The President of Turkmenistan, Supreme Commander of the Armed Forces of the country Army General Gurbanguly Berdimuhamedov held regular session of the State Security Council.The agenda included outcomes of work of military and law enforcement agencies for ten months of the year as well priority objectives for improvement of activity of security forces, improvement of conditions of service and life of military personnel.
Having opened the session, the Supreme Commander of the country, gave floor to Secretary of the State Security Council, Minister of National Security Ya.Berdiyev who reported on the work for the period under review.
Having listened to the report, the Head of the state focused on the key aspects of the Military Doctrine, which has exclusively defensive character.It was highlighted that security forces have to take integrated measures for successful fulfilment of set objectives.
Continuing the session, the President reprimanded Minister of National Security Ya.Berdiyev for unsatisfactory fulfilment of his duties and failures admitted in his work, having ordered to correct the failures as soon as possible.
After, Minister of Defence B.Gundogdiyev reported on the outcomes of work of the department for ten months of the year and fulfilment of assignments for strengthening of defensive capability of the country, improvement of professional level of military personnel, making of proper conditions for service and life of soldiers and officers.
Summing up the report, the Head of Turkmenistan highlighted that modernization of equipment and facility base of all armed forces is an important requirement and ordered to take integrated measures for support of combat readiness of national Army.
The President has also noted that it is necessary to continue work for strengthening of personnel potential.In this regard, the Minister of Defence was addressed with certain orders.
Minister of Interior M.Chakiyev reported on the results of activity of the divisions under his supervision in January October as well as on the measures for prevention of road transport incidents and provision of fire safety.
Having noted the importance of coordinated activity of all structures of the Ministry, the Head of the State pointed out the necessity to pay close attention to proper organization of work of the Traffic Control Service.
Having highlighted the support of public order, provision of law, prevention of crimes and other violations, fighting against the spread of negative practices among the utmost obectives of the Ministry of Interior, the President addressed the Minister with number of specific assignments.
Chairman of the Supreme Court G.Halliyev reported on activity of the structure for the period under review for proper organization of judicial procedures as well as for training of qualified specialists.
Having listened to the report, the Head of the State noted that measures for further improvement of work of this organization are aimed at first at improvement of authority of courts and quality of justice.
After, the President of Turkmenistan has signed the Order on appointment and release of judges of Turkmenistan as well as on award of qualification grades.Prosecutor General B.
Atdayev has also reported on work performed since the beginning of the year.Activity of prosecution authorities is aimed at provision of the supremacy of law in all spheres of life of the state and society, the President, said, having noted that personnel of the organization has to fulfil their duties with honour performing strict control of fulfilment of legal and regulatory acts.
After, the Head of the State signed the Resolution on appointment and release of prosecutors.Head of the state Border Guard Service Sh.Durdiyev reported on the results of work of the Service for ten months of 2019 and conditions made for service of the Motherland defenders.
Summing up the report, the President noted that borders of independent and neutral Motherland have to be a stronghold of friendship with neighbouring and other countries.Turkmen leader ordered to streamline work for modernization of equipment and facility base of Border Guard forces and for issues of social aspect.
Minister of Justice B.Muhammedov reported on the results of activity for ten months as well as on the measures for improvement of legislation base.In this regard, the President noted that legal support of progressive changes in the country is one of priority objectives of the Ministry.
Enhancement of legal awareness of the population is among the main directions of work.Chairman of the State Custom Service M.Hudaykuliyev reported on the outcomes of work carried out in the period under review.
Having listened to the report, President Gurbanguly Berdimuhamedov noted the importance of introduction of advanced international practice and digital systems to all departments of the Service.At the same time, it is necessary to pay special attention to movement of commodities and transport across the customs border of the country, the head of the State highlighted, having ordered to hold relative activities under permanent control.
Chairman of the State Migration Service M.Gurdov reported on the work for the period under review.Summing up the report, the Supreme Commander of the Armed Forces of the country has focused the attention of the Head of the Service on priorities of activity of this structure and addressed relative assignments.
Addressing the participants of the session, the President noted that following the principles of peace-loving and humanity, which are in the base of the Military Doctrine, the Government would improve equipment and facility base of law enforcement and military structures, to take care of military personnel making all conditions for work and rest of the Motherland defenders.
