On January 6, the President of Turkmenistan, Supreme Commander of the Armed Forces of the country Army General Gurbanguly Berdimuhamedov has held first session of the State Security Council this year.
Outlining the subjects of the agenda, the Head of the State has noted that outcomes of work of military and law enforcement agencies in 2020 would be summed up and objectives for the near future would be determined at the session.
First, Minister of Defense B. Gundogdiyev has reported on promotion of integrated military reform, which was initiated by the Leader of the nation for gradual strengthening of the Armed Forces of the country, training of professional personnel as well as on making of favorable conditions for service and life of military staff.
Summing up the report, the Supreme Commander of the Armed Forces of the country has noted that National army has to protect the greatest achievements of the epoch of might and happiness and steadily implement military and political strategy of Turkmen State.
Defensive military doctrine, which has been developed taking into account neutral status of the country and our peace-loving foreign course, is an ideological core of the Strategy, - the Leader of the Nation Gurbanguly Berdimuhamedov highlighted.
The President of Turkmenistan has emphasized that following this Doctrine, the government would continue strengthening equipment and facility base of all armed forces, taking care of personnel undertaking all measures for improvement of living and working conditions.
At the same time, the Head of Turkmenistan has demanded to hold the discipline and order in the Armed Forces of the country under strict control taking into account special importance and responsibility of set objectives, to enforce work for enhancement of combat training and patriotic education of young soldiers in the spirit of loyalty to sacred civic and military duty.
Leader of the Nation Gurbanguly Berdimuhamedov has requested to conduct coming events on occasion of the Motherland’s Defender Day on high level and to start preparation to celebration of the glorious date the 30th anniversary of Turkmenistan’s independence, which is observed this year.
In addition, the Supreme Commander has given the instruction for the fulfilment of provisions on dismissal of military personnel of the Armed Forces and other military agencies who serve their mandatory military duty and the next recruitment of the citizens of Turkmenistan to military service.
Further, the floor was given to Minister of Interior M. Chakiyev who reporting on the outcomes of activity of the Ministry in the last year, has focused on the measures undertaken for support of public order and stability in the country, protection of legal rights and freedoms of the citizens as well as for prevention of crimes.
Special attention has been paid to the work for provision of fire safety and improvement of work of traffic control department for prevention of road traffic incidents.
Having listened to the report and highlighted the main objectives of the personnel of the Ministry of Interior of Turkmenistan, the Supreme Commander of the Armed Forces of the country Gurbanguly Berdimuhamedov stressed that it is necessary to enforce the work for prevention of crimes including for strict compliance with traffic regulations, having addressed the Minister of Interior with specific assignments.
Head of the State Border Guard Service Sh. Durdiyev has reported on the results of activity of his structure, which has responsible mission to provide reliable defense of the sacred borders of the Motherland, as well as on the measures undertaken last year for technical rearmament of frontier outposts and improvement of combat training of personnel.
Having listened to the report, the Supreme Commander of the Armed Forces of the country Gurbanguly Berdimuhamedov has demanded to continue providing the integrity of land and sea borders of the Motherland as well as strict control of the compliance of military discipline.
Highlighting big responsibility of the Motherland’s defenders, the Leader of the Nation highlighted that while serving their military duty, they have to exercise extreme vigilance.At the same time, it is important to remember that the State border of Turkmenistan has always to remain the border of friendship with all neighboring countries, with which our country is connected with strong neighboring relations from the old times.
Chairman of the Supreme Court G. Halliyev has reported on the outcomes of activity performed in 2020 for further development of national judicial system, which is implemented taking into account the requirements of new historical epoch and in strict compliance with international standards.
Having listened to the report and addressing Chairman of the Supreme Court G.Halliyev, President Gurbanguly Berdimuhamedov said that he is awarded with the title of the Honored Lawyer of Turkmenistan for big merits in strengthening of independence and sovereignty of the country, law order, improvement of the level of national legislation and legal activity and fruitful government and public activity.
The Head of the State has also informed that as it has been agreed with the Parliament, G. Halliyev is released from the post of the Chairman of the Supreme Court due to transfer to another work.
