President Gurbanguly Berdimuhamedov held extended session of the Government where outcomes of work of the branches of economy and social sector, implementation of the state programmes for nine months of the year were reviewed and the objectives for future period were outlined.
Having announced the agenda, the Head of the State gave floor to Minister of Finance G.Myradov who reported on the fulfilment of the State budget as well as on the outcomes of work of financial and budget system for three quarters of 2017.
The revenue of the main financial plan for nine months of the current year was fluffed for 122.3 percent while the expenditure for 91 percent. 79.6 percent of the budget were drawn for financing of social sphere for January September.
Salaries of the personnel of budget sphere, pensions, state allowances and students scholarships have been timely and completely financed.All payments have been settled under implementation of relative Resolution of the President of Turkmenistan for January September. 130 sessions of balance commissions have been held for the period under review including 190 session of the central commission, 42 sessions of the ministries and departments and 79 sessions of the regional commissions, during which financial and economic indicators of these ministries and branch departments as well as 464 large entities, enterprises and organizations have been analysed.
Having listened to the report, the President noted the necessity of further diversification of the economy for provision of its stability in long-term period.The Head of Turkmenistan also focused the attention of the issues related to the activity of the Institute of Strategic Planning and Economic Development.
It is necessary to prepare scientifically based recommendations for further consolidation of the country’s role in the world economic relations, the Head of the State highlighted, having addressed the Minister with number of specific orders.
The development of small and mediem entrepreneurship is one of the key targets for today, the Leader of the Nation continued, having requested to take actual measures in this direction.
After, Chairperson of the State Committee for Statistics A.Orayeva made report on economic indices of the ministries and departments of the country for January September of the current year.
Comparing with the same period of 2016, the growth of production of natural gas made 7.8 percent, metal construction 5.1 percent, electrical energy 4.8 percent, cotton fabrics 10.2 percent, leather 6.3 percent, knitted and fabrics 9.4 percent.
The volume of cement production reached 2 million 734.2 thousand tons what is equal to the last year index.Stable indices have been also provided in important sectors of food industry.
The volume of cargo traffic made by all transportation means increased to 12 percent comparing with the same period of the last year including by automobile transport to 4.6 percent and railroad transport to 2.6 percent.
The growth rate of passenger traffic made 3.9 percent for nine months of the year including automobile transport where this index made 3.5 percent and air transport with 10.7 percent.
The volumes of incomes for the services rendered to the population in communication sphere have also increased.Information on statistics data I export has been also given.Thus, total volume of this index increased to 7.9 percent for January August comparing with the same period of the last year.
After, Minister of Economy and Development B.Bazarov reported on the results of activity of the structure under his supervision for nine months of the year.According to the results, the volume of drawn investments from all sources of financing made 39.4 billion manats where 48 percent are the share of construction of production facilities and 52 percent for social and cultural facilities. 1 billion 410.1 thousand manats were drawn under National Programme for the reformation of social and living conditions of the population of the villages, settlements, etrap cities and etrap centres until 2020 in new edition.
Information on the course of the State programmes for production of import substitutive goods and increase of export volumes was also given.Thus, construction of 8 facilities has been completed for nine months, 74 facilities are under construction and budget and design documentation is elaborated as well as relative organization activities are carried out for 39 facilities. 49 objects have been privatized for the period under review and 52.9 million manats were transferred to the State budget.
