President, Supreme Commander of the Armed Forces of Turkmenistan Army General Gurbanguly Berdimuhamedov held offsite session of the State Security Council where outcomes of work of military and law enforcement agencies for 11 months of the year have been discussed.
Having left the building of the Oguzkhan Palace Complex, Turkmen leader walked to the place of the session of the State Security Council.On his way, the President has listened to the report of Ashgabat Sh.
Durdiliyev about work for development and maintenance of the city, protection of ecological wealth as well as on preparation to coming events.It was informed that the contest of the best New Year decoration of Ashgabat has been announced.
At present time, works for celebration decoration of the avenues, parks, squares and administration buildings have been started.The Head of the State addressed the Hyakim with number of certain assignments for organization of coming events on high level.
After, having informed about development of the project of different facilities, which construction is planned in Ashgabat in the nearest future, the Head of the capital administration asked President Gurbanguly Berdimuhamedov to make his comments and proposals on this account and to inspect the course of construction of number of facilities.
Having noted that he would look around the facilities, which are planned to be built under the Concept of the capital development, the Head of the State gave relative instructions to the Hyakim.
After, the Supreme Commander of the Armed Forces went to the place of the session where he was warmly greeted by the heads of military and law enforcement agencies.
The President noted that support of stability of our sovereign state, strengthening of equipment and facility base of military and law enforcement agencies and further improvement of their activity would be reviewed at the session.
Having announced the agenda, the Head of the State gave floor to Secretary of the State Security Council, Ministers of National Security Ya.Berdiyev who reported on the realization of reforms in the context of goals and objectives of defensive Military Doctrine as well as on the situation in the Ministry of National Security.
Having listened to the report, the President highlighted that sovereign Turkmenistan is committed to neutral status, which was delegated by the world community and allowing pursuing the policy of peace-making and goodwill actively and effectively.
The Government will always pay close attention to provision of national security and enhancement of defensive capability of the army, which is a guarantee of prosperous live of the nation.
Minister of Defence B.Gundogdiyev reported on the outcomes of work for the period under review.Having listened to the report, the President outlined strengthening of equipment and facility base of all Armed Forces of National Army among priority vectors of work.
In this context, improvement of the system of training of personnel in profile high educational institutes of the country receives special currency, the Head of the State highlighted.Minister of Interior M.
Chakiyev reported on the activity in the structures under his supervision, measures for provision of public order in the country and prevention of road traffic incidents.Having focused on perspective directions of activity of the Ministry, the President highlighted that authorities of the Ministry of Interior have to hold the subjects related to public order, culture of pedestrians and drivers, fire safety requirements under strict control.
Chairman of the Supreme Court G.Halliyev reported on the progress of legal reforms initiated by Turkmen leader as well as on the activity of the structures under his supervision in January November this year.
Having noted that judges have to follow the provision of existing legislation in their work, the Head of the State highlighted the importance of improvement of judicial system and provision of strict control of compliance of decisions made with the law.
Prosecutor General B.Atdayev reported on the fulfilment of assignment and activity of prosecution authorities, including inspection of certain government organizations, for the period under review.Information that I.
Mulikov, who occupied the post of the Minister of Interior from May 29, 2009 to October 1, 2019, being obliged to combat against the crime, to protect government interests and property from criminal offences according to his duty, abused his authorities for self-serving purposes.
While occupying the post of the Minister of Interior of Turkmenistan, he was engaged in criminal activity against his direct duties and, having taken possession of properties, which belonged to some citizens, to the big amounts.
During the investigation, I.Mulikov was accused to a criminal case and imprisoned by the court decision.During preliminary investigation, illegally possessed living apartments, property, vehicles and different values have been seized to the favour of the state.
Information about M.Nobatov, who abused his authority in self-serving purposes and was engaged in bribery while occupying a responsible post of the Chairman of the state Migration Service of Turkmenistan, has been presented.
