It was informed that proposal of Azerbaijan on organization of working visit of Turkmen Parliament delegation to Baku in the first decade of November has come to the Mejlis.
Number of events and meetings, which are aimed at exchange of practice in law-making activity, development of inter-parliamentary cooperation, is planned under the visit.It includes the meeting with the Speaker of National Mejlis of Azerbaijan, familiarization with activity of ASAN Service of the State Agency for Service to Citizens and Social Innovations under the President of the Republic of Azerbaijan.

Deputy Chairman of the Cabinet of Ministers G.Myradov reported on work for improvement of relative legal and regulatory acts in the sphere under his supervision.In this regard, draft Resolution on approval of the regulation on leasing of the state owned property, which was developed in accordance with the Law of Turkmenistan on Lease, has been presented to President Gurbanguly Berdimuhamedov for review.
Having focused on the currency of bringing of regulatory acts to correspondence with time requirements in the context of transit to market relations and development of private business, the Head of the State signed the Resolution on approval of the regulation of leasing of the state owned property and gave number of specific assignments for provision of control of practical implementation if its provisions.
Continuing the session, Turkmen leader reprimanded Deputy Chairman of the Cabinet of Ministers G.Myradov for unsatisfactory performance and deficiencies admitted in his work with the last warning to correct the failures as soon as possible.
Deputy Chairman of the Cabinet of Ministers M.Meredov reported to the President about the situation in different sectors of fuel and energy complex of the country.Information about the measures for successful realization of energy strategy, key vectors of which are increment of volumes of production and export of natural gas and diversification of the routes of its supply to the world markets, has also been presented.
It was informed that at the same time, big attention is paid to expansion of production of petrochemical commodities, including by opening of new production facilities specialized in deep processing of hydrocarbon material.
Summing up the report, President Gurbanguly Berdimuhamedov focused on priority aspects of energy policy of Turkmenistan, which is aimed at realization of industrial potential and foreign interests of the country.
In this context, the focus was made on importance of further improvement of beneficial partnership with leading foreign companies, which have advanced practice and innovative technologies.The Head of the State has ordered to hold under permanent control projects of modernization of profile infrastructure, wide implementation of latest technologies and advanced scientific and technical developments, construction of modern processing facilities making production, which is on high demand in the world markets.
Deputy Chairman of the Cabinet of Ministers Ch.Purchekov reported on works for power supply of the facilities under construction in the country as well as on results of international tender for provision of relative materials.
Speaking of huge potential of national power energy industry, President Gurbanguly Berdimuhamedov highlighted that Turkmenistan is one of the richest states by the energy resources.Following this, volumes of investments to this industry is always growing.
In the result, today, Turkmen energy industry demonstrates stable high rates of development and is able to increase the export of energy, which is required by foreign consumers.It was mentioned that special attention is paid to implementation of eco-friendly technologies to this sphere, which allow reducing fuel consumption and at the same time, increasing the volumes of production of electrical energy.
The Head of the State highlighted that pursuing the open doors and constructive dialog policy for beneficial interests, Turkmenistan always stands for establishment of long-term equal cooperation, especially with leading foreign companies, which recommended themselves as reliable and responsible partners and have latest developments, scientific and production potential.
In this regard, President Gurbanguly Berdimuhamedov pointed the attention on the fact that quality of construction works and compliance to the schedules remain as mandatory condition.After, the Vice-premier informed the Head of the state on work at the facilities, which are planned to be built by 2020 on occasion of the 25th anniversary of Turkmenistan neutrality.
It was mentioned that steadfast work for construction of new residential estates, reconstruction of existing engineering and technical systems, modernization of road and transport infrastructure and planting of trees is continued in accordance to the Concept of the Capital’s development.
Having highlighted the importance of large-scale urban construction programme, the President focused on compliance with the main criteria of construction the comfort for the people as well as provision of reliability of all infrastructural facilities.
Special mention was made of creation of unique architectural image of the main city of the country.Having highlighted importance of modernization of road and transport infrastructure, the Head of the state ordered tot take proper measures for fulfilment of set objectives in given period.
After, Deputy Chairman of the Cabinet of Ministers B.Ovezov reported on work of the State Concern Türkmenhimiýa for incremetn of production volumes of iodine and salt.Relative measures are taken in this direction in the context of realization of the Programme of social and economic development of the country in 2019 2025.
More than 500 tons of technical iodine is produced in the country annually, which provides the demand of local market.At the same time, the main part of this product goes for export.
Four new test industrial facilities for production of 90 tons of technical iodine per year were put into operation at Çukurguýy field in Esenguly etrap, Balkan Velayat.The Vice-premier reported that after completion of the above-mentioned projects, the capability of additional production of 300 tons of technical iodine will appear, which would increase export capabilities of the State Concern Türkmenhimiýa.
Information that construction and installation works of the workshop for production of 40,000 tons of table salt and 2,500 tons on technical salt in the structure of Guwlyduz facility in Turkmenbashy etrap are at the final state has been presented.
In this regard, the report followed by slides demonstration allowing to have an understanding of work of this facility has been presented to the Head of the State.Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that chemical industry is one of the leading branches of the country’s economy.