The finances received from the lease of the State property made 96.2 million manats.As of October 1, 2017, 525 legal entities have been registered in the Integrated State Register of Legal Entities of Turkmenistan. 8.5 million manats were received by the State budget from patent activity of the State Service for Intellectual Property of the Ministry of Economy and Development. 25 inventions, 23 industrial samples and 457 trade marks have been registered by the Integrated State Register.
Chairman of the Central Bank M.Annadurdiyev reported on the outcomes of work of banking establishments for nine month of the year.Speaking of the fulfilment of the plan for receibibg of foreign currency to the accounts of the ministries and departments for rendered services, the Head of the Central Bank informed that this index made 111.96 percent comparing to the same period of the last year and the plan is executed for 125.02 percent.
Having listened to the report, the Head of the State highlighted that provision of the economy of the country with necessary volume of financial means by regulation of money flow and control of its circulation remain the main objectives of banking sphere.
The Head of Turkmenistan informed on the decision to united two ministries the Ministry of Finances and the Ministry of Economy and Development and to found the Ministry of Finances and Economy on their base.
Attraction of the investments to economy, modernization of economic and financial structures and diversification, improvement of competiveness on the world markets will be among actual directions of its activity.
After, the President released Deputy Chairman of the Cabinet of Minister for economic affairs, work with banking and international financial structures O.Gurbannazarov from his temporary duties.G.
Myradov has been appointed as the Vice Premier for economic affairs, work with banking and international financial structures.The Head of the State requested to present the main financial document to the review by the Mejlis of Turkmenistan upon its completion.
It is necessary to stipulate the increment of salaries, pensions, state allowances, scholarships as well as number of other social allowances in the State budget for 2018, - the President of Turkmenistan highlighted.
After, Deputy Chairman of the Cabinet of Ministers m.Babayev reported on the work of the enterprises of fuel and energy complex for nine months as well as on implementation of the Programme of the development of oil and gas industry of Turkmenistan until 2030.
The information on the indices achieved in production of oil and gas condensate as well as in hydrocarbon resources processing was given.It was informed that the plan for gasoline production is fulfilled for 106.7 percent, diesel fuel production for 103.5 percent, polypropylene for 111.1 percent, lubrication oils for 102.1 percent, liquefied gas for 113.9 percent.
Comparing with the same period of the last year, the growth rate of production of natural and associated gas made 107.8 percent, export of gas 108.1 percent, investment drawing for 113.3 percent.
The Plan of geological and technical works for 2018 2024 stipulating active development of new deposits Northern Goturdepe, Altyguydy and Yzanda has been elaborated for increase of production volumes by the State Concern Turkmenneft.
The Vice Premier also reported on construction of Turkmen part of gas pipeline Turkmenistan Afghanistan - Pakistan India, which is carried out according to the schedule.Summing up the report, President Gurbanguly Berdimuhamedov highlighted that is necessary to pay special attention to increment of the volumes of production of oil and gas processing and attraction of foreign investments to the country.
Next, Deputy Chairman of the Cabinet of Ministers M.Aydogdiyev reported on the results of work of the branches under his supervision for January September of the current year.
It was reported that production plan of the Ministry of Industry for designated period was fulfilled to 108.7 percent and the plan of the Ministry of Textile Industry to 110.2 percent.
The State Concern Turkmenhimiya performed production plan for 102.6 percent for nine months of the year.The State Committee of Fishery made production to the amount of 6 million 920 thousand manats and the production plan is fulfilled to 107.4 percent for the period under review.
The growth rate made 9.6 percent.Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the necessity of implementation of the programme of the developemtn of industrial branches aimed at improvement of production potential, increase of volumes of quality import substitutive and competitive export production.
Having noted that the State Concern Turkmenhimiya systematically fails to fulfil set production objectives on timely provisions of necessary volumes of mineral fertilizers to agricultural sector, the Head of the State made a decision to release Sh.