According to the President’s decision, G. Ussanepesov, who was awarded with the second qualification grade, has been appointed as new Chairman of the Supreme Court of Turkmenistan.
Prosecutor General B. Atdayev has reported on the work carried out last year, in particular on the results of the inspections of compliance with law in all spheres of the state activity, as well as on the activity for prevention of crimes.
Speaking of importance of work carried out by prosecution authorities, the Head of Turkmenistan Gurbanguly Berdimuhamedov has highlighted again that it has to comply with high goals and objectives of new historical epoch, priorities of the policy of our state, which main values are human, its happiness and wealth.
The Leader of the Nation has also requested to enforce the work for recruitment and deployment of staff, which has to stand guard of the law and order, which the foundations of peace and solidarity in modern society.
Documents on appointments and release of prosecutors have been signed during the session.
Further, the floor was given to Minister of National Security G. Annayev who reported on fulfilment of objectives given by the Head of the State and on the measures undertaken for support of stability, law and order in Turkmenistan.
Having focused on the main role of the Ministry of National Security in support of internal public and political stability, President Gurbanguly Berdimuhamedov noted the necessity of further strengthening of peaceful and creative life of Turkmen society, unity and solidarity of the nation as an integral condition of further economic and spiritual prosperity of our Motherland.
Minister of Justice B. Muhammedov has reported on fulfilment of objectives for further improvement of legal base of the country as well as on development of new laws, which are intended to be a reliable foundation for successful solution of objectives of social and economic development of our sovereign state.
Having listened to the report, the President of Turkmenistan has focused on the necessity of further promotion of legal reform, under which national legislative base is brought into compliance with the standards of international law.
Gradual improvement of legal awareness of the population by explanation of existing legislation and provision of qualified legal advice by organization of consultations for the citizens are the main requirements of the day, - Head of the State Gurbanguly Berdimuhamedov highlighted.
Further, Chairman of the State Migration Service B. Ovezov has reported on the activity carried out in the last year in the divisions under his supervision, in particular on work for improvement of training level of personnel and work methods.
Speaking of the importance of work performed by the Service, which plays a significant role in development and strengthening of friendly and constructive relations between Turkmenistan and other countries, the Leader of the Nation has given relative assignments to the Head of the Service.
Further, Chairman of the State Customs Service M. Hudaykuliyev has reported on the situation in the structure under his supervision as well as on practical measures for improvement of efficiency of work of customs points taking into account complicated situation in the world.
Having noted significant contribution of personnel of the Service to protection of economic interests of the country, health and prosperity of the population, President Gurbanguly Berdimuhamedov ordered to continue paying the utmost attention to improvement of quality of customs services, provision of rapid and thorough inspection of goods and cargo crossing the border.
Further, Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov has reported on the outcomes of work of the security forces in 2020 and on multidimensional activity of the State Security Council, which plays an important coordinating work in successful promotion of large-scale military reform initiated by Turkmen leader, in general.
Summing up the report, the Supreme Commander of the Armed Forces of the country has focused on exclusively defensive character of the Military doctrine, which is aimed at strengthening of national security and improvement of capability of the army, which defends creative and prosperous life of Turkmen people.
Leader of the Nation Gurbanguly Berdimuhamedov has noted that independent Turkmenistan, which steadily pursues the policy based on the principles of peace-loving, good neighborliness and positive neutrality, stands exclusively for trust and respect in international relations.
At the same time, it was pointed out at the necessity of establishment of modern defense system, which fully meets the modern requirements. The Head of the State highlighted that work for further strengthening of equipment and facility base of National Army, military and law enforcement agencies would be continued for this purpose this year.
Improvement of social and living conditions of military personnel and their families would remain the main direction of the military reform, Turkmen leader said, having given specific instructions to the Vice-premier, the Secretary of the State Security Council.
Number of other important subjects, on which relative decisions have been made, was reviewed at the session.
Finishing the session, the President of Turkmenistan, Supreme Commander of the Armed Forces of the country Army General Gurbanguly Berdimuhamedov has wished strong health and big success in their responsible activity for the prosperity of beloved Motherland, provision of peaceful and happy life of native people to all participants of the session.
