President of Turkmenistan Gurbanguly Berdimuhamedov held joint session of the Cabinet of Ministers and the State Security Council where outcomes of work of the branches of national economy for seven months of the year were summed up.
Having announced the agenda, the Head of the State gave floor for report to Deputy Chairman of the Cabinet of Ministers B.Hojamammedov who informed on the results of social and economic development of the country for the period under review.
According to the indicators, the GDP has grown up for 6.4 percent including for 3.4 percent in industry, 3.9 percent in construction, 10.9 percent in transport and communication sphere, 9.3 percent in trade, 4.6 percent in agriculture, 10 percent in service sector.
The growth rate of production in January July increased to 4.7 percent comparing with the same period of the last year.Volume of retail sale increased for 17.4 percent in comparison with the same period of 2016.
Prices for consumer goods as well as tariffs for services to the population were kept within set limits.Average wages increased for 9 percent.The fulfilment of the revenue of the State Budget from the beginning of the year made 11.1 billion manats while the expenditure was 10.6 billion.
Salaries, state allowances, pensions and student grants were paid in full volume and on time.Increase of the volumes of drawn investments from all sources of financing was observed for the period under review.
This indicator made 28.95 billion manats.Speaking of implementation of National programme for transformation of social and living conditions of the population, the Vice-Premier reported that according to preliminary information, 2 social and cultural facility were constructed, 400.8 kilometres of engineering networks were laid and 623.1 thousand square meters of living were built.
At present, the construction of 65 social buildings, 30 water treatment facilities, 370.7 thousand square metres of living houses as well as infrastructure systems is continued.Generally, 1068.1 million manats were spent for fulfilment of the above-mentioned works.
Summing up the report, President Gurbanguly Berdimuhamedov noted the necessity of improvement of the activity of the ministries and branch departments supervised by the Vice Premier.The Head of the State called detailed study of the issues of employment of young specialists who received education in foreign countries among perspective objectives of the Ministry of Labour and Social Protection and the Ministry of Economy and Development.
Vice Premiers B.Hojamammedov and S.Toylyev were entrusted to develop a proposal on establishment of interdepartmental commission for provision of occupancy of young specialists and to report on the results of work at the session of the Cabinet of Ministers.
Deputy Chairman of the Cabinet of Ministers M.Babayev reported on the results of work of the enterprises of fuel and energy complex for the reported period.It was informed that plan for production of oil and gas condensate was fulfilled for 102.5 percent, processing of hydrocarbon materials for 101.5 percent, production of gasoline for 105.3 percent, diesel fuel for 104.2 percent, polypropylene for 105.4 percent, lubrication oils for 111.4 percent, liquefied gas for 118.5 percent.
Comparing with the same period of the last year, the growth rate of production of natural and associated gas made 106.7 percent, the export of gas increased to 105.6 percent and drawn investments for 119.4 percent.
Information on the measures for activation of work of National Oil and Gas Company of Turkmenistan JSC was given.The draft of relative Resolution was presented for review to the Head of the State.
Having approved and signed the document, Turkmen Leader requested to provide efficient work of the National Oil and Gas Company of Turkmenistan.Reporting on the outcomes of work of the structures under his supervision for seven months of the year, Deputy Chairman of the Cabinet of Ministers E.
Orazgeldiyev noted that generally in agricultural complex, the growth rate of volumes of production, works and services made 102 percent.At the same time, the indices of the Ministry of Agriculture and Water Management reached 110.2 percent, the State Committee for Natural Protection and Land Resources 107.6 percent, State Association Turkmen Atlary 106.4 percent.
The plan of the State Association of Food Industry is fulfilled for 106.6 percent.Draft Resolution on Celebration of the Caspian Sea Day was presented for review to the Head of the State.
The event will take place in Avaza National tourist zone on August 12.President Gurbanguly Berdimuhamedov signed relative Resolution and requested to organize the Day of the Caspian Sea on high level.
After, Deputy Chairman of the Cabinet of Ministers M.Aydogdiyev reported on the activity of the structures of industrial sector of national economy under his supervision for seven months of the year.
Thus, the fulfilment of the plan of the Ministry of Industry of Turkmenistan on total volume of production made 108.9 percent.The production plan of the Ministry of Textile Industry was executed or 109 percent in the period under review and the total growth was observed on 2 percent level.