Its huge export potential is based on colossal natural resources and capabilities of established technological infrastructure.Increment of production capacities for making of different products, which requirements grow both in the country as well as in foreign countries is a priority direction of development of chemical industry.Turkmenistan takes one of the leading places in the world by reserve of mineral raw materials.
At present time, various mineral salts, iodine and its derivatives are produced from these raw materials, the Head of the State noted.Implementing integrated reformation programmes oriented to full modernization of national economy, formation of powerful industrial infrastructure, our country make a bet on wide implementation of advanced technologies.
Establishment of modern facilities specialized in processing of available rich natural and material resources including the expansion of variety of production made of iodized salt and technical iodine, which are on the same level as foreign analogues, is among set objectives.
It is necessary to study and adopt the best world practice for taking Turkmenistan to the rank of the world leaders in making of various production and production of raw materials, the President highlighted and addressed the Vice-premier with specific assignments.
After, Deputy Chairman of the Cabinet of Ministers Ch.Gylyjov reported on the situation in the spheres under his supervision and measures for improvement of activity of the State Commodity and Raw Material Exchange according to the Concept of development of digitial economy in the country.
In this context, the vice-premier presented the proposals for modernization of work of the SCRMET in two stages, which were demonstrated on video.At the first stage, it is planned to make conditions for registration services at the exchange in electronic format via internet, which will give opportunity of provision of such services online.
Using modern methods of document management, this system will support enhancement of work production, fast registration of contracts, establishment of electronic database.At the second stage, it is planned to implement exchange trades by digital system in online mode.
It will allow participating in the trades without actual presence at the exchange from any part of the world and will serve to significant increment of buyers and formation of optimum prices for commodities and increment of export volumes.
Summing up the report, President Gurbanguly Berdimuhamedov noted the importance of digitization of all branches of national economy for rapid development of national economy and further strengthening of international cooperation.
The Head of the State highlighted that it would support solution of current objectives in accordance with international practice and existing legislation, having ordered the Vice-premier to elaborate on planned measures for implementation of digital technologies in work of the SCRMET.
Deputy Chairman of the Cabinet of Ministers P.Agamyradov reported on the measures for improvement of activity of the Academy of Government Service under the President of Turkmenistan.
As is known efficient work for training and improvement of qualification of government officials is carried out.Establishment of the Academy in 2008 became an important step on the way of steadfast development of national system of government administration.
It is proposed to modernize the structure of the Academy and introduce new directions of specialization including master degree level for strengthening of educational potential of the Academy, improvement of the system of government administration.
Having listened to the report, the Head of the State noted that it is necessary to rest on the best world practice and advanced experience in this field and addressed the Vice-premier with relative assignments.
Deputy Chairperson of the Cabinet of Ministers B.Abdiyeva reported on the preparation to III International Theatre Festival in Ashgabat on November 19 23.It was informed that participation of theatre collectives, art scientists and profile specialists from USA, Iran, Italy, India, Kazakhstan, Kyrgyzstan, Afghanistan, Russia, Tajikistan, Turkey, Ukraine, Uzbekistan and Estonia is planed in art forum.
In addition to demonstration of theatre plays of the participating countries, it is planned to hold thematic exhibitions, meetings, conferences and master classes.Tours to museums and attractions of Turkmen capital will be organized for the guests.
Summing up the report, the President highlighted the importance of similar art meetings in development and enrichment of culture and addressed the Vice-premier with specific assignments to conduct all planned festival activities on high organizational level.
In his turn, Deputy Chairman of the Cabinet of Ministers E.Orazgeldiyev reported on the course of reforms in agriculture and seasonal agricultural works in the fields.Having listened to the report, the President of Turkmenistan highlighted the importance of changes in agricultural sector, which are aimed at provision of food abundance in the country, expansion of export capabilities of national economy and integrated development of the regions.
The Head of the State noted that it is necessary to implement advanced agrotechnical method and achievements of science, which support the improvement of land fertility and productivity of agricultural crops for successful solution of objectives in this sphere.
The President of Turkmenistan ordered the Vice-premier to accelerate the development of Land Cadastre of agricultural fields, having noted that latest technologies including the date of distant sensing received from national satellite have to be used for truthful information about the condition of soil and springs.
President Gurbanguly Berdimuhamedov has also pointed out the attention on the subjects of practical implementation of the UN Convention for combating desertification, which is one of important international treaty on environment.
Continuing the subject, the Head of the State highlighted that principle of balanced development is laid in the base of economic strategy and natural protection policy of Turkmenistan.Construction of Altyn Asyr Turkmen Lake in Central Karakums is a bright example of efficient solution of objectives for formation of solid foundations of ecological security of not only our country but also of entire Central Asia.
This unique investment project is aimed at fundamental improvement of irrigated lands and to solve many problems related to soil salinization and drought.Big work is carried out under National Strategy for climate change, which was adopted in new edition, and national Forest Programme of Turkmenistan, which are to protect and improve the diversity of unique Turkmen nature.
