President, Supreme Commander of the Armed Forces of Turkmenistan, Army General Gurbanguly Berdimuhamedov held regular session of the State security Council where outcomes of work of military and law enforcement agencies for two months of the year have been reviewed as well as improvement of activity of security forces and solution of social issues have been discussed.
Having opened the session, the Head of the State gave floor to Minister of Defence B.Gundogdiyev who reported on results of activity of his ministry from the beginning of the year including on implementation of advanced technologies in different forces, measures for strengthening of defensive capability of the country and proper conditions for service and life of soldiers and officers.
Improvement of work of this structure is one of perspective directions of military reform, the President of Turkmenistan highlighted, having noted importance of further modernization of equipment and facility base of the Armed Forces of the country.
It is necessary to take integrated measures for improvement of level of provision as well as combat skills of personnel of the Armed Forces who protect peaceful life of Turkmen nation, the President continued.
Speaking of importance of improvement of personnel potential, the Head of the State ordered the Minister to carry out educational, political and public work in profile educational institutes on proper level.
Minister of Interior M.Chakiyev reported on work of departments under his command in January February as well as on practical measures for prevention of crime, road and transport accidents, provision of fire safety in all regions of the country.
Having listened to the report, the Supreme Commander of Armed Forces of the country highlighted importance of coordinated activity of all structural divisions of the Ministry of Interior.It is necessary to pay utmost attention to support of public order, compliance with law as well as to combat against negative occurrences, the Head of the State pointed out, having addressed the Minister with specific assignments.
Head of the State Border Guard Service Sh.Durdiyev reported to President Gurbanguly Berdimuhamedov about results of work of the service for two months of 2020 and conditions that are made for Motherland defenders.
Report on modernization of equipment and facility base of border guard forces has been presented.Independent Turkmenistan steadily implements policy of peace, good neighbourliness and wide international cooperation, which are based on the principles of permanent neutrality, the President highlighted.
At the same time, being a sovereign state, Turkmenistan makes fundamental changes according with provisions of defensive military doctrine for strengthening of power of National Army, which is responsible for clear sky, safety of borders and peace of our people.
The main requirement for the State Border guard Service is to provide integrity of the border of the country, the Supreme Commander of the Armed forces said, having ordered to head of the Service to hold improvement of physical, tactical and combat training of personnel under control.
Chairman of the Supreme Court G.Halliyev reported to the Head of the State on results of activity of the structure under his control for the designated period, measures for organization of judicial procedures according to time requirements as well as for improvement of qualification of judges.
Speaking of priority vectors of work of judicial system, the President of Turkmenistan highlighted that development of our country as democratic and legal state depends mainly on its effectiveness.
In this regard, importance of improvement of national judicial procedures and study of legal innovations in this field.Judicial authority has an important role in provision of protection of rights and interests of the citizens, the President continued, having addressed the Chairman of the Supreme Court with relevant assignments.
Prosecutor General B.Atdayev reported on the work of the structure under his supervision from the beginning of the year.Having listened to the report, the Supreme Commander of the Armed Forces of the country ordered to continue taking measures for improvement of activity of this authority.
It is necessary to take prosecutorial measures, implement strict control of fulfilment of legal acts, the President said, having requested to hold organization of work of the authority uner strict control and according to time demands.
Minister of National security G.Annayev reported on the measures taken in January February for provision of national security, reliable protection of the orders of the state sovereignty.
Summing up the report, the Head of the State noted that grandiose programmes of the country’s modernization, growth of its economic potential and international authority are successful owing to solidarity of the society.
Provision of national security in the context of the global challenges and threats is the main objectives, the President of Turkmenistan highlighted, having addressed the Head of the Ministry of National security with number of specific assignments.
Further, Minister of Justice B.Muhammedov reported on the results of activity in January February this year as well as on integrated measures for improvement of existing legislation base, in particular on preparation of proposals on amendments and addendums of legal acts.
Summing up the report, President Gurbanguly Berdimuhamedov noted that legal expertise and coordination of draft legal documents are the priority directions of work of the authority.It is necessary to pay more attention to explanation of provisions of adopted laws to the population, the Head of Turkmenistan requested, having addressed the head of the authority with certain assignments.
After, Chairman of the State Customs Service M.Hudaykuliyev reported on the outcomes of work of the organization for the period under review.Having listened to the report, the Supreme Commander of the Armed Forces of the country highlighted that it is necessary to take integrated measures for enhancement of efficiency of activity of this structure, in which regard the necessity of wide practical implementation of advanced international practice in this sphere has been noted.
It is necessary to hold under control the movement of good and transport vehicles across customs border, the Head of the State continued, having ordered the Head of the Service to implement strict control of compliance with conditions of relative procedures.
Further, Chairman of the State Migration Service M.Gurdov reported on work in January February for solution of set objectives of the structure.Summing up the report, the Supreme Commander of the Armed Forces of the country have focused on priority aspects of activity of the Service.
Credible fulfilment of duties by personnel and improvement of work were outlined among the main requirements.Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch.
Amanov reported on the situation in military and law enforcement agencies, results of their work for two months of the year.It was also reported on reforms in the structures under his supervision, which were initiated by President of Turkmenistan, Supreme Commander of the Armed Forces, Army General Gurbanguly Berdimuhamedov, integrated measures for successful solution of objectives outlined in the Military doctrine.
The Vice-premier reported on strengthening of personnel potential of National Army, social provision of soldiers and officers.Fulfilment of assignments for improvement of activity of security forces was one of the subjects of the report.
Having listened to the report, the Head of Turkmenistan focused on priority objectives of military and law enforcement agencies.Having pointed out the necessity of proper control of fulfilment of plans of further development of the Armed Forces, the Head of the State noted that principles of the Military doctrine have to be strictly followed in this work.
President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of assignments for improvement of activity of military and law enforcement agencies.Addressing the participants of the session, the Head of Turkmenistan highlighted again that our independent country is committed to the principles of positive neutrality and strictly follows the provisions of the Military doctrine, which has exclusively defensive character.
Having noted the importance of large-scale reform, which main aspect is to modernize equipment and facility base of the security forces of the country, the President focused on priority objectives of these structures.
Solution of issues of social provision of military personnel is also an important aspect, the Head of the State continued, having focused on the necessity to make all conditions for proper service of officers and life of their families.