Particularly, the fulfilment of the plan for production of cotton thread made 106.2 percent.The volume of production for seven months of 2017 by the State Association Turkmenhally was equal to 100.9 percent.
The State Concern Turkemnhimiya fulfilled 101.6 percent of the production plan for the reported period.Enterprises of the State Committee for Fishery fulfilled production plan for 100.8 percent.
Deputy Chairman of the Cabinet of Ministers D.Amangeldiyev reported on the outcomes of the activity in construction and energy complexes and public service sphere for the past seven months of the year.
City administration of Ashgabat carried out the works and rendered services to the amount of of more than 244 930 000 manats; the plan is fulfilled for 101.3 percent.
Comparing with the same period of the last year, the growth rate made 140.2 percent.The Ministry of Construction and Architecture fulfilled the works and services to the amount of 93 342 000 manats what makes 104.9 percent of the production plan at the growth rate of 103.9 percent.
Total volume of production, works and services of the Ministry of Energy for the period under review were made to the amount of more than 643 818 000 manats.
The plan is executed for 110 percent and the growth rate made 101.6 percent. 14 169 949 000 kilowatt/hours of energy were produced for January July, the growth rate reached 103.8 percent comparing with the same period of the last year.
The export of energy made 2 231 102 000 kilowatt/hors at the growth rate of 102.8 percent.The Ministry of Public Communal Service made works and services to the amount of more than 127 374 000 million manats, the plan is executed for 110.9 percent and the growth rate made 11.7 percent.
The State Concern Turkmenautoyollary produced works and services to the amount of 415 368 000 manats, the plan was fulfilled for 104.2 percent and the growth rate made 101.2 percent.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers O.Gurbannazarov who reported on the indicators of trade complex and on the main spheres of non-governmental spheres of the economy for January July comparing with the same period of the last year.
Thus, according to the Ministry of Trade and Foreign Economic Affairs, trade turnover is made to the amount of 2 645 600 000 manats including retail sale to the amount of 1 040 500 000 manats and the growth is 14.6 percent.
The volume of production was equal to 159 300 000 manats with growth rate of 3 percent.The enterprises of the ministry made total income to the amount of 329 400 000 manats, the plan was fulfilled for 125.4 percent. 61 400 000 manats of the investments were developed for the period under review. 143 trades were held at the Commodities and raw materials exchange where 8403 transactions to the amount of 13 626 600 000 manats were made.
Their export share is equal to 11 766 000 000 manats.Total volume of income made 46.7 million manats and the lan was fulfilled to 146.7 percent.
Trade and Industrial Chamber provide the services to the amount of 12.1 million manats for the period under review. 17 exhibitions and 12 conferences were held for the reported period.
For seven months of the year, the Union of Industrialists and Entrepreneurs made industrial production to the amount of 415 million manats with the growth rate of 33.9 percent, agricultural and food production to the amount of 635 million manats with growth rate of 20.2 percent.
Construction and installation works were fulfilled to the amount of 3 215 300 000 manats.Trade turnover made 6 725 100 000 manats and the growth rate of 6.8 percent is achieved comparing with the same period of the last year.
Services to the amount of 571.6 million manats with growth rate of 11.9 percent were rendered.President Gurbanguly Berdimuhamedov ordered the Vice Premier to increase the attention to the saturation of home market with quality and various goods and full satisfaction of the consumers’ demands.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the importance of further improvement of activity of all organizations of cultural and mass medial sector taking into account innovative development of the country.
Having stressed the attention on the work of National television, the Head of the State noted the urgency of making new interesting TV shows including the ones dedicated to economic and social topics.

Annameredov reported on the work in the spheres under his supervision for January July of the year.The growth rate of cargo traffic made 108 percent, passenger traffic and turnover 100.1 percent by the Ministry of Railroad Transport.
By the Ministry of Automobile Transport, the growth rate of services rendered for seven months is equal to 101.1 percent, 103 and 102 percent in cargo and passenger traffic accordingly.
The growth rate of works by the Ministry of Communication made 103 percent. 284 000 telephone outlets including 266 000 cellular and 18 000 stationary ones were installed for the reported period in the country to satisfy the demands for communication services.
The plan is fulfilled for 204 percent.The growth rate for aviation services reached 123 percent by Turkmenhowayollary Service for seven months.This indicator for cargo and passenger traffic made 127 and 101 percent accordingly.