Having highlighted the importance of these programs from protection of ecological balance and making of favourable conditions for life of the population points of view, President Gurbanguly Berdimuhamedov addressed the Vice-premier with specific assignments related to nation-wide activity for planting of trees in Turkmenistan.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers, Foreign Minister R.Meredov, who reported on preparation to official visit of the President of Turkmenistan to the Republic of Italy on November 6 7.
In this regard, it was noted that development of constructive cooperation with European states including with Italy is one of strategic vectors of foreign course of the country.Diplomatic relations between our countries were established in 1992.
The Embassy of the Republic of Italy to Turkmenistan was opened in 2013 and the Embassy of Turkmenistan to Italy in 2016.Special role in development of beneficial Turkmen Italian relations is given to visits and high-level meetings.
In this context, the first official visit of the President of Turkmenistan to the Republic of Italy was an important event in the history of interstate dialog in this context.
Working visit of leader of the nation Gurbanguly Berdimuhamedov to Italy in May 2015 supported further intensification of beneficial Turkmen Italian relations, earlier, the Prime Minister of the Republic of Italy came to Turkmenistan on working visit in November 2014.
Bilateral relations has dynamic character of the level of the Governments and foreign departments.Italy regularly support creative initiatives of Turkmen side proposed at the sessions of the UN General Assembly and other big international forums.
There are wide perspectives for activation of Turkmen Italian cooperation in trade and economic sphere.Efficient partnership with Italian business circles is carried out in oil, gas and textile industries and other fields.
Big industrial and infrastructural facilities in our country are provided with modern Italian equipment.At the same time, transport and communication spheres, agriculture, food and light industry, innovative technologies are among important directions of investment cooperation.
Humanitarian field, which has significant potential for expansion of traditional cooperation in education, science and culture, are an integral part of interstate relations.At present time, Turkmen State University and International University of humanitarian Studies and Development teach Italian language with participation of tutors from this country.
There are big opportunities in joint archaeological works where successful practice of work has been gained, in intensification of the contacts in museum activity and ethnography.It is planned to sign number of documents on inter-governmental and interdepartmental levels as well as number of documents in private sector during official visit of President of Turkmenistan Gurbanguly Berimuhamedov to Italy, which would significantly supplement regulatory and legal framework base of cooperation and would serve to its expansion in many directions.
Continuing the report, the Vice-premier, Head of the Foreign Ministry reported on participation of the delegation of the country in the Summit of the Heads of the Governments of member states of Shanghai Cooperation Organization, which is to be held in the capital of Uzbekistan.
Information about coming meeting of the Heads of the foreign ministries of Central Asian countries for discussion of the subjects related to preparation to the session of the heads of the states of the region, which would be held in Tashkent, has been presented.
Having stated with delight positive dynamics of Turkmen Italian relations, President Gurbanguly Berdimuhamedov noted that our country aims at comprehensive strengthening of equal constructive partnership with European countries both in bilateral and multilateral formats including under traditional dialog with European Union.
Modern realities dictate the necessity of search for optimum ways of cooperation and in this case, Turkmenistan and Italy have something to give to each other, the President said.
The Head of the State highlighted that big opportunities for diversification of beneficial relations, which are built on long-term basis.Therefore, Turkmen Italian high-level talks next week will allow specifying priorities of efficient partnership and finding the ways of realization of its potential.
The Head of the State has also ordered to prepare to the participation of the delegation of our country in the Summit of the heads of the government of members states of Shanghai Cooperation Organization, which would be held in the capital of the Republic of Uzbekistan.
At the same time, the President gave relevant assignments on preparation to planned meeting of the heads of foreign departments of Central Asian countries, where issues related to the session of the heads of the states of the region in Tashkent in the ned of November would be reviewed.
Summing up the outcomes of the session of the cabinet of Ministers, President Gurbanguly Berdimuhamedov focused the attention of the members of the Government on number of the utmost objectives.
The importance of consolidation of inter-parliamentary relations, which are an integral part of traditional friendly and goodwill bilateral relations, continuation of exchange of practive in law making sphere has been highlighted.
The Head of the State has also pointed out the necessity of improvement of activity of financial and banking facilities based on introduction of digital technologies, provision of control of realization of all adopted programmes.
Having ordered to provide high-organizational level of preparation to coming celebrations and remarkable dates, the President highlighted that all cultural events in the country have to have rich content.
Speaking of the activity of fuel and energy complex, the President ordered to continue taking targeted measures for increment of productivity of profile departments of oil and gas sector, further modernization of industrial infrastructure of fuel and energy complex.
Having noted that ecological aspect is one of priority vectors of the state policy of Turkmenistan, President Gurbanguly Berdimuhamedovfocused on preparation to the events on occasion of mass plantation of trees addressing the participants of the session.
At the same time, the President requested to provide proper preparation to the Harvest Festival, which will be widely observed on the second Sunday of November.Having stopped at the key objectives of realization of the Concept of development of digital economy and system of digital education in Turkmenistan, President Gurbanguly Berdimuhamedov demanded to pay special attention to active implementation of latest technologies to educational process.
Having highlighted that 25th anniversary of neutrality would be observed next year in the country, the Head of the State focused on importance of provision of high quality and compliance with time of construction of facilities, which opening is timed to this anniversary date.