Deputy Chairman of the Cabinet of Ministers B.Annameredov made report on the activities of transport and communication sphere for January September 2017.Totally, the plan for services by transport and communication complex is fulfilled to 101 percent and the growth rate made 104 percent at the same time.
The growth rate of cargo and passenger traffic of the Ministry of Railway Transport made 103 and 100.1 percent respectively.The growth rate by the Ministry of Automobile Transport made 100 percent.
This index reached 103 percent in cargo traffic and 101.1 percent in passenger traffic.The growth rate of works fulfilment is equal to 104 percent for January September by the Ministry of Communication.
The growth rate of aviation services by Turkemnhowayollary Service reached 129 percent.This index made 120 and 108 percent accordingly in cargo and passenger traffic.The growth rate of works by the State Service of Maritime and River Transport made 108 percent.
The President of Turkmenistan reprimanded Minster of Railway Transport D.Byashimov for reduction of volumes of passenger and cargo traffic.Head of the State Gurbanguly Berdimuhamedov also reprimanded the Minister of Communication B.

Volumes of work performed for January September by the structures of the capital administration made 322 million 721 thousand manats and the plan was executed to 100 percent.Comparing with the same period of the last year, the growth rate made 132.5 percent.
The Ministry of Construction and Architecture produced the works and services to the amount of 117 917 manats and the plan is fulfilled to 103 percent with 100.3 percent of the growth rate.
Production and works to the amount of 836 462 manats was made by the Ministry of Energy with 109.9 percent of plan fulfilment and 101.6 percent of the growth rate. 18 360 611 000 kW/hours of energy were produced for reported period.
Comparing with the same period of the last year, the growth rate made 103.8 percent.The export of energy is equal to 2 870 835 000 kW/hours with the growth rate of 103.2 percent.
Works and services by the Ministry of Municipal Service for January September was executed to the amount of 207 808 000 manats what made 110.4 percent of the plan with growth rate of 112.5 percent.
The State Concern Turkmenautoyollary made production and servies to the amount of 543 084 000 manats, the plan is fulfilled to 102.5 percent.Comparing with the same period of the last year the growth rate made 101.2 percent.
After, the President of Turkmenistan listened to the information of the Chairman of the Supreme Control Chamber G.Gylyjov on the outcomes of the inspection of construction sites in Ashgabat and shortcomings revealed in this field.
Having listened to the report, President Gurbanguly Berdimuhamedov, speaking to D.Amangeldiyev, Deputy Chairmen of the Cabinet of Ministers and Hyakim of Ashgabat Sh.Durdiliyev, demanded to provide strict control of construction works in the city.
Deputy Chairman of the Cabinet of Ministers O.Gurbannazarov reported on the outcomes f activity of trade complex for January September of the current year.By the Ministry of Trade and Foreign Economic Affairs, total volume of trade turnover made 3 503 700 000 manats including 1 290 800 000 manats in retail and 2 212 900 000 manats in wholesale trade.
Comparing with the same period of 2016, these indices increased to 14.6 and 2.7 percent respectively. 185 trades where 13 086 contracts have been registered was held by the State Commodity and Raw Materials Exchange for the period under review.
Services to the amount of 13 300 000 manats was rendered by the Trade and Industrial Chamber.The Union of Industrialists and Entrepreneurs made industrial production to the amount of 639 300 000 manats and its volume increased for 36.3 percent, agricultural and food production to the amount of 953 900 000 manats with 42.6 percent increment.
The volume of construction and installation works made 4 640 100 000 manats with growth rate of 7.5 percent.The works to the amount of 748 000 manats were fulfilled in service sphere with growth rate of 12.8 percent.
Having highlighted that large events are planned in the near future, the Head of the State requested to provide food and industrial goods abundance in the shops and markets during celebration days.
Next, Deputy Chairman of the Cabinet of Ministers S.Toyliyev repored on work in the spheres under his supervision for past nine months of the year. 165 items of textbooks and learning manuals have been published for reported period.
Local school students participated in international subject and projects contests having won 80 medals: 110 gold, 25 silver and 44 bronze medals. 21 medals where 4 gold, 6 silver and 11 bronze medals were added to the collection of intellectual achievements by our university students.
Besides, while participating in international Internet contests, the students of schools, high and secondary professional institutions won 141 gold, 151 silver and 18 bronze medals and different diplomas.Reporting on the results of work in national health protection system, the Vice Premier noted that International Endocrinology and Surgery Centre has been commissioned in Ashgabat on September 1.
The growth rate of finance volumes received from the State voluntary medical insurance made 108 percent, from production and services 111 percent and from pharmaceutical production 103 percent.Next, Minister of Education P.

President Gurbanguly Berdimuhamedov approved presented draft Resolution and requested to organize proper work together with non-governmental organizations and mass media for explanation of the provisions followed from this document to the population.

It was mentioned that from the beginning of the year the Days of Turkmenistan Culture have been held in number of foreign countries.Cultural actions aimed at introduction of culture and arts of friendly states to Turkmen people have taken place in Ashgabat.
Movie demonstrations, art exhibitions and performances of foreign art masters have been organized in reported period.Representatives of national cultural sphere made working visits abroad for participation in different events.
Work for improvement of the activity of theatres, museums and libraries are steadily performed. 385 000 people have visited the museums of the country what considerably exceeds the indices of the last year.
Turkmen State Publishing Service made production to the amount of 106 871 000 manats and the plan is fulfilled to 136.5 percent. 350 books were published.Printing production of Turkmenistan received high remarks at international exhibitions.
The income, received from financial activity of the State Committee for Tourism made more than 31 070 000 manats. 101.5 000 tourists have been served from the beginning of the year.

Director of the State Anti-Economic Crimes Service M.Chakiyev reported on inspections of work of reconstructed plants for production of ferro metal constructions of the Ministry of Industry as well as on other detected violations.
President Gurbanguly Berdimuhamedov noted that improvement of work for prevention and exposure of crimes in economy, officials misuse, detection of bribery in the sphere of government administration, protection of the investments are priority directions of the activity for combating against the corruption.
After, Prosecutor General of the country B.Atdayev reported on the fulfilment of the assignments given by the Head of the State, particularly on the results of inspections carried out in different structures.
Having made an accent on the necessity of strict control of compliance to the law, the President of Turkmenistan gave number of specific assignments for enforcing prosecution control to prevent the crime and suppression of any breaches of existing legislation.