The growth rate for works for the period under review performed by the State Service of Maritime and River Transport is equal to 101 percent.The plan for cargo traffic was fulfilled for 172 percent while the passenger traffic plan reached 138 percent.
Having listened to the report, the Head of the State demanded to hold under permanent control the issues of provision of the guests arriving in Turkmen capital for participation in Ashgabat 2017 Games with high level of service and precise work of relative structures.
R.Meredov, the Deputy Chairman of the Cabinet of Ministers and the Foreign Minister, reported on the activity of the Ministry of Foreign Affairs and on the work for steadfast implementation of the Concept of Foreign Policy Course of the country for 2017 2023.
It was highlighted that the success of this constructive strategy is indicated by the outcomes of foreign visits held by Turkmen Leader from the beginning of the year as well as by the visits of the leaders of number of foreign states and the UN Secretary General to our country.
Regular character of bilateral consultations between the MFA of Turkmenistan and foreign policy departments of other states was mentioned. 27 meetings were organized in this direction for the reported period.
For further expansion of trade and economic, cultural and humanitarian cooperation with foreign partners, 11 sessions of Intergovernmental Commissions as well as number of bilateral business forums were held since the beginning of the year.
Continuing the report, the Vice Premier, the Head of the MFA informed on the preparation to the official visit of the President of Turkmenistan to the Republic of Azerbaijan planned for August 8 9.
It is planned to sign large number of documents aimed at further activation and intensification of beneficial partnership by the outcomes of the coming talks.In this context, having emphasized the importance of forthcoming high-level negotiations, which are to give new impulse to bilateral relations, Turkmen Leader requested the Vice Premier to provide high organizational level of official visit of the State delegation of our country to the Republic of Azerbaijan.
Chairperson of the Mejlis A.Nurberdiyeva informed on the activity of National Parliament for seven months of the year and preparation to regular session of the Council of the Elders.
Deputy Chairman of the Cabinet of Minsters S.Toyliyev reported in the results of work in the spheres under his supervision.It was informed that 225 items of textbooks and learning manuals were prepared for the period under review; 121 samples of the books were published.
Totally, 56 273 children were in children health-improving centres and school summer camps for two months of summer holidays.Turkmen school students successfully participated in international Olympiads and project contests, having won 11 gold, 25 silver and 44 bronze medals.
Local universities students won 4 gold, 6 silver and 11 bronze medals at international intellectual contests.The students of schools and universities distinguished themselves participating in international internet contests having become the prize-winners and different level diplomas holders.
Entrance exams were held for those wishing to study in foreign universities including in the Republic of Belarus, China, Romania and other countries.It was reported that it is planned to enrol 8 308 students to civil universities of the country and 8 313 students to secondary professional schools.
At present day, entry exams are ongoing.Totally, the documents are received from 34 496 entrants.The growth rates of the volumes received from the State Voluntary medical insurance made 105.6 percent, the incomes from services and production made 111 percent, from sanatorium services 114 percent, from production of medicines 102 percent.
Active work for preparation of V Asian Indoor and Martial Arts Games is carried out.Ticket sale has started from July 29 in the capital and velayats of the country.
Along with that, the Vice Premier reported on the preparation to ceremonial opening of V Asian Games, having presented relative sketches to the review of the Head of the State.
Having made an accent on the subject of the coming V Asian Games, the Head of the State noted the importance of integrated measures for organizational provision and successful participation of Turkmen sportsmen, having addressed the Vice Premier with number of specific instructions.
Having expressed number of remarks and made some corrections to the sketches, the Head of the State approved them in general.Summing up the discussion, President Gurbanguly Berdimuhamedov stated that despite some shortfalls, the results of activity of the branches of national economy for seven months of the year, course of the programmes aimed at further improvement of social and living conditions of Turkmen citizens, industrial development of the state and diversification of the economy work for V Asian Games are successful in general.
President Gurbanguly Berdimuhamedov highlighted that it is important to hold V Asian Games.The Council of the Elders, the Independence and Neutrality Days on high level and finish 2017 with good indicators.
Having stressed the attention that the Day of Turkmen Melon is observed on the second Sunday of August in our country annually, the Head of the State spoke for the reasonability to celebrate it on August 17 rather than on 13, 30 days before the beginning of V Asian Games.
The Head of the State suggested to hold another ecological event, the day with automobile transport, on August 17, on occasion of 30-day countdown until the start of the Games.
The commissioning of number of new social and oil and gas complex facilities will be held on that day.