He was put under arrest for his criminal activity in the result of preliminary investigation.It was revealed that M.Nobatov used to take bribes in especially important amounts from individual entrepreneurs.
All his properties like high-comfort living houses, vehicles and other values, which were illegally acquired, have been seized to the favour of the State.I.Mulikov and M.
Nobatov have confessed what they did and repented in their crimes.Having listened to the report of the Prosecutor General and addressing the participants, President of Turkmenistan Gurbanguly Berdimuhamedov said: - We have given big government positions to these people.
And they, which duties include to combat against such negative occurrences, have broken the law and have not justify the trust given to them.They have soiled the honour of their families and relatives.
The thirst for profit have become more than their voice of reason.They have hurt our society.however, we will always fight against this occurrence and punish these people.
There is no place for them among us. - I would like to remind to all officials that we have always fought would continue fighting against corrupted and bribers without compromise, - the Head of the state said.
We have all capabilities for this.Nobody can think that would manage to hide his dirty deeds and remain innocent.What these people need more?Serve honestly to your Motherland and your people and you would be respected person.
Fighting against the corruption and other negative occurrences is in the centre of the policy of our state, the President highlighted.After, addressing Minister of Interior M.Chakiyev, the Head of the State said that all what was stolen by the above-mentioned individuals belongs to the nation.
It is necessary to find out what money was used for construction of all these houses and how they can be utilized and for what purposes.In this regard, President Gurbanguly Berdimuhamedov ordered to analyse the opportunity to use these houses for kindergartens or service department of prosecution authorities, Ministry of Interior, administration or other organizations, for which relative re-construction works are required.
Regarding the money stolen from people, the President ordered to transfer it to special bank accounts and to build a school, hospital or living houses, in other words, any social facility.
The Head of the State Border Guard Servcie Sh.Durdiyev reported on the measures for improvement of defence of the country’s borders and service and living conditions of border guard personnel for eleven months of the year.
Improvement of professional level, combat training, physical and mental fitness of personnel especially young recruits was a separate subject of the report.Summing up the report, the Supreme Commander of the Armed Forces of the country highlighted that close attention is paid to strengthening of equipment and facility base, formation and improvement of management structure of the Service.
Building, reconstruction and provision of border guard infrastructure as well as training and education of new generation of military specialists and qualified officers are carried out, Turkmen leader continued.
In their duties, border guard personnel has to follow imprescriptible principles to stand guard on protection of the State border remembering that Turkmenistan has always been and remains to be committed to traditions of friendship, peace-loving and goodwill with all neighbouring countries, the President noted, having addressed the Head of the Service with specific assignments.
Chairman of the State Customs Service M.Hudaykuliyev reported on the results of work for 11 months of the year.Having listened to the report, the Head of Turkmenistan highlighted the necessity of improvement of work of the Service by implementation of new forms, methods and technical aids in provision of customs control.
These activities would enhance the efficiency of work of all departments, the President continued.Having noted the importance of expansion of the cooperation with profile structures of foreign state and international organizations, systematic study and implementation of advanced practice, universal standards in this sphere, the President addressed the Head of the Service with number of certain assignments.
Chairman of the State Migration Service M.Gurdov reported on the activity in January November, measures for modernization of equipment and facility base and improvement of personnel.Having focused on current directions of work of the Service, the Supreme Commander of the Armed Forces of the country highlighted that use of digital technologies for organization of activity in accordance with time realities receives greater importance these days.
In this regard, enhancement of professional level of personnel is one of the utmost objectives, the President said, having addressed the Chairman of the Service with number of specific assignments.
Minister of Justice B.Muhammedov reported on the measures for improvement of national legislation for 11 months of 2019.Summing up the report, the Head of the State outlined active study of international jurisprudence practice and implementation of universal standards of international law to national legislation among the most important objectives of the Ministry.
Summing up the outcomes of the session, the President noted that the Government would continue strengthening equipment and facility base of law enforcement and military agencies, taking care and making all conditions for fruitful service and deserved life of the Motherland’s defenders.
