cabinet of Ministers Ch.Purchekov reported on the situation in the structures under his supervision as well as on the outcomes of work for improvement of regulatory and legal acts making organizational base of activity in the sphere of energy.

It was informed that improvement of number of documents aimed at provision of proper operation of profile facilities, safe use of electrical and thermal energy, compliance with the rules near protected zones of energy facilities is required according to the Law of Turkmenistan on Power Energy.

President Gurbanguly Berdimuhamedov highlighted that recently, active efforts aimed at provision of systematic development of energy law, improvement of the government management and regulation in this sphere are put in Turkmenistan.

Special importance is given to bring the provisions of national legislation in this sphere in compliance with time requirements.Having pointed out the necessity to attract specialists of relative structures during preparation of profile legal acts, the Head of the State ordered the Vice-premier to agree on the drafts of presented documents with competent structures.

Deputy Chairman of the Cabinet of Ministers M.Chakiyev reported on the measures for enhancement of potential of national industrial complex.In this regard, it was reported on the work for opening of new profile facilities working on the base of advanced technologies, establishment of production of various import substitutive goods by the use of local natural materials.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted that development of processing sector is an important factor of diversification of national industrial complex, improvement of its competiveness and solution of set objjectives for import substitution.

Turkmenistan has all capabilities for this including rich reserves of natural resources, the Head of the State said.There are big perspectives in the context of large-scale changes in the country and the state programme of industrialization of production branches.

Having noted that establishment of new facilities would also support the strengthening of export potential of the country, the Head of the State ordered to continue relative work.Deputy Chairman of the Cabinet of Ministers Ch.

Gylyjov reported on the situation in trade complex, activity of the Union of Industrialists and Entrepreneurs and measures for the government support of development of small and medium business in the country, about further measures for expansion of import substitutive and export oriented production facilities.

Summing up the report, President Gurbanguly Berdimuhamedov gave instructions to the Vice-premier for implementation of new approaches to development of trade sphere, improvement of mechanisms and forms of international cooperation in promotion of national production in foreign markets.

The Head of the State highlighted the necessity of the conditions for activation of business and encouragement of private initiative for improvement of competitive industrial complex of the country and efficient use of innovative technologies.

Deputy Chairman of the Cabinet of Ministers P.Agamyradov reported on the preparation to XXII conference of the Humanitarian Association of Turkmens of the World, which would take place on September 23 on the threshold of the celebration of the 28th anniversary of Turkmenistan independence.

Delegates from different countries as well as ethnic foreign groups working in our country will take part in the forum.The agenda of the conference will include the report on the outcomes of work of the HATW in 2019, reports about activity of members of the Association and other important subjects.

President Gurbanguly Berdimuhamedov noted that the HATW plays special role in the development of cooperation between Turkmenistan and other countries, popularization of culture, traditions and customs of our nation in the world, study of its history and language.

Therefore, it is important to expand the content and directions of work with foreign compatriots, to activate the contacts in such spheres as science and education, culture and art, entrepreneurship, the Head of the State said.

Deputy Chairman of the Cabinet of Ministers B.Abdieyva reported on the work for modernization of technical equipment of the State Committee for Television, Radio Broadcasting and Cinematography.

Interdepartmental Commission has been founded for fulfilment of the assignments of Head of the State Gurbanguly Berdimuhamedov for improvement of activity of national television and transit to digital economy.

Based in the data received in the result of analysis, the draft plan of three-phase modernization of technical appliances of the State Committee for Television, Radio Broadcasting and Cinematography of Turkmenistan in 2019 2025has been elaborated.

Renewal of transmission equipment of the State Communication Company Тürkmentelekom is necessary for successful implementation of this plan.Following what was said above, the Vice-premier addressed the Head of the State with request to give permission to announce international tender for procurement of necessary modern equipment.

Having listened to the report, President Gurbanguly Berdimuhamedov pointed out the importance of steadfast improvement of activity of the State Committee for Television, Radio Broadcasting and Cinematography and other facilities of cultural and mass media sphere taking into account innovations and profile equipment and facility base, which was recently made, including the capabilities of digital television and artificial satellite.

In this regard, the importance of training of qualified specialists as well as improvement of qualification has been highlighted.It is also necessary to organize art contests aimed at the finding of specialists best in their fields, better radio and TV programme, the Head of the State said, having addressed the Vice-premier with relative assignments.

In his turn, Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on the course of reforms in agricultural complex and seasonal field works in the regions.

It was informed that the velayats started sowing of winter crops.All necessary things are done to carry out this campaign in organized manner according to agrotechnical standards including for uninterrupted work of agricultural equipment.

Care of cotton crops is on the final stage.At the same time, reception facilities and cotton ginning mills, cotton harvesters and transport are prepared for the cotton harvest campaign.

Land plots have bene allocated to private agricultural producers from special agricultural land fund made in the velayats.The cotton is cultivated on 23,754 hectares these days.

In addition, 41,067 hectares will be sown with wheat for 2020 harvest.Having focused on the issues of the cotton harvesting, the President of turkmenistan highlighted the importance of this campaign, which is very important for expansion of economic potential of agricultural complex and provision of textile industry with valuable material.

The Head of the State noted that it is necessary to activate large-scale changes in agrarian section, which are aimed at provision of food abundance in the country, expansion of export capabilities of national economy and comprehensive development of the regions.

Secretary of the State Security Council, Minister of National Security Ya.Berdiyev, who chairs the working group for development of the Draft Law of Turkmenistan on Cyber Security, reported on the outcomes of work.

It was informed that communication systems of all forms of ownership, which process national informational resources and are used for the interests of the government administrations and local authorities, law enforcement agencies and military divisions, in the spheres of electronic management, electronic government services, electronic trade, document management as well as facilities of relative informational infrastructure are subject to cyber protection.

The main goal of the legal act, which was developed by the request of President Gurbanguly Berdimuhamedov, is to protect national cyber sovereignty.The document defines the order and specification of provision for security of information infrastructure in strategic important fields.

The Law corresponds with the Constitution of the country and meets the requirements of international agreements, which Turkmenistan has joined.Summing up the report, the President highlighted the appropriateness and requirement of the Law on Cyber Security for protection of sovereignty, interests of the country, prevention of the threats of network security as well as for provision of public order, legal rights and interests of organizations and citizens.

In this regard, the President of Turkmenistan noted the importance of the formation of legal foundations and capabilities for development of efficient system of cyber security.Having approved legal act, the Head of the State singed the document, having addressed the Secretary of the State Security Council, Head of the MNS with number of specific assignments.

Other important subjects of the state life have been reviewed at the session of the Cabinet of Ministers.Finishing the session, President Gurbanguly Berdimuhamedov wished good health, family happiness and great success in work to the participants.
